Hungary regards VN as important partner in its foreign policy

VGP – Hungary regards Viet Nam as an important partner in its foreign policy towards Southeast Asia, Hungarian Minister of Foreign Affairs and Trade Szijjarto Peter told reporters at a press briefing in Ha Noi on Friday.

He said that Hungary was the first European Union country to ratify the Viet Nam-EU Partnership and Cooperation Agreement and will strive to become the first country to approve the Viet Nam-EU free trade agreement.

The European country planned to sign a framework agreement with Viet Nam, under which the former will provide €500 in a preferential credit loan to the latter’s projects on water management, food industry, healthcare among others.

According to Minister Szijjarto, Hungary will double scholarships to Vietnamese students under a renewed agreement inked on the same day.

Co-chairing the press briefing, Deputy PM, FM Pham Binh Minh said the two sides discussed measures to further the bilateral ties in the time to come.

Both sides agreed to continue effective realization of Hungary-funded projects in Viet Nam and expand cooperation in such fields like security, defense, education and training, culture, tourism, agriculture, healthcare and environment.

They also expressed their pleasures at the bilateral cooperation at multilateral forums like the United Nations and ASEM.

Deputy PM, FM Minh took the occasion to extend thanks to the Government of Hungary for its support for the Vietnamese community to live and work in the host country./.

Vietnam, France forge legislative ties

Chairman of the National Assembly’s Committee for Finance and Budget Phung Quoc Hien has called on the Vietnam-France and France-Vietnam Friendship Parliamentarians’ Groups to increase their exchanges of delegations and legislative experience, thus significantly contributing to enhancing legislative ties between the two countries.

At a reception for Catherine Deroche, visiting President of the France-Vietnam Friendship Parliamentarians’ Group in Hanoi on February 23, Hien, who is also President of the Vietnam-France Friendship Parliamentarians’ Group, noted with joy the fruitful development of the two countries’ relations in various areas.

The fine relationship has been reflected through the increase of delegation exchanges and bilateral cooperation mechanisms, as well as the successful organisation of the Vietnam-France Year to mark the 40th anniversary of bilateral diplomatic ties, he said.

Hien extended his hope that Vietnam and France will further their collaboration in such areas as infrastructure, transport, energy, space aviation, pharmaceutical products and climate change response.

Catherine Deroche lauded the two countries’ cooperative outcomes in education, sustainable development and environmental protection.

She hailed Vietnam’s commitments to cutting emissions as stated at the 21st Conference of the Parties (COP21) to the United Nations Framework Convention on Climate Change in Paris last year.

The France-Vietnam Parliamentarians’ Group will work to accelerate the ratification and official signing of a free trade agreement between the EU and Vietnam, contributing to fostering multi-faceted cooperation between Vietnam and France, as well as the EU.

The host took the occasion to thank the Senate for its recent support for Vietnam and its approval of the V ietnam-EU Partnership and Cooperation Agreement ( PCA ), saying that if the French National Assembly considers the early ratification of the PCA, then Vietnam-EU cooperation in general and Vietnamese-French relations in particular will be strengthened.

The Vice President hailed France’s successful organisation of the 21st Conference of the Parties (COP21) to the United Nations Framework Convention on Climate Change in Paris last year, and called on French firms to further invest in green development in Vietnam. Doan also hoped the delegation’s visit will contribute to bolstering connection among the two countries’ localities in the future.

Christine Deroche said the visit aims to review the bilateral ties in the fields of education, economics and environment, revealing that the French National Assembly planned to approve PCA as soon as possible.

Regarding to the East Sea issue, the guest stated that her country supports the settlement of related disputes by pe aceful measures, in line with international law, stressing that it is necessary to maintain peace and stability in the sea for ensuring security, safety, navigation and aviation freedom, and international trade exchange.

European parliamentarians step up ties with Vietnam

Brussels, February 24 (VNA) – A line-up of activities will be held by the friendship group of parliamentarians who love Vietnam in the European Parliament (EP) in 2016 to enhance cooperation with Vietnam.

The group’s President Jan Zahradil, who is Vice-Chair of the EP’s International Trade Committee, made the statement during a meeting with Ambassador Vuong Thua Phong, Head of the Vietnam Delegation to the EU, on February 23 at the Vietnamese Embassy in Brussels.

Jan Zahradil said that the activities include a conference in March discussing impacts and opportunities that the EU-Vietnam FTA (EVFTA) created for both sides and a talk on the harmful effects of Agent Orange/dioxin on Vietnamese people held in May. A Vietnamese fashion show and film screening are scheduled for July and September to popularise Vietnamese culture, he added.

He underscored that the group will pay a visit to Vietnam at the end of the year to learn more about socio-economic development in the country.

Ambassador Vuong Thua Phong thanked the group for supporting Vietnam in external relations while highlighting significant events between Vietnam and the EU in the past year, such as the establishment of the friendship group of parliamentarians, the conclusion of EVFTA negotiations and the EP’s ratification of the Vietnam-EU Partnership and Cooperation Agreement.

He expressed his hope that the group’s parliamentarians will continue their support for Vietnam and enhance relations with the country.

The friendship group of parliamentarians who love Vietnam in the EP was set up in November 2015 on the occasion of 25 th celebration of diplomatic ties between Vietnam and the EU. The group comprises 32 members from various parties.

The host leader expressed the wish on March 15 in Ha Noi while receiving Ambassador and Head of the EU Delegation to Viet Nam Bruno Angelet.

Mr. Dam also congratulated Mr. Bruno Angelet who was accredited as the Head of the EU Delegation to Viet Nam after finalizing the post as the Belgium Ambassador there.

Deputy PM Dam proposed Ambassador Bruno Angelet urge other EU member states such as France, Italy, and Greece to early finalize ratification of the Partnership and Cooperation Agreement (PCA) and support Viet Nam to successfully implement the agreement.

He also took the occasion to seek the guest’s support for the early signing of the EU-Viet Nam Free Trade Organization (EVFTA) in 2016 and recognition of Viet Nam as a full market economy when the document comes into effect.

The two sides discussed cooperative orientations on trade, investment, ODA, tourism, health, justice, energy, and climate change response.

For his part, Ambassador Bruno Angelet lauded the significance of cooperative programs between the two sides. They contributed to socio-economic development in Viet Nam and the bilateral ties, the diplomat said./.

French Chamber of Deputies ratifies Vietnam-EU agreement

The French Chamber of Deputies on March 17 officially ratified the Partnership and Cooperation Agreement (PCA) between Vietnam and the European Union.

The PCA is a framework agreement that looks to adjust the relationship between Vietnam and the EU and replaces the 1995 Vietnam-European Commission Framework Cooperation Agreement.

The deal allows Vietnam to access the EU market more easily on the basis of the equal, long-term, and stable partnership and comprehensive cooperation.

Signed on June 27, 2012, the pact will come into force after it is ratified by all EU members. Italy and Greece have yet to ratify the agreement.

The PCA was sailed through the Senate of France on December 17, 2015, with 100 percent of the vote.

Vietnamese-French Gwanegan Bui, a member of the Committee for Foreign Affairs under the Chamber of Deputies, said that the Chamber of Deputies’ ratification will create a legal framework, contributing to expanding cooperation as well as encouraging positive changes in politics, socio-economics, and the environment between the EU and Vietnam.

French businesses to increase presence in Vietnam

President of the French National Assembly Claude Bartolone has said he wants to hold exchanges with Vietnam’s relevant agencies on how to increase the investment of French businesses in Vietnam, during his ongoing visit to the Southeast Asian country.

The visit also aims to seek to balance the bilateral trade deficit, which is leaning towards the European country, he said at a press conference in Hanoi on March 18.

Bartolone noted that a number of French businesses are making effective investments in Vietnam in the fields of goods distribution, medicine and transport.

He said he hopes there will be more opportunities for French enterprises to invest in Vietnam, especially in their strengths such as high technology, energy saving and the environment.

The French National Assembly ratified the Vietnam – EU Partnership and Cooperation Agreement (PCA) on March 17, he noted.

Bartolone expressed his pleasure in visiting Vietnam, which follows high-level delegation exchanges between the two nations.

He said that before the visit, he met with French President Francois Hollande who expressed wish to visit Vietnam in the latter half of 2016.

The French NA leader added that he was happy that the visit falls on the celebration of the International Francophone Day (March 20).

He stressed that Vietnam is a significant member of the Francophone movement, citing that over 7,000 Vietnamese students are pursuing education in France, while an increasing number of French students are studying in Vietnam.

The visit is also a chance for him to study the regional issues, including those relating to the East Sea, he said, reiterating France’s viewpoint of supporting the respect for international law, especially those set by the United Nations, to ensure navigation and aviation freedom in the region.

The French top legislator witnessed a signing ceremony of a Memorandum of Understanding (MoU) on receiving French volunteers at Vietnam’s general education institutions.

The MoU inked between Deputy Minister of Education and Training Nguyen Vinh Hien and French Ambassador to Vietnam Jean Noel Poirier aims to build a bilateral cooperation framework to support the teaching and learning of French in Vietnam.

Senior leaders meet Lao PM

State President Truong Tan Sang and Prime Minister Nguyen Tan Dung on March 16 received Lao PM Thongsing Thammavong during the latter’s working visit to Viet Nam.

At their meeting, President Truong Tan Sang and the Lao PM agreed upon measures to build a peaceful and friendly borderline between Viet Nam and Laos. Mr. Sang said he hopes Laos will effectively assume its responsibility as ASEAN Chair in 2016.

PM Thongsing Thammavong told Mr. Sang the project to increase and upgrade border markers along the Viet Nam-Laos boundary will provide a foundation for ensuring peace, friendship and cooperation along the common border.

At a reception hosted by PM Nguyen Tan Dung for the Lao guest, both sides officials highlighted crucial outcomes reached in implementing cooperation agreements between the two Governments over the last five years which have contributed to reinforcing the traditional friendship, special solidarity and comprehensive cooperation between the countries.

VN, Iran hold high-level talks

President Truong Tan Sang and his Iranian counterpart Hassan Rouhani have consented to intensify the exchange of high-level delegations and meetings to further ties between the two nations.

The two State leaders reached the consensus at their talks in Tehran city on March 14 following a welcome ceremony for President Truong Tan Sang on a visit to Iran.

They agreed upon their stance on regional and international issues, especially at the UN and the Non-Aligned Movement, while offering mutual support at international forums and organisations.

PM welcomes IMF Managing Director

PM Nguyen Tan Dung on Wednesday highly valued the International Monetary Fund’s technical assistance and policy recommendations for Viet Nam while meeting with Managing Director Christine Lagarde who is on a working visit to the Southeast Asian country.

Viet Nam consistently pursues the fast and sustainable development goal as well as social progress and equality, affirmed PM Dung.

VN, Laos complete border upgrading project

A State ceremony marking the completion of the project on increasing and upgrading border makers along the Viet Nam-Laos boundary was held on March 16 in Ha Noi.

PM Dung highlighted that the conclusion of the project is of great significance as it presents high consensus and mutual understanding of the two Parties, States, and peoples and constitutes a vivid symbol of the traditional friendship, special solidarity, comprehensive cooperation of the two countries in respect for independence, sovereignty, territorial integrity, and legitimate benefits, in favour of a borderline of peace, stability, and development.

VN, France bolster legislative linkages

French NA President Claude Bartolone arrived in Ha Noi on March 18, starting an official visit to Viet Nam at the invitation of his Vietnamese counterpart Nguyen Sinh Hung.

Right after the official welcome ceremony, the two top legislators held talks, seeking to beef up parliamentary cooperation and strategic ties between Viet Nam and France.

Regarding the East Sea issue, Chairman Hung hoped that the French congress would positive support Viet Nam in maintaining maritime security, combating militarization in the waters area; seeking dialogues and complying with international law to resolve disputes.

VN asks China to end activities in Hoang Sa

Viet Nam resolutely rejects and opposes China’s recent activities in Hoang Sa archipelago (Paracel Islands), asking China to respect Viet Nam’s sovereignty and international regulations and immediately end these acts and not repeat them in the future, said Foreign Ministry Spokesman Le Hai Binh in response to a reporter’s query about China’s recent activities in Hoang Sa.

China’s continuous land reclamation and construction changing the status quo on Hoang Sa and its organization of tourist activities to the archipelago, regardless of Viet Nam’s and world’s concerns, violate Viet Nam’s sovereignty over Hoang Sa.

(CPV) – “Recent landmark agreements lay a solid foundation for an all – rounded and political partnership. The EU and Vietnam can look forward to a very fruitful collaboration in the years to come”, said newly-appointed Ambassador – Head of EU Delegation Mr. Bruno Angelet at a press briefing in Hanoi on October 28th.

In 2015, the EU and Vietnam are celebrating the 25th anniversary of the establishment of diplomatic relations. During those 25 years, the two sides achieved major successes. Through their bilateral and common programs, the member states and their common EU institutions have established with Vietnam a dense network of relationships based on trust and common understanding. Our partnership evolved from humanitarian aid to development and economic cooperation, and to trade and investment.

With our Partnership and Cooperation Agreement, our Development Cooperation Program and our Free Trade Agreement all building blocks are in place to move beyond aid and trade and establish a more political, comprehensive partnership. Europe can be Vietnam’s best partner for the future, as Vietnam is also becoming one of the most dynamic and pro-European countries in the region.

Europe’s sophisticated societies have developed a market-economy with a strong social component. Europe is a powerhouse in science and innovation and is leader in the fight against climate change and the transition to a smart and green economy.

It has many things on offer for Vietnam: excellent governance models and service delivery in the field of infrastructure, training and education, justice and rule of law including human rights, health, social security and sustainable energy. Vietnam, on the other hand, offers Europe a rapidly growing market, with a young labor force. It increasingly unites the best conditions to become a competitive hub within ASEAN.

“In addressing global issues and promoting international rule of law, Europe’s first choice goes to strong regional integration and active diplomacy within multilateral organizations, in particular the United Nations. The EU and its member states should now explore how to pursue common objectives with Vietnam in the field of foreign policy.”

Ambassador Angelet, a Belgian national, has intensive working experience in Vietnam. He was previously the Ambassador of Belgium to Vietnam (2011 – 2015) and served as Deputy Head of Mission at the Embassy of Belgium in Hanoi (1994 – 1998).

Ambassador Angelet has also intensive experience on European affairs, serving as Deputy Chief of Cabinet – EU advisor of the Deputy Prime Minister and Minister of Foreign Affairs of Belgium (2010 – 2011). All over his career, he was involved in the development of European Foreign Policy, European Defense and Crisis management, both at the Permanent Representation of Belgium to the European Union (2002 – 2005), and at the Belgian Ministry of Foreign Affairs./.

Malaysia, EU initial partnership and cooperation agreement

Malaysia and the European Union have initialed the text of the Malaysia-EU Partnership and Cooperation Agreement (MEUPCA), according to the Malaysian Ministry of Foreign Affairs.

The Ministry stressed the MEUPCA is expected to provide an overarching strategic political framework for strengthening Malaysia-EU bilateral cooperation.

Since the MEUPCA negotiations commenced in October 2010, 11 rounds of talks had been held in Putrajaya and Brussels on a rotational basis. Malaysia and the EU successfully concluded the negotiations during the final round on December 7-8, 2015 in Brussels.

With 60 clauses, the MEUPCA covers a wide range of mutual benefits on economy and non-economy for the two sides. The agreement helps to strengthen collaboration in many areas, including politics, commerce and investment, energy, transport, agriculture, finance and maritime issues though dialogues and information exchanges.

The agreement is expected to boost other bilateral deals, particularly the Malaysia-EU Tree Trade Agreement (MEUFTA), which will allow greater access for Malaysian products and services to the EU market.

Malaysia will also benefit from capacity building programmes, the sharing of best practices and knowledge transfer in the areas of science and technology, green technology, environment, education and health.

The official signing of the MEUPCA is expected to be held in the coming time.

Indonesia, EU to boost economic relations

Indonesian President Joko Widodo is on a trip to four European countries, namely Germany, the United Kingdom, Belgium, and the Netherlands, from April 18 to 22, with an aim to strengthen trade and economic cooperation with these countries, reported Jakarta Post.

In the Belgian capital of Brussels, the Indonesian President’s visit marks a historic new chapter in Indonesia-European Union (EU) relations, Indonesian Foreign Minister Retno LP Marsudi was quoted by Jakarta Post.

As the first visit by a sitting Indonesian president to EU institutions, Joko Widodo will hold important talks with all the Presidents of the European Parliament President, the European Council and the European Commission.

The visit will bolster cooperation between Indonesia and the EU, one of the country’s long-time traditional partners. The two sides signed the EU-Indonesia Partnership and Cooperation Agreement (PCA), the first EU treaty with a Southeast Asian nation, in 2009.

The EU is Indonesia’s fourth largest trading partner with two-way trade currently reaching USD 26.2 billion.

Total investment from the EU, at around USD 2.3 billion, is Indonesia’s third largest investor. Almost 1 million tourists from Europe also visited Indonesia last year.

The visit from Widodo will not only reinforce formal economic ties through avenues such as the launch of negotiations for the Indonesia-EU Comprehensive Economic Partnership Agreement (CEPA). It will also promote business-to-business collaborative projects, as a good number of deals are expected to be signed during the visit, the Foreign Minister said.

(VOVworld) – European parliament members, economists and business representatives gathered in Brussels on Wednesday to discuss ways to boost EU-Vietnam trade relations.

Participants focused on the prospects and potential benefits the EU-Vietnam Free Trade Agreement (EVFTA). Both sides concluded 2.5 years of negotiations on their FTA in Brussels last August. The European Parliament (EP) adopted a resolution ratifying the Vietnam– EU Partnership and Cooperation Agreement (PCA) at a plenary session in Strasbourg, France, last December. The FTA is expected to increase the value of Vietnam’s exports to the EU by 4% annually, and the value of the EU’s exports to Vietnam by more than 3%.

Professor David Camroux of Paris’s Politics University said the EVFTA will help consolidate economic and trade relations between Vietnam and the EU and said Vietnam is no longer a developing country but a new industrialized nation in Asia.

Vietnam always backs Italian enterprises to boost connectivity and cooperation with Vietnamese partners and hopes to welcome more Italian investors, said President Tran Dai Quang while receiving Italian Ambassador to Vietnam Cecilia Piccioni in Hanoi on May 5.

Speaking of the Italian Parliament’s ratification of the Vietnam-EU Comprehensive Partnership and Cooperation Agreement (PCA), the President asked Italy to support Vietnam’s candidacy as a non-permanent member of the UN Security Council in the 2020-2021 tenure and Vietnamese Ambassador Nguyen Hong Thao’s candidacy as a member of the International Law Commission (ILC).

Vietnam will advocate Italy running for the post as a non-permanent member of the UN Security Council in the 2017-2018 tenure, he affirmed.

The State leader expressed his delight at the positive development of the two countries’ multi-faceted collaboration over the past years, which was reflected through their establishment of the strategic partnership in 2013 on the occasion of Party General Secretary Nguyen Phu Trong’s visit to Italy, as well as the visit made by Italian President Sergio Mattarella to Vietnam last November.

The bilateral economic and trade ties have seen several effective cooperation models that need to be expanded upon in the time ahead, he added.

Both host and guest shared the point of view that cooperation in politics, economics and culture are the three pillars in the Vietnam-Italy strategic partnership.

The President suggested the two nations intensify high-level delegation exchanges, expand connectivity not only at ministerial level but also at local level, and step up collaboration in defence, security, culture, and education and training.

The diplomat confirmed that Italy attaches importance to its relations with Vietnam, especially after the visit to Vietnam by President Sergio Mattarella.

She told the host that Vietnam is Italy’s biggest trade partner in ASEAN and Italy now ranks second in importing Vietnamese goods and fourth in exporting products to Vietnam among European countries.

She took the occasion to convey President Sergio Mattarella’s invitation to pay a State visit to Italy to President Tran Dai Quang.

Two-way trade between Vietnam and Italy reached 4.3 billion USD in 2015. The two countries are striving for 5 billion USD per year.

Today, the 9th of May, we celebrate “Europe Day”. On this day, in 1950, five years after World War II, Robert Schuman proposed a plan to integrate Europe, an “indispensable step to maintain peace”. That plan achieved outstanding success. Today Europe is facing major challenges, but the new Europe – through its Member States and Institutions – also brings fantastic opportunities, to Europeans and to friends all over the world.

This world is full of potential. International integration creates opportunities for Vietnam, in particular through your unique friendship with Europe. For decades our countries and institutions have been helping Vietnam improve conditions for your citizens. First with humanitarian aid, now in almost all provinces and cities, all areas of governance: health, education, justice, agriculture, infrastructure, energy or trade. Our companies invest and trade with Vietnam, bring your goods to international markets, including the EU. Many of you are proud to have your children studying in Europe. You travel increasingly to our continent. Together we have created better opportunities for all.

The world is also facing great challenges. States’ brutal recourse to force, and hatred inspired by extremist ideologies destroy so many lives. Many Vietnamese friends warmed our hearts with their care following recent terrorist attacks in Paris and Brussels. Yet, beyond Europe, many more people live in much worse conditions and suffer even more from other threats: climate change, pollution, disruptions from the world economy.

Over the last 20 years Europe never lacked resolve to address these challenges, while undergoing sweeping change. Back then we were only 15 countries, today we are 28. Back then, the EU was an internal market dealing with agriculture, aid and trade. Now we’re the world’s biggest economy, generating 30 per cent of its wealth. In space we will soon deploy a state of the art satellite navigation system “Galileo”, which, by 2020, will serve societies and businesses in Asia. We lead the fight against climate change and in greening the economy. We’re the most generous contributors to development aid and were key in achieving the Millennium Development Goals and concluding the new Sustainable Development Goals.

In the last 15 years, the EU has engaged in foreign policy and crisis management. We brought peace between Kosovo and Serbia, contributed to a truce in Georgia and stopped civil war in the former Yugoslav Republic of Macedonia. The EU was the chief negotiator in the recently concluded agreement on Iran’s nuclear programme. Since 2003, the EU has deployed over 80.000 military and civilian personnel in peace-keeping missions that stabilised the Balkans, Chad and the Congo, accelerated the peace process in Aceh (Indonesia) and helped eliminate piracy on the seas of the Horn of Africa.

The EU is facing major challenges, but is proud of our achievements. Vietnam has understood our increasing capacity to promote a “prosperity and peace agenda”, including in South-East Asia. This inspired Vietnam’s leadership to promote a strategic partnership between the EU and ASEAN, to conclude with a “Partnership and Cooperation Agreement”.

Our companies are the biggest investors in ASEAN. They bring the biggest non-Asian investment volumes to Vietnam. Our Free Trade Agreement with Vietnam, to be implemented by early 2018, will trigger a “second wave” of European investments. We support Vietnam’s pursuit of sustainable and environmentally responsible development through energy sector reform and fostering renewable energies.

Both the people of Europe and of Vietnam aspire for just, free and prosperous societies, and international relations ruled by law. As with free and responsible citizens in society, the world community should be made of free, equal and responsible nations protected by the international rule of law.

Celebrating Europe Day, we wish that Europe will bring fantastic opportunities to friends all over the world, in particular to the people of Vietnam. Our partnership is the best we have for the future, our future, both in Asia and Europe.

NA Vice Chairman wraps up US visit

NA Vice Chairman Do Ba Ty (R) meets US friends who have supported Vietnam in its past struggle for national liberation and current nation building cause 

The Vietnamese National Assembly (NA) will continue providing support for Vietnam’s overseas representative offices, affirmed NA Vice Chairman Do Ba Ty while talking to Vietnamese officials who are working in New York.

Ty asked Vietnamese representative offices to update and study the host country’s commercial policies to submit appropriate response to the legislature.

He met officials of the Vietnamese permanent mission to the United Nations and Vietnam’s representative offices, as well as correspondents of Vietnam News Agency and Vietnam Television in New York during his working visit to the city from July 26-27.

Meeting several US friends, Ty recalled important milestones in the relations between Vietnam and the US.

US friends, in turn, made proposals helping Vietnam carry out strategies related to the bilateral ties.

The NA Vice Chairman paid a working tour to the US from July 21-27.

OVs in Czech Republic hailed for community development

Deputy Foreign Minister Vu Hong Nam 

Deputy Foreign Minister Vu Hong Nam has praised organisations and associations of Vietnamese expats in the Czech Republic for their role in and contributions to developing the Vietnamese community and promoting Vietnam’s culture in the host country. 

Nam, who is also Chairman of the State Committee for Overseas Vietnamese (SCOV), expressed his joy at the development of the Vietnamese community in the Czech Republic during working sessions with representatives from the Union of Vietnamese Associations in Europe, the Vietnamese Association, and the Vietnamese Buddhist Association on the occasion of his working visit to the country from July 24-26. 

Over the recent years, the Vietnamese community in the Czech Republic has been one of the most active with a sense of solidarity, cordiality and mutual support, he said, stressing that it has made positive contributions to the host country as well as Vietnam.

Nam affirmed the Party and State are always attentive to the Vietnamese community abroad in general and that in the Czech Republic in particular, emphasizing that they are an integral part of the nation. 

The official took note of recommendations by the Vietnamese community regarding the construction of pagodas, development of Vietnamese language centres, and promotion of youth movement in Czech and those related to policies to attract talents. 

The SCOV always assists overseas Vietnamese in stabilising their lives, preserving the nation’s cultural identities, he reaffirmed, calling on the community to continue upholding the solidarity to make it stronger. 

Nam also asked the community to strictly abide by the law of the host country, and integrate deeply into the local society, as well as turn their hearts towards the homeland.

Within the framework of the visit, Deputy Minster Nam presented the SCOV’s certificate of merit to six organisations for their active contributions to building and developing the Vietnamese community in the Czech Republic.

Vietnam wishes to enhance comprehensive partnership with Canada

Vietnam always treasures and wishes to strengthen its comprehensive partnership with Canada in an effective and practical manner, President Tran Dai Quang has affirmed.

The State leader made the affirmation at a reception in Hanoi on July 26 for outgoing Canadian Ambassador to Vietnam Ping Kitnikone.

President Quang said he is pleased with the comprehensive and significant development of the Vietnam-Canada ties over the past time, noting that the two countries have shared a number of interests in bilateral relations as well as at regional and global forums.

He recalled Canadian Prime Minister Justin Trudeau’s attendance in the 25th APEC Economic Leaders’ Meeting in Da Nang city and his official visit to Vietnam in November 2017, during which the two nations set up their comprehensive partnership.

Vietnam and Canada are coordinating well in organising activities to mark the 45th anniversary of bilateral diplomatic relations this year, he said.

According to President Quang, together with the solidification of ties in traditional fields such as exchange of all-level delegations, economy-trade-investment, development cooperation, education-training, and people-to-people exchange, the two countries should enhance collaboration in areas with great potential like defence-security, science-technology, climate change response, sustainable development, and infrastructure development.

Ambassador Ping Kitnikone stressed that the establishment of the Vietnam-Canada comprehensive partnership has created a foundation for the two nations to expand their relations in all fields, from politics and defence-security to education-training, science-technology, and people-to-people exchange.

It also offered an opportunity for the strengthening of cooperation at multilateral forums and organisations such as the United Nations, the Asia-Pacific Economic Cooperation (APEC), the International Organisation of Francophone, the World Trade Organisation, and the Comprehensive Partnership and Trans-Pacific Partnership (CPTPP), she added.

Canada supports Vietnam in its bid to become a non-permanent member of the UN Security Council for the 2020-2021 tenure and believes the country will well perform this role, said the ambassador.

According to Ping Kitnikone, trade, investment and education are dynamic development cooperation areas between Vietnam and Canada in recent years. Vietnam has become the largest trade partner of Canada in ASEAN.

Canada appreciates the academic achievements of around 14,000 Vietnamese students in the country, she said, adding that his nation prioritises granting scholarships to Asian students, 30 percent of which will be dedicated to Vietnamese.

Sharing views with the diplomat, President Quang said Vietnam applauds the Canadian Government’s policy of increasing connectivity with the world, particularly the Asia-Pacific, as well as attaching importance to relations with Vietnam and ASEAN.  

Thanking the Canadian Government for backing Vietnam in international issues, President Quang said the two countries need to further their cooperation, both regionally and internationally, while continuing coordination at important multilateral forums and mechanisms like the UN, APEC, ASEAN, the International Organisation of Francophone, and CPTPP.

Vietnam offers aid to victims of dam collapse in Laos

Deputy Foreign Minister Le Hoai Trung on July 26 handed over 200,000 USD in aid relief from the Vietnamese Government to Lao Ambassador to Vietnam Thongsavanh Phomvihane in order to help the country in the aftermath of the collapse of the Sepien-Senamnoi hydropower dam.

At the event, Trung affirmed that the Party, State and people of Vietnam are willing to assist Laos in overcoming the incident. 

For his part, the Lao Ambassador thanked the Vietnamese Government and people for the support, saying that the assistance will be sent to those in need as soon as possible.

Earlier on July 24 and 25, Party General Secretary Nguyen Phu Trong; President Tran Dai Quang; Prime Minister Nguyen Xuan Phuc; National Assembly Chairwoman Nguyen Thi Kim Ngan; and Deputy Prime Minister and Foreign Minister Pham Binh Minh all sent messages of sympathy to their Lao counterparts over the great human and property losses caused by the collapse of the hydropower dam in Attapeu province.

The Sepien-Senamnoi hydropower dam collapsed at 8pm on July 23, releasing 5 billion cubic metres of water which completely isolated Sanamxay district. 

Lao Prime Minister Thongloun Sisoulith said at a press conference on July 25 that the dam collapse had already affected 13 villages and is now affecting six others as the floods are still ongoing.

He informed that 587 families with 3,060 people have been made homeless, and 131 people are still missing. 

The Sepien-Senamnoi hydro electric power plant is being constructed by the Sepien-Senamnoi Power Company (PNPC), which is a joint-venture of SK Engineering and Construction (SK E&C), Korea Western Power (KOWEPO), Ratchaburi Electricity Generating Holding (RATCH) and Lao Holding State Enterprise (LHSE).

Construction of the project began in February 2013 and commercial operations were expected to begin this year.

NA Chairwoman meets with outstanding workers

National Assembly Chairwoman Nguyen Thi Kim Ngan hosted a reception for 70 workers who have been honoured with the third Nguyen Duc Canh Award given by the Vietnam General Confederation of Labour (VGCL) to outstanding labourers with excellent ideas, technological solutions, and inventions.

The NA leader said that she is impressed with the achievements of the workers who introduced a total of 781 projects, ideas, and technological solutions which generated a profit of 74 trillion VND (3.2 billion USD).

The honoured labourers are good examples of energy, dynamism, and creativeness, as well as the ability to overcome difficulties and make contributions to the growth of their companies, she said.

Highlighting that modernisation and industrialisation are strategic tasks in boosting the country’s development, the top legislator stressed that Vietnamese workers, regardless of their field of work, should be made aware of the Party’s policies and orientations in national development.

Ngan asked trade unions at all levels to continue to seek and honour excellent collectives and individuals.

She also pledged that the NA will provide adequate resources to care for labourers, while supervising the implementation of support policies for them, as well as policies related to wages, social insurance, and health insurance.

President bids farewell to outgoing Belgian ambassador

President Tran Dai Quang on July 26 hosted a reception for the Ambassador of Belgium Jehanne Roccas who is due to finish her mission in Vietnam.

Quang spoke highly of Roccas’ contributions to fostering the Vietnam-Belgium cooperation and mutual understanding, particularly in events celebrating the 45th anniversary of the bilateral diplomatic relations earlier this year.

Vietnam attaches great importance to deepening its friendship with Belgium, President Quang said, adding that the two nations are now significant economic partners with bilateral trade relatively higher than that between Vietnam and any other European country.

Educational cooperation is one of the highlights of bilateral ties in politics, culture, and education which have made decent progress at all levels over the years, helping the two countries to promote the image of each other among their people, he said.

To further bolster relations in the time ahead, President Quang urged Belgium to push for the signing of the EU-Vietnam Free Trade Agreement (EVFTA) which is scheduled to take place in Brussels this October. In addition, he suggested both sides to soon conclude a new framework for expanded cooperation in agriculture in an effort to ensure food security and adaption to climate change.

He also lauded the effective coordination between Vietnam and Belgium at international and multilateral forums, such as the United Nations, the International Organisation of La Francophonie, the Asia-Europe Meeting (ASEM), and ASEAN. He moved on to wish Belgium success in its hosting of the 12th ASEM Summit in October this year.

Ambassador Roccas, for her part, highlighted the positive results in the Vietnam-Belgium partnership in politics, economics, and development cooperation.

She said her country will continue supporting Vietnam in the coming time and that Belgium, along with some other European nations, are looking to set up a university in Vietnam. According to the Belgian diplomat, the Free University of Brussels has offered in-country postgraduate courses in Vietnam over the last 23 years, with more than 2,200 graduates, many of whom now hold senior positions at local governmental bodies.

Belgium treasures its ties with Vietnam, backing Vietnam in strengthening relations with the EU and the early signing of the EVFTA, she stressed. It also supports Vietnam’s candidacy for a non-permanent seat in the United Nations Security Council and is ready to share with Vietnam experience in UN peacekeeping operations.

Vietnam, Laos intensify cooperation in inspection work

At the talk between the Vietnamese and Lao Government Inspectorates held on July 26 

Vietnamese Government Inspector General Le Minh Khai and Lao Deputy Prime Minister and Government Inspector General Bunthoong Chitmany have shared experiences in steering and managing inspection affairs,  settling denunciations and complaints, and combating corruption.

At their talk in Hanoi on July 26, both officials spoke highly of the results of cooperation between the two Government Inspectorates, and agreed to further intensify friendship and cooperative ties in the time ahead.

They discussed measures to organise training courses for Lao inspectors in 2018 and 2019.

Khai took the occasion to extend his profound sympathy to the Lao Party, Government and people for the great losses caused by the recent dam collapse in Attapeu province.

He expressed his hope that the Lao people will soon be able to stabilise their lives and recover production.

The Lao official thanked Vietnam for its sympathy and assistance in addressing the consequences of the incident.

He expressed his belief that the effective cooperation between the Government Inspectorates of Vietnam and Laos will contribute to bolstering the traditional friendship, special solidarity, and comprehensive cooperation between the two countries.

PM Phuc offers incenses to heroic martyrs

Prime Minister Nguyen Xuan Phuc offered incense to martyrs at Son Tay cemetery in Son Tay town of Hanoi on July 26 to mark the 71st anniversary of War Invalids and Martyrs Day (July 27).

Youngsters and people nationwide also lit candles and burnt incenses to pay tribute to martyrs at more than 3,000 martyrs’ cemeteries across the country, including those in Ho Chi Minh City, Quang Tri, Ha Giang, Dak Lak and Tay Ninh.

In a ceremony broadcast live on Vietnam National Television, PM Phuc and head of the Party Central Committee’s Commission for Organisation Pham Minh Chinh presented certificates recognising the contributions of 30 martyrs’ families out of the 442 families receiving the certificate on this occasion.

The PM launched the online portal providing information of martyrs and martyrs’ graves at www.thongtinlietsi.gov.vn which was built by the Ministry of Labour, Invalids and Social Affairs, the Ministry of Defence and Ministry of Information and Communications.

Addressing the event, the Government leader expressed his deep gratitude towards Vietnamese Heroic Mothers, wounded and sick soldiers, families of martyrs and revolutionary contributors.

He said the devotion and sacrifice by older generations who died for the nation’s revolution will be remembered forever.

Over the past 71 years, the Party, State and society have paid much attention to caring for martyrs’ families, wounded soldiers and revolutionary contributors. However, many martyrs have yet to be recognised, which remains a key task of the Party and State.

“Despite the achievements in the work, we should not stop but must exert more efforts to care for revolutionary contributors and their families,” stated the PM.

So far, data on nearly 850,000 martyrs’ graves, or 95.6 percent of the total graves at more than 3,000 cemeteries across the country has been gathered and put online, making it easier for martyrs’ families to find the graves.

Currently, about 200,000 martyrs’ remains have yet been laid to rest in cemeteries, while more than 300,000 other sets of remains are buried in cemeteries without full information.

Prior to the ceremony, PM Phuc met with leaders of Son Tay town to discuss the caring of revolutionary contributors in the locality.

He also visited and presented gifts to Vietnamese Heroic Mother Nguyen Thi Teo, and the families of Dang Duc Thuan and Pham Van Y who were seriously wounded in war.

Leaders pay tribute to heroic martyrs

A delegation of the Party Central Committee, President, National Assembly (NA), Government and Vietnam Fatherland Front (VFF) Central Committee on July 27 laid wreaths at the Monument for Heroic Martyrs and President Ho Chi Minh’s mausoleum in Hanoi on the occasion of the 71st anniversary of the War Invalids and Martyrs Day (July 27).

The delegation included General Secretary of the Communist Party of Vietnam (CPV) Central Committee Nguyen Phu Trong, former Party General Secretaries Le Kha Phieu and Nong Duc Manh, President Tran Dai Quang, former President Tran Duc Luong, Prime Minister Nguyen Xuan Phuc, former Prime Minister Nguyen Tan Dung, NA Chairwoman Nguyen Thi Kim Ngan, former NA Chairman Nguyen Van An, and President of the VFF Central Committee Tran Thanh Man. 

The leaders and former leaders then paid tribute to President Ho Chi Minh at his mausoleum. 

The same day, many delegations from the Ministry of National Defence, the Ministry of Public Security, the Government Office, the Ministry of Labour, Invalids and Social Affairs, and Hanoi city also laid wreaths in memory of martyrs and paid homage to President Ho Chi Minh.

The Vietnam Invalids and Martyrs Day is a special chance for the entire country to commemorate millions of martyrs and war invalids who sacrificed their lives and health during the wars.

In 1947, just two years after President Ho Chi Minh delivered the declaration of independence, the first decree on preferential policies for war invalids and fallen soldiers was issued. 

The same year, July 27 was designated as the national war invalids day, which was later renamed the War Invalids and Martyrs Day, to call on the entire community to support war invalids and martyrs’ families in acknowledgement of their contributions to the nation.

The Vietnamese Embassy in Laos on July 26 held an incense offering ceremony in commemoration of heroes and martyrs at the Ban Kon Martyrs’ Cemetery in Vientiane province, Laos, on the occasion of 71st  War Invalids and Martyrs Day (July 27).

The ceremony was attended by Counselor Nguyen Thanh Tung, Deputy Governor of Vientiane Province Bounsone Phetlavanh, and representatives from the Laos War Veterans’ Association and the Vietnamese community in Laos, among others.

Counselor Tung said that the event was to commemorate and pay tribute to both Vietnamese and Lao heroes and martyrs who sacrificed their lives for independence and freedom of the two countries.

It also offered a chance to look back on the tradition of fighting shoulder-to-shoulder against the common enemy in the past and working together in the current nation building and defence of the two countries, the diplomat added.

The two countries’ young generations should uphold the tradition and contribute to maintaining the bilateral time-honoured friendship, special solidarity and comprehensive cooperation, Tung stressed.

Veteran Khamphone Chaleonsak said that on this occasion each year, he often visits the Ban Kon Martyrs’ Cemetery and offers incense to commemorate fallen revolutionary soldiers of the two countries.

This is an important historical venue for today’s and tomorrow’s generations to remember contributions by revolutionary soldiers to the two nations, thus understanding more about the Laos-Vietnam combatant alliance, the veteran said.

Vietnam, Laos boost cooperation in Party inspection work

The Inspection Commissions of the Communist Party of Vietnam (CPV) Central Committee and the Lao People’s Revolutionary Party (LPRP) Central Committee should work together to effectively implement their cooperation agreements and share experience in the inspection and supervision work  as well as in combating corruption, said a senior CPV official.

Chairman of the CPV Central Committee’s Inspection Commission Tran Cam Tu made the recommendation during a meeting with his Lao counterpart Bunthoong Chitmany, who is also Deputy Prime Minister and Government Inspector General of Laos, in Hanoi on July 26.

Tu congratulated the Lao Party, State and people on important achievements they have reaped after two years of implementing the Resolution of the 10th National Congress of the LPRP, including contributions by the LPRP Central Committee’s Inspection Commission and the Lao Government Inspectorate.

The official said after three years of performing the Resolution of the 12th National Congress of the CPV, Vietnam has seen positive progress in all fields despite a wide range of difficulties and challenges. Vietnam has successfully stabilised its macro-economy, curbed inflation, ensured social security and firmly maintained defence and security, he said.

The country has also stepped up efforts to fortify the Party, strengthen the political system and intensify the fight against corruption, while the inspection and supervision work has been enhanced, Tu added.

Bunthoong Chitmany briefed his host about Laos’ achievements in socio-economic development and politics in the recent past.

He affirmed that the Party, State and people of Laos will join hands with Vietnam to preserve and nurture the special solidarity between the two nations.

HCM City leader receives Japanese parliamentarians

Ho Chi Minh City and Japan hold great cooperation potential in areas of mutual concern, including experience sharing in flood prevention and startups, said Secretary of the Ho Chi Minh City Party Committee Nguyen Thien Nhan on July 26.

The municipal official made the statement while receiving a delegation of Japanese parliamentarians led by Ryu Shionoya, President of the Japan-Mekong Parliamentary Friendship Association.

At the meeting, Nhan noted that many visits by high-ranking officials have been exchanged recently, contributing to the Vietnam-Japan Strategic Partnership.

He took the occasion to extend his sympathies to his guest for the losses caused by recent natural disasters in Japan, saying that Vietnam and Japan share many similarities, both in terms of culture and impact of climate change.

In addition to education and training, human resources development in nursing also has room for cooperation. The two sides should foster collaboration in foreign language and technical training, as well as promotion programmes for labourers, Nhan added.

In response, Ryu Shionoya said that this visit by Japanese parliamentarians to Vietnam aimed to enhance multifaceted cooperation with Vietnam and other countries in the Mekong region.

He said that Japan highly values Vietnam’s potential and role in the Mekong region and ASEAN, and wishes to tighten its friendship with Vietnam, contributing to regional stability and socio-economic development.

Lauding the active development of HCM City, the guest vowed that he will further promote cooperation programmes between the city and Japan, especially in trade, investment, education, and training.

At the meeting, the municipal Secretary and the Japanese parliamentarians discussed the important role of female parliamentarians, healthcare, education and training, and human resources quality and improvement, among others.

Japan is currently the third biggest trade partner and the largest foreign investor of HCM City, with about 1,000 projects totalling 4 billion USD. The city has set up relations with seven localities of Japan and organised numerous cooperation activities with the country.

PM Nguyen Xuan Phuc hosts Lao Deputy PM Bunthoong Chitmany

Prime Minister Nguyen Xuan Phuc welcomed visiting Deputy Prime Minister and Inspector General of Laos Bunthoong Chitmany in Hanoi on July 26.

On behalf of the Vietnamese Government and people, PM Phuc again extended his profound sympathy to the Lao Party, Government and people for severe losses caused by the dam collapse in Attapeu province.

He informed the guest that he had immediately made a phone call to his Lao counterpart Thoonglun Sisulith to talk about the incident, and affirmed that Vietnam is willing to help Laos recover production and soon stabilise the lives of people in the affected area.

The Vietnamese Government decided to provide 200,000 USD as relief aid for the Lao government to help the country in the aftermath of the collapse, he said, adding that he had directed the State Committee for Incidents and Disaster Response, and Search and Rescue to work with the Ministry of Foreign Affairs and related offices to study and propose measures to assist the Lao side.

On behalf of the Lao Party, State and people, the Lao Deputy PM expressed his gratitude for the Vietnamese Party, State and people for their sympathy and support following the largest ever incident which has caused serious impact on locals’ lives and the country’s socio-economic development. 

The Lao leader also informed PM Phuc of the outcomes of his working session with the Vietnamese Inspector General, confirming that the Government Inspectorate of Vietnam has provided assistance for the Lao side in all fields, especially in training and improving the capacity of Lao inspectors.

Regarding Laos’ socio-economic development situation in the first months of 2018, Chitmany shared the Lao Government is working to solve difficulties for the business community, while stepping up investment promotion and facilitating investment of foreign firms, including those from Vietnam.

PM Phuc stressed that the Vietnamese Government encourages and facilitates cooperation between the two inspectorate agencies in inspection activities, the settlement of denunciations and complaints, and corruption prevention, including the training of Lao inspectors.

He affirmed the Vietnamese Party and Government attach importance to inspection work, settlement of denunciations and complaints, and prevention of corruption and wastefulness, with the Government Inspectorate holding important role.

He expressed his hope that the two agencies will intensify bilateral cooperation to increase the efficiency of inspection work, thus contributing more to the two countries’ special solidarity, friendship and comprehensive cooperation.

PM visits war martyrs’ families in Hanoi

Prime Minister Nguyen Xuan Phuc visited the families of war martyrs Trinh Dinh Khoi and Dang Thuy Tram in Hanoi on July 26, as part of activities marking the 71st anniversary of War Invalids and Martyrs Day (July 27). 

At the house of Khoi’s family in Minh Khai ward, Hai Ba Trung district, the PM lit incence in memory of the young soldier, who died when only 19 years old on the Quang Tri battlefield. The location of his remains is yet to be found.

He also talked to Khoi’s mother, Vu Thi Nhan, 98, and wished her good health.

Later, he paid homage to military doctor Dang Thuy Tram at her mother’s house in Doi Can ward, Ba Dinh district. 

Born in 1942, doctor Tram worked at the Duc Pho District hospital in the central province of Quang Ngai. She died during an ambush in 1970.

PM Phuc stated the Vietnamese Party and Government always remembers contributions of war martyrs to the national independence and pays attention to caring for families of revolutionary contributors.

Vietnam, Singapore to intensify judicial cooperation

Vietnam and Singapore will intensify judicial cooperation following the signing of Memorandum of Understanding between Chief Justice Nguyen Hoa Binh of the Supreme People’s Court of Vietnam and his Singaporean counterpart Sundaresh Menon on July 25.

The signing ceremony between the two chief justices took place following their talks held within the framework of the 6th Council of ASEAN Chief Justices (CACJ) meeting and related meetings which are underway in Singapore from July 24 – 27.

Speaking at the signing ceremony, Chief Justice of the Supreme Court of Singapore Sundaresh Menon suggested establishing a channel between the two sides for information exchange on transnational disputes, and setting up cooperation between the Singapore International Commercial Court and the Supreme People’s Court of Vietnam.

He also proposed the two sides to together develop model rules on the service abroad of judicial documents in civil matters, consider the signing of a document guiding the enforcement of money judgments, and promote the signing of an MoU for partnership between Singapore Judicial College and Vietnam Court Academy.

Binh, for his part, voiced his support for his host’s proposals. At the same time, he asked the Singaporean side to send experienced judges to train judicial lecturers in Vietnam, and to assist Vietnam in formulating a bill on court-based conciliation. 

He also congratulated the Singapore International Commercial Court on its recent achievements, saying he will help improve awareness of the court among Vietnamese enterprises.

Vietnam highly appreciates the coordination and support the Supreme Court of Singapore has given to its Vietnamese counterpart over the past several years, particularly in developing the code of ethics for Vietnamese judges.

Lotte calls for authorities’ support in building Thu Thiem eco-urban complex

The Korea-based Lotte Group wants assistance from authorities in Ho Chi Minh City to implement its eco-urban complex project at the city’s Thu Thiem New Urban Area, said a leader of the company.

Vice Chairman of the Lotte Group Hwang Kag-gyu made the statement while being received by Secretary of the municipal Party Committee Nguyen Thien Nhan in the city on July 25.

Hwang said his group’s investment idea in the Thu Thiem area formed in 1994 turned into a reality after representatives of Lotte and HCM City signed a contract on the eco-urban complex project in July 2017.

He said Lotte expects further support from the city so it can quickly begin building the complex. 

Hwang said member companies of his group want to take part in the city’s urban railway project and are ready for bidding. They are also interested in building local wastewater treatment facilities.

Lotte wants support for long-term investment in Vietnam, he affirmed.

The HCM City Party Committee’s Secretary Nhan welcomed Lotte’s projects in Vietnam, saying they have contributed to the two nations’ relations.

Noting the good progress of the 900-million-USD eco-urban complex, the official stated that the city will help it be constructed soon.

He said there are other projects for Lotte to join in the Thu Thiem New Urban Area, suggesting building a financial centre and other financial facilities.

Nhan revealed that the city is designing a planning project for Thu Duc District, District 9 and District 2 to make them innovative urban areas and the core of the 4th Industrial Revolution in HCM City.

The Lotte Group has operated in Vietnam since 1996, opening 16 member companies for its investment in the country.

Vietnam and China to strengthen defence ties

Senior military officers of Vietnam and China have emphasised the need for stronger defence ties to boost mutual understanding and trust during meetings in Beijing.

The delegation of the Vietnam People’s Army (VPA), led by Sen. Lt. Gen. Luong Cuong, Secretary of the Communist Party of Vietnam Central Committee, member of the Central Military Commission’s standing board and Chairman of the VPA’s General Department of Politics, visited China from July 22 to 26.

At a meeting on July 25, Zhang Youxia, Politburo member and Vice Chairman of the Central Military Commission of China welcomed the trip, describing it as a contribution to defence relations between the two countries, including between the two armies’ political agencies.

He applauded the outcomes of talks between the Vietnamese delegation and officers of the Political Work Department of the Chinese Central Military Commission, affirming that the two countries’ cooperation has been reinforced and developed recently.

Defence cooperation, including sharing experience in Party building and political work, building politically strong armies and enhancing the Communist Parties’ leadership of each country’s army, is of critical importance, he noted.

Zhang said China and Vietnam are good neighbours and share many similarities. China treasures its relationship with Vietnam and will boost coordination to solidify ties.

He said defence ties are important, and he wants the two sides to foster connections in this field through building cooperation mechanisms, maintaining regular meetings, reviewing and making cooperation plans and working together to defeat hostile forces’ plots to drive a wedge between them.

For his part, Luong Cuong reiterated that Vietnam considers China a leading partner and will exert every effort to develop bilateral friendship. 

He voiced his belief that the countries’ defence cooperation, including in Party building and political work, will enjoy new strides, contributing to relations between the two nations.

On July 24, the Vietnamese delegation had talks with officers of the Political Work Department of the Chinese Central Military Commission led by Miao Hua, member of the Chinese commission and head of the Political Work Department.

Miao Hua emphasised that both China and Vietnam are socialist nations, have similar goals and interests and share certain issues of common concern. Therefore, his country wants to consolidate the time-tested friendship with Vietnam.

Luong Cuong congratulated the Chinese Party, government and people on their achievements in national development and socialism building. He stressed that relations between the two Parties and states have continually developed and harvested many important outcomes. Notably, leaders have made mutual visits and meetings through which they agreed to increase discussing strategies, strengthen political trust and promote the development of the Vietnam-China comprehensive strategic cooperative partnership.

At the talks, the two sides agreed that in the context of complicated global and regional situations, the two armies need to enhance cooperation and friendship exchanges, thereby deepening mutual understanding and trust.

Over the years, bilateral relations have soundly developed. Vietnamese and Chinese leaders have also created favourable conditions for the armies to bolster cooperation and realise the joint vision statement on defence cooperation until 2025 between the two ministries of national defence, they noted.

The two sides agreed on the need to resolve disagreements by peaceful means on the basis of the agreements reached between their leaders, adding that the armies are taking the lead in implementing those deals.

Dak Nong’s implementation of CLV cooperation deals reviewed

Cooperation in Cambodia-Laos-Vietnam (CLV) Development Triangle Area 

Chairman of the National Assembly’s Committee for External Relations Nguyen Van Giau met with leaders of the Central Highlands province of Dak Nong on July 25 to review the implementation of cooperation agreements within the Cambodia-Laos-Vietnam (CLV) Development Triangle Area. 

Dak Nong shares more than 130km of land border with the Cambodian province of Mondulkiri, stretching across seven communes in four districts which are viewed as extremely disadvantaged areas.

To implement the agreements, Dak Nong and Mondulkiri have strengthened relations with notable progress seen in the fields of infrastructure development, trade promotion, investment, industry, agriculture, forestry, poverty reduction, and national security and defence. 

The two provinces have inked a deal to foster cooperation in socio-economic development from 2016-2020, in which Dak Nong has supported Mondulkiri in building a number of projects and provided the Cambodian province with a significant amount of electrical equipment and construction materials.

The two sides’ health agencies have intensified partnership in border quarantine control and food safety inspection. Hospitals in Dak Nong have provided medical check-ups for many high-level officials from its neighbouring province, including senior cadres of Mondulkiri province.

In a bid to effectively implement the CLV Development Triangle agreement, Dak Nong proposed that the Vietnamese Government soon conclude negotiations with the Cambodian side on the upgrading of the Dak Peur-Nam Lyr border gates to boost local socio-economic development. The province also asked for financial support to renovate transport infrastructure around its Bu Prang and Dak Puer border gates as roads leading to these gates are in very bad condition, hindering bilateral trade and diplomatic activities.

At the meeting, Giau spoke highly of the province’s efforts to bolster the implementation of the three countries’ agreement. He pledged to send its proposals to the NA and Government and requested Dak Nong to identify sectors which are key to the implementation of the cooperation.

NA Chairwoman visits National Archives Centre

Chairwoman of the National Assembly Nguyen Thi Kim Ngan on July 25 visited the National Archives Centre No.3 in Hanoi where about 72,000 old personal documents and items of those who served in the southern battlefield from 1959-1975 are being kept.

The visit was made as the country celebrates the 71st anniversary of the Vietnam War Invalids and Martyrs Day (July 27, 1947). Ngan was accompanied by Minister of Labour, Invalids, and Social Affairs Dao Ngoc Dung and Deputy Minister of Home Affairs Trieu Van Cuong.

The centre is currently keeping a range of personal documents and items, such as birth certificates, identity cards, diplomas and degrees, certificates of merit, personal letters, and badges of those who rendered their service to the country between 1959 and 1975. They were soldiers, nurses, doctors, teachers, engineers, writers, reporters, performers, and more serving in the southern battlefield during the anti-US war.

The NA leader lauded staff of the National Archives Centre No.3, a member of the National Archives of Vietnam, for managing such a large amount of historic documents that record the activities of central agencies and individuals since 1945. She also spoke highly of the centre’s efforts in storing and preserving the documents and items, which have survived over time almost completely intact.

The centre has made efforts to make its archives more accessible using modern technology. Once the documents and items have been classified, they are then processed into the centre’s digital database, aiming to help those interested, such as relatives looking for information about their loved ones.

Referring to them as precious historical objects, NA Chairwoman Ngan asked the NA Office to continue coordinating with the National Archives of Vietnam in events that promote the value of the old documents and items.

However, even after several decades, these historical records have remained relatively unknown to the public. She urged news outlets, particularly those at local levels, to provide the public with more information about them so that those who served in the southern battlefield and their relatives can contact the centre to retrieve such items. 

Top Lao leader receives Vietnamese Party officials

Head of the Communist Party of Vietnam Central Committee (CPVCC)’s Commission for Information and Education Vo Van Thuong has affirmed that Vietnam will do its best together with Laos to educate younger generations about the special relationship between the two countries. 

Thuong, who is also Politburo member and Secretary of the CPVCC, made the statement during a meeting with General Secretary of the Lao People’s Revolutionary Party (LPRP) Central Committee and President of Laos Bounnhang Volachith in Vientiane on July 25 during his trip to the country to attend the sixth theoretical workshop between the two Parties. 

He congratulated Laos on its important achievements after two years of implementing the Resolution adopted by the 10th National Party Congress, believing that under the leadership of the LPRP, the Lao people will continue to gain new and greater successes in the renovation process, towards successfully holding the 11th National Party Congress. 

On behalf of Vietnamese Party, State leaders, and people, Thuong extended profound condolences to the Lao counterparts over losses caused by the recent hydropower dam collapse and expressed his belief that the Lao people in affected areas will soon be able to overcome the incident, restore production, and stabilise their lives. 

The Vietnamese official informed the host about the outcomes of the workshop between the two Parties, saying that both sides discussed the achievements, shortcomings, and lessons in the ideological work, and proposed measures to improve it in the current context. 

He said the CPVCC’s Commission for Information and Education and the LPRP Central Committee’s Commission for Propaganda and Training will continue working closely together to realise the resolutions of each Party, raise public awareness of the Vietnam-Laos special ties, and prevent distorted allegations of hostile forces that aim to divide the bilateral relationship. 

Volachith, for his part, vowed to join hands with Vietnam to reinforce the special solidarity and everlasting ties between the two nations. 

According to the Lao leader, the ideological work is significant to Party-building and the workshop brought both sides a chance to enrich arguments about the ideological work during the renovation process in the two countries. 

The host wished that both sides would increase the sharing of information and topics of mutual concern in order to point out urgent issues in national construction and defence. 

He thanked Vietnamese leaders for conveying their sympathy over losses caused by the recent hydropower dam collapse, which he said, reflects the Vietnam-Laos special solidarity. 

Earlier on the same day, Thuong held a working session with head of the LPRP Central Committee’s Commission for Propaganda and Training Kikeo Khaykhamphithoune, during which they debated the information-education work and cooperation between the two commissions in the near future. 

They pledged to effectively realise the agreements made between the two Parties’ leaders, as well as the cooperation agreement between the two commissions for the 2016-2021 period. They also agreed to share information and experience in the information and education work, direct information and education agencies from the central to local levels to offer mutual support to successfully implement the resolutions of each Party. 

During the trip, Thuong is scheduled to visit Bolikhamxay province and hold a working session with the Vietnamese Embassy in Laos. 

Vice Chairman of the Central Theoretical Council Ta Ngoc Tan will hold a working session with Sonethanou Thammavong, Chairman of the Lao Academy of Social Sciences and Vice Chairman of the Lao National Council for Social Sciences.

Vietnam – Laos theoretical workshop closes

The sixth theoretical workshop between the Communist Party of Vietnam (CPV) and the Lao People’s Revolutionary Party (LPRP) wrapped up in Vientiane, Laos, on July 25.

At the two-day event, scientists and delegates from both sides delivered and discussed reports on key issues of the ideological work in the current situation in Vietnam and Laos.

The reports focused on decisive elements to the ideological work in each country and analysised realities and solutions.

Participants agreed that over the past 30 years of implementing their comprehensive renewal policy, Vietnam and Laos have obtained great achievements, which proved the rightness and creativeness of the renewal policy of the two Parties. Economic development is a central task and Party building is a key task while the development of culture and human resources is the spiritual foundation and ensuring security-defence is a vital and regular task.

They stressed on realities that require the two Parties and countries to continue studying, supplementing and completing theories to strengthen and consolidate the ideological work in the current situation in Vietnam and Laos.

Studies presented at the workshops are expected to help Vietnamese and Lao theoretical research agencies improve the quality and effectiveness of their consulting work, thus contributing to successfully implementing Party congress resolutions of each country as well as national reform in Vietnam and Laos.

PM hosts investors interested in Bac Lieu power project

Prime Minister Nguyen Xuan Phuc hosted a reception in Hanoi on July 25 for investors who are planning to pour capital into a liquefied natural gas (LNG)-fueled power project in the Mekong Delta province of Bac Lieu.

The project has a total investment of 91.4 trillion VND (around 4 billion USD). It will cover an area of 100 hectares with a total capacity of 3,200 MW.

If the investors get support and cooperation from the government, ministries and sectors of Vietnam, they expect to begin operation of the first turbine with a capacity of 1,000 MW within the next three years.

According to the investors’ report, the factory’s exhaust emission will be at low level as compared to coal-fueled power projects and there is almost no other waste that can pollute the environment.

Bac Lieu province’s authorities evaluated the project as feasible and its electricity price of 7 US cents is reasonable and lower than that of power produced by coal-fueled plants, wind power or solar power farms.

PM Phuc said the Mekong Delta holds great potential for gas-fueled power projects and many investors have showed their desire to build such plants in the region.

The government leader assigned the Ministry of Industry and Trade, the Electricity of Vietnam Group (EVN), relevant ministries and agencies to add this project (if highly feasible) into the country’s power development strategy so that it could start producing electricity in 2021.

He requested the Ministry of Planning and Investment, Bac Lieu province and concerned ministries and agencies to instruct the investors complete investment procedures.

This is a big project, therefore all stages must be conducted strictly and in line with regulations, PM Phuc said, adding that the project must minimize its effects on the environment and its electricity price must be competitive and progress must be ensured.-

Deputy PM requests fixing land use plans before equitisation

Deputy Prime Minister Vuong Dinh Hue has requested fixing land use plans before equitisation, given that many State-owned enterprises (SOEs) are focused on land value instead of investing in their core areas. 

Addressing a meeting of the Steering Committee on Enterprise Renovation and Development in Hanoi on July 25, Deputy PM Hue, who is also head of the committee, said the progress of equitisation and divestment remains slow due to prolonged price evaluation and stricter regulations. 

He asked the Government Office and the committee to complete reports on the effort to submit to the PM, permanent members of the Secretariat, and the National Assembly Standing Committee for consideration between now and the year’s end. 

Ministries, agencies, corporations, and localities were required to closely abide by the conclusions made by the PM and head of the committee at Notice No.72; the refined legal framework as guided at the Decree No.126/2017/ND-CP on turning SOEs into joint stock companies; and Decree No.32/2018/ND-CP on amendments to Decree No.91.2015/ND-CP on pouring State capital into enterprises. 

The Government Office was assigned to work with the steering committee to review adjustments in equitisation and divestment plans as concluded by the PM, ministries, agencies, and localities. Difficulties and recommendations during the process must be reported to the government, ministries, and agencies in preparation for a national conference between the PM and businesses in the near future. 

It is impossible to sacrifice quality in order to progress and conduct equitisation at any costs, he said, adding that what matters is the efficiency, corporate governance, and benefits gained after equitisation. 

In the first half of this year, 19 SOEs had their equitisation plans approved with a total chartered capital of more than 22 trillion VND (960 million USD). Over 22.45 trillion VND was collected in 16 initial public offerings and stakes sales for strategic shareholders, reported the committee. 

According to approved equitisation plans, the 16 firms had a chartered capital upwards of 136.2 trillion VND, including the PetroVietnam Power Corporation, Binh Son Refining and Petrochemical Company Ltd, Vietnam Rubber Group, and Vietnam Southern Food Corporation. 

Revenue from divestment by 42 SOEs hit 5.598 trillion VND during the period, raising the total income from equitisation and divestment to roughly 198,000 trillion VND since 2016. Up to 115 trillion VND was sent to the State budget, equal to nearly half of five-year public finance plan. 

The PM has approved plans to reshuffle agro-forestry companies by ministries, agencies, and localities. As many as 160 out of 249 units have completed reshuffle procedures. 

After one year spent fixing the shortcomings of 12 delayed and inefficient projects under the watch of the Ministry of Industry and Trade, two of them have bounced back to earn profits, four others have cut losses and become stable. Amongst the three projects which were forced to shut down, one has been able to resume its operations.

Such projects have contributed to generating thousands of jobs and socio-political stability, laying the foundation to thoroughly dealing with the remaining projects, towards addressing all 12 projects by 2020. 

In accordance with the Prime Minister’s Decision No.1232/QD-TTg, up to 62 SOEs will be handed over to the State Capital Investment Corporation (SCIC) between 2017 and 2020. Last year, 24 of them were transferred to the SCIC with a total capital of 821.14 billion VND while three others came under its helm in the first half of the year. 

From January to June, there were 64,531 newly-established firms nationwide, up 5.3 percent annually. Their total registered capital amounted to more than 648.9 billion VND, up 8.9 percent year on year.

Vietnamese leaders send condolences to Greece over forest fire

President Tran Dai Quang on July 25 cabled condolences to Greek President Prokopis Pavlopoulos over the forest fire which ripped through the Mati coastal town near Athens, causing critical human and asset losses.

The same day, Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh extended his sympathy to Greek Minister of Foreign Affairs Nikos Kotzias.

The fires broke out on July 23 following a spell of hot and dry weather. The death toll from the fire stood at 80, with dozens of people unaccounted for as of July 25.

Hundreds of people were trapped in the eastern resort town of Mati as flames whipped around them. Many jumped into the sea to survive, but others died from suffocation either in their cars, or trapped on the edge of steep cliffs.

On July 26, 1953, a group of revolutionaries led by Fidel Castro attacked the Moncada Barracks in Santiago de Cuba. Although they lost, this event paved the way for the insurrection against the regime of Dictator Fulgencio Batista and the establishment of the first agrarian-industrial country in the Western Hemisphere, taking Cuba to a new era of freedom and independence.

NA Chairwoman extends sympathies over Laos’ dam collapse

Chairwoman of the National Assembly Nguyen Thi Kim Ngan has sent a message of condolences to her Lao counterpart Pany Yathotou over the collapse of the Xe Pian-Xe Nam Noy hydropower dam in Attapeu, Laos on July 23.

“On the behalf of the National Assembly and people of the Socialist Republic of Vietnam, I convey my heartfelt and deepest sympathies to you and the people of Laos, particularly the families of victims and those affected,” Ngan said in the message.

“I am confident that under the leadership and interest of the Party, State, and National Assembly of Laos, the fraternal Lao people will soon overcome the losses and surmount the aftermath of the incident,” she added.

The Xe Pian-Xe Nam Noy hydropower dam burst at 8pm on July 23, discharging 5 billion cubic metres of water, causing flash floods in 10 low-lying villages and completely isolating Sanamxay district. Five of Sanamxay district’s villages – namely May, Hinlath, Nhaythe Sanong Tay, Thasengchan, and Thahin – were entirely submerged.

The disaster has left at least 18 dead, around 200 people still missing, and made over 1,300 families of 6,600 people homeless. No Vietnamese casualties have been reported so far.

The Xe Pian-Xe Nam Noy hydropower plant is being constructed by the Xe Pian-Xe Namnoy Power Company (PNPC), a joint venture between the Republic of Korea’s SK E&C and Korea Western Power, Thailand’s Ratchaburi Electricity Generating Holding, and Lao Holding State Enterprise. 

The project, estimated to cost 1.02 billion USD, is the first build-operate-transfer (BOT) model to be undertaken by Korean companies in Laos. The dam is 90 percent completed and operation was due to start in 2019.

On July 24, Ratchaburi Electricity Generating Holding issued a press release announcing that unexpected heavy rains caused the dam to collapse. High volumes of rainwater fractured the dam and caused a deluge in the downstream area of Xe-Pian River, it said. 

Thua Thien-Hue, Laos’ Salavan province step up cooperation

The central province of Thua Thien-Hue, and the Lao province of Salavan agreed to maintain and develop the sound friendship between the two countries in general and two localities in particular, as heard at talks held in the Vietnamese province on July 25.

Reviewing the results of cooperative efforts over the past few years – which saw friendship visits regularly organised and collaboration accelerated across sectors such as the economy, education, healthcare, culture, and border trade and management – leaders from both sides then inked a further friendship cooperation agreement in various areas.

As per the deal, communication works will be prioritised to ensure that local people strictly implement and adhere to the Vietnam-Laos agreement on border and border gate management regulations, as well as the protocol on borderline and border markers.

The two sides will join hands to protect and upgrade border markers along the shared border line.

The localities will continue to branch out relations between the twin mountainous villages of both sides, and coordinate closely in enforcing the agreement on the settlement of undocumented migration and marriage along border areas.

Also, culture, tourism, education, and human resource training will be at the forefront in the upcoming cooperation agreement. 

Accordingly, Thua Thien-Hue will grant 10 full scholarships to students of Salavan, provide free medicine and medical checkups for border people, and help Salavan border locals stabilise their livelihoods.

In return, Salavan will create favourable conditions for businesses from Thua Thien-Hue to invest in energy and forestry sectors. The province will also assist the Vietnamese locality in repatriating the remains of Vietnamese experts and volunteers who were taken down in Salavan during wartime.

Thua Thien-Hue has received and provided training for 167 students from Salavan since 2002, and has granted 10 full scholarships for Salavan students each year since 2009. 

Both localities worked hard to search out and bring home the remains of 10 Vietnamese soldiers from Salavan during the 2017-2018 dry season.

On the occasion, Thua Thien-Hue leaders sent their sympathy over the recent dam collapse incident in Laos.

PM urges VGCL to accelerate trade union institution building

Prime Minister Nguyen Xuan Phuc has asked the Vietnam General Confederation of Labour (VGCL) to push forward the building of trade union institutions, especially those regarding housing for workers. 

The PM made the request at a working session between the Government and the VGCL in Hanoi on July 25 which reviewed the recent coordination between the two sides and set out orientations for future collaboration. 

He said all-level trade unions should continue to constructively participate in finalising institutions, step up administrative reform, and improve the efficiency of State management in employment and social affairs. 

PM Phuc emphasised the need to promote the development of the labour market, prevent workplace accidents, and care for the material and spiritual lives of its employees. 

All-level authorities and trade unions were also asked to improve their efficiency in settling pressing issues that relate directly to labourers.

Reviewing the country’s socio-economic development in the first few months of 2018, PM Phuc attributed such achievements to great efforts made by the Party, army, and people – in particular, labourers and trade union officials across the country. 

Thanks to activities launched by the VGCL and its chapters, employees have supported the Party and Government’s changes in economic management and corruption prevention, he said. 

The PM, however, pointed out shortcomings regarding employees’ income, social insurance payment, housing, unemployment, late salary payment, and in particular workplace accidents, citing the nearly 9,000 cases with about 9,000 victims, including 928 deaths, in 2017. 

VGCL President Bui Van Cuong reported that in the past time, the agency has constructively participated in building institutions and gathering social feeback towards policies on labourers and trade unions, contributing to building a transparent, trusted Government that spurs growth and serves people and businesses. 

The Government, ministries, and agencies have paid due attention to the operation of trade unions, he said, recalling the dialogue between PM Phuc and nearly 2,000 workers in the central key economic zone, and another dialogue of the Government leader with close to 1,000 employees in industrial parks in the Red River Delta region in 2017 and the first six months of 2018. 

Following the dialogues, the PM dispatched a working group to the southern province of Dong Nai to inspect the implementation of policies towards labourers in the locality, he said.

PetroVietnam signs deals on Sao Vang-Dai Nguyet gas field exploitation

A series of trade agreements on exploiting the Sao Vang-Dai Nguyet gas field was inked between the Vietnam National Oil and Gas Group (PetroVietnam) and its partners in Hanoi on July 31.

The agreements included a gas sales and purchase and a gas supply agreement. 

The stakeholder participation in the Petroleum Sharing Contract includes the operator Idemitsu Kosan Co Ltd with 43.08 percent; Teikoku Oil (Con Son) Co Ltd, 36.92 percent; and PetroVietnam, 20 percent.

Speaking at the signing ceremony, PVN General Director Nguyen Vu Truong Son said the signing of trade agreements achieved after over two years of negotiations among sides involved.

He said the event is very significant for the gas filed to turn out the first flow of oil and gas in the third quarter of 2020, with an estimated annual output of 1.5 billion cubic metres of gas and of 2.8 million barrels of crude oil and natural-gas condensate.

The production of oil and gas from the Sao Vang-Dai Nguyet field will contribute to the country’s budget collection and ensure gas supply for the southeast region, He stated

The Sao Vang-Dai Nguyet gas field is located in Nam Con Son Basin, approximately 300km south-east offshore Vung Tau City at about 110-130m water depth.

Earlier, on August 4, 2016, the Prime Minister issued Decision No 1550/QD-TTg approving petroleum reserves of the Sao Vang-Dai Nguyet field as the basis for the development of the field.

On March 7, 2017, the Ministry of Industry and Trade issued Decision No.706/QD-BCT approving the outline development plan. Nine months later, the Prime Minister issued Decision No 1996/QD-TTg approving the field development plan.-VNA

Vietnam – attractive destination of Chinese enterprises

Chinese enterprises are eyeing to expand their business and investment in the Association of Southeast Asian Nations (ASEAN), in which Vietnam is considered one of the most attractive destinations.

The statement was made by Guo Chuan Wei, Director in charge of trade and investment at the ASEAN-China Centre (ACC) at the Vietnam-China Trade Forum held by the Vietnam Chamber of Commerce and Industry – Ho Chi Minh City chapter, the ACC, and the Department of Commerce of China’s Jilin province on August 2.

Guo said that China is an economy with strong production capacity, and its enterprises are constantly expanding their presence abroad. Meanwhile, Vietnam has an impressive economic growth in Southeast Asia. In addition, the two countries hold a lot of advantages complementary to each other and have geological positions favourable to trade exchange.

They are the reasons why Chinese firms want to expand cooperation with Vietnam, he added.

Secretary of Jilin’s provincial Party Committee Ba Yin Chao Lu told participants that Chinese firms in general and those in Jilin in particular have been expanding trade and investment activities in Vietnam, with attention paid to potential areas of automobile manufacturing and assembly, and farm produce import and export.

He said Jilin will encourage its big companies to do business in Vietnam while inviting Vietnamese firms to invest in the province. 

VCCI Deputy Chairman Vo Tan Thanh highlighted the fact that China is currently one of the largest and potential markets of Vietnam.

Last year, two-way trade exceeded 93.6 billion USD, accounting for 22 percent of Vietnam’s total foreign trade. The bilateral trade value reached 38.7 billion USD in the first five months of 2018 and is likely to surpass 100 billion USD for the first time this year.

As of April, China ranked seventh out of 126 nations and territories investing in Vietnam with nearly 1,900 projects worth over 12.5 billion USD.

Seen from the local aspect, Nguyen Huynh Trang, deputy director of Ho Chi Minh City’s Department of Industry and Trade, said that as of July, China ranked 19th among 98 nations and territories pouring capital into the city with 126 projects and total investment capital of nearly 158 million USD. The city’s exports to and imports from China both recorded a year-on-year rise of 15 percent in the first half of this year.

According to Trang, there remains a lot of potential for cooperation between the city and Chinese localities, including Jilin.

Intensifying exchanges between businesses, and trade and investment promotion will create good opportunities for the two sides’ enterprises to establish long-term and effective cooperation, she added.

The Vietbuild Can Tho 2018 International Exhibition, a traditional playground for domestic and foreign construction and real estate exhibitors, opened in the Mekong Delta city of Can Tho on August 2.

Tran Giang Khue, deputy head of the National Office of Intellectual Property in HCM City, said that enterprises should be aware of branding, which plays a major role in the operation of an enterprise.

“Branding of a product is an intangible asset which will increase value over time,” he said. “Branding and intellectual property rights should be a top priority.”

As soon as a business has a creative idea or invention, it should proceed with intellectual property protection activities immediately to protect business secrets, including solutions, designs and trademarks, he added.

When intellectual property rights are ensured, company competitiveness is improved, which encourages creativity and sustainable development.

Nguyen Hoang Cung, director of Dai Thuan Thien Clean Agricultural Products Co. Ltd, said that businesses should seek to acquire certificates needed to protect their intellectual property rights.

The top of the pyramid is the philanthropic domain, indicating that benefits produced by businesses go beyond society’s expectations.

The event was held by the Department of Science and Technology in collaboration with the National Office of Intellectual Property under the Ministry of Science and Technology, and the Can Tho Farmers Association.

Textile export earnings forecast to up 1 bln USD against target

Vietnam’s garment-textile export turnover is expected to hit 18.5 billion USD in the second half of 2018, bringing the year’s export value to 35 billion USD, 1 billion USD higher than the target set for the year, heard a press conference in Hanoi on July 30. 

According to CEO of the Vietnam National Textile and Garment Group (Vinatex) Cao Huy Hieu, enterprises need to build production and business strategies, focusing on using technologies in production, calling for investment and improving the quality of labourers.

Garment firms were also advised to increase investment for design, and fostering original design manufacturing to increase added value for their products. 

They should also make great efforts to increase labour productivity, Hieu added.

To reach double-digit growth in the year, Vietnamese garment-textile firms should adapt to the market situation in tandem with expanding sales domestically and diversifying products, he stressed. 

The country’s garment-textile export turnover hit 16.5 billion USD in the first six months of 2018, up 16.49 percent compared to the same period last year. 

Notably, garment items contributed 12.86 billion USD to the total, up 15.27 percent year-on-year. Meanwhile, the revenue from fabric overseas shipments reached 787 million USD, a yearly rise of 31.83 percent. 

Strong export growth was reported in most traditional markets for Vietnam’s textiles, including the US, the EU, the Republic of Korea (RoK), China, ASEAN and member nations of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). 

Items with good growth in the period were fabrics, T-shirts, jackets and dresses. 

Vietnam is among the world’s five biggest garment-textile exporters and producers.  Experts said Vietnam has many opportunities to expand in the field thanks to free trade agreements. 

The signing of the European Union – Vietnam Free Trade Agreement in 2018 is hoped to help Vietnam’s textile and garment industry make deeper inroads into this market. 

In 2017, the garment-textile sector raked in 31.2 billion USD from exports, a year-on-year rise of 10.23 percent.

FDI firms in Binh Duong call for increased overtime hours of workers

A majority of foreign-invested firms in the southern province of Binh Duong asked for workers’ overtime maximum to be increased to raise production efficiency while meeting with the local administration on July 30.

A representative of the Rheem Vietnam Co. Ltd, based at the Dong An 2 Industrial Park, said workers’ overtime maximum being limited at 30 hours each month and 200 hours a year (300 hours in special situations) is hindering businesses’ operations.

Their activities now depend much on “business seasons”, especially unplanned orders, so it is necessary to ask employees to work overtime, it said, asking the People’s Committee of Binh Duong province to propose authorised agencies increase workers’ overtime limit.

The firm said labourers also want more overtime so they can earn more money.

Echoing the view, a representative of the Mondelez Kinh Do Vietnam JSC, based at the Vietnam-Singapore Industrial Park 2, said the overtime maximum of 300 hours is unfeasible as it is not easy to recruit new workers, so most businesses have to exceed this limit. Authorised agencies should raise workers’ overtime hours to match the reality, the representative said.

At the dialogue, Deputy Director of the provincial Department of Labour, War Invalids and Social Affairs Pham Van Tuyen admitted that regulations on overtime hours are an obstacle to businesses. He promised submitting proposals to relevant agencies to have suitable solutions.

Many other problems relating to customs procedures, social insurance for foreigners or investment incentives were also pointed out by foreign direct investment (FDI) firms at the event.

Secretary of the provincial Party Committee Tran Van Nam assured that Binh Duong will always provide the best conditions for foreign enterprises. Investors’ opinions will help the province improve the local investment climate, he said.

Issues under the provincial administration’s jurisdiction will be solved as soon as possible while those under central agencies will be gathered and sent to relevant units, he noted.

Binh Duong, an industrial hub in the south of Vietnam, currently ranks third in FDI attraction, after Ho Chi Minh City and Hanoi, with 3,397 projects worth 30.9 billion USD. In the first half of 2018, it attracted 718 million USD of foreign investment.

Forum talks technological application in energy use

Intensifying technological application to increase energy efficiency is one of the important solutions to challenges facing the domestic energy sector, heard a forum in Hanoi on July 31.

Deputy Minister of Science and Technology Tran Van Tung pointed out that to meet the increasing demand for energy, Vietnam has maximised hydropower at home, while importing primary energy to serve electricity production. 

Therefore, it is necessary to diversify the supply source of new and renewable energy; as well as improve the capacity, efficiency, sustainability, and adaptation of the domestic energy sector, he said. 

The official also stressed the need to fulfill international commitments towards sustainable development goals. 

Other delegates at the forum said that Vietnam has shifted from an agricultural-based economy, using traditional fuels, to an industrial one fueled by synthetic and modern energy forms. 

Nguyen Van Thanh, deputy head of the Electricity and Renewable Energy Department under the Ministry of Industry and Trade, said that Vietnam’s demand for commercial energy has increased 9.5 percent during the 2000-2015 period, which is higher than the country’s GDP growth during the period. In particular, hydroelectricity saw an annual rise of 27.6 percent; coal, 12.2 percent; petroleum, 6.2 percent; and natural gas, 13.4 percent. 

Delegates said Dung Quat and Nghi Son Oil Refineries are expected to fulfil only 16.5 percent of the target of 20-30 million tonnes of crude oil set by 2020, thus affecting the implementation of the national energy development strategy by 2020 with a vision towards 2050. 

Given this, the Vietnamese Government has rolled out a policy framework aiming to diversify its energy supply source, developing new and renewable energy, particularly solar and wind power, they noted. 

The Ministry of Science and Technology will also work on the application of new and renewable energy, as well as scientific and technological solutions, to efficiently and economically make use of energy. 

At the same time, the ministry will step up international integration to apply the world’s scientific and technological advances in manufacturing energy equipment. 

Hoa Phat enjoys 27 percent profit growth in H1

Hoa Phat has posted revenue and post-tax profit gains of nearly 27.6 trillion VND (over 1.19 billion USD) and over 4.4 trillion VND (190 million USD) in the first half of 2018, representing rises of 30 percent and 27 percent from the same period last year, respectively.

The results mean that the group has already completed 55 percent of its annual profit target of 55 trillion in revenue and 8.05 trillion VND in after-tax profit this year. 

In the second quarter alone, Hoa Phat’s revenue hit over 14.4 trillion VND (over 621.5 million USD), while its post-tax profit stood at 2.2 trillion VND (94.9 million USD), a respective 34 percent and 43 percent higher than those of the corresponding period last year.

The firm produced 1.1 million tonnes of construction steel in the first six months, a slight increase from the same period last year.

Hoa Phat has still maintained its leading position in the country’s steel industry with a market share of 22.2 percent as its products are mostly consumed domestically.

Its high-quality wire rod steel products have continued to receive orders from both inside and outside the country. It sold a total of 116,00 tonnes of this product, including 58,000 tonnes to Australia, Japan, Malaysia, and the Philippines, accounting for more than half of its export volume.

More investment needed for agriculture sector

Vietnam’s agriculture sector, from production to exports, has developed impressively in recent times, but its progress is still yet to meet its full potential.

To develop the sector sustainably, the Government and relevant ministries have carried out a number of preferential policies, but the number of enterprises investing in this field remains quite modest.

According to the Ministry of Planning and Investment, as of June 30, only 49,600 enterprises (or 8 percent of the nation’s total firms) invested in agriculture.

Many enterprises said that although the State and localities have paid special attention to investing in infrastructure serving agricultural production, the infrastructure, in fact, has yet to meet their requirements.

In addition, land-related policies have often failed to meet businesses’ expectations. The mechanical industry supporting agriculture also remains limited, with many prevailing unreasonable administrative procedures and business conditions.

Do Ha Nam, General Director of Intimex Group JSC, said that agricultural exports are facing difficulties during their transportation phase. Some of the key roads experience regular traffic congestions, while seaports are often overloaded. Unsmooth logistics affect the quality of farm produce, as well as costs and timing of business deals as vegetables and fruit have limited expiration dates.

Improving logistics infrastructure to facilitate the travel of goods will help attract more investors in agriculture and boost the development of other production sectors, Nam added.

Acknowledging this issue, on April 17, the Government issued Decree No.57 on encouraging businesses to invest in agriculture and rural areas, which reflected its resolve to improve investment attraction in this field.

However, Ho Quoc Luc, Managing Director of Sao Ta Foods JSC in Soc Trang province, said that although the decree has a lot of positive adjustments and preferential policies to develop the agricultural sector, there is no document guiding the implementation of the decree.

As such, in order to find an effective solution for agricultural development, a national conference seeking ways to encourage enterprises to invest in agriculture commenced in the Central Highlands province of Lam Dong on July 30. 

Simplification of business conditions remains limited: conference

The speed of red tape cutbacks for business conditions still remains limited in spite of great efforts made by the Government and relevant ministries and sectors, heard a conference held by the Vietnam Chamber of Commerce and Industry (VCCI) in Hanoi on July 31. 

Speaking at the event, VCCI Chairman Vu Tien Loc said that businesses have only seen a few points in the framework adjusted, rather than the complete abolishment of the bottlenecks, adding that this causes a lot of anxiety for businesses. 

According to reports from the VCCI, about 1,000 legal documents are issued annually, with about 50 percent related to businesses. 

There are around 10-20 laws adopted by the National Assembly and 200 decrees and decisions issued by the Prime Minister each year. The remaining stipulations are circulars issued by various ministries and ministry-level agencies. 

Loc said that over the past two years, there has been a clear trend of economic institutions becoming increasingly oriented towards the market economy, adding that business barriers and excessive State intervention in the market have gradually been removed. 

The Government has asserted its views on market economy institutions, but the translation of these views into specific legal regulations is still restricted, Loc stressed. 

However, the situation showed positive changes in the first half of 2018, with many legal documents issued to remove difficulties for enterprises, especially decree-level documents. 

Dau Anh Tuan, head of VCCI’s legal department, highlighted efforts made by the Government and relevant agencies in the first six month of the year to cut down business conditions, saying that they helped remove barriers facing enterprises’ activities. 

He also pointed out results in administrative reform, which contributed to reducing the burden of State administrative management. 

The transparency of court judgments in business disputes has helped promote fair and credible competition that is protected by the justice system. 

For examples, there are new decrees on business conditions in areas under the management of the Ministry of Industry and Trade, in particular Decree No.87/2018/ND-CP on gas business, and Decree No.109/2010/ND-CP on rice exports, Tuan said. 

Legal provisions on the quality of products and goods, and technical standards are also the focus of the Government’s business law reform in line with the market economy, he noted. 

At the beginning of 2018, a number of regulations related to quality control of commodities were also issued that will have a great impact on businesses, Tuan said.

Decree No.15/2018/ND-CP on food safety is truly revolutionary as it brings great benefits to food firms that are struggling with procedures concerning food safety, he noted. 

At the conference, VCCI representatives suggested enhancing the business community’s consultation in legal review work, promoting supervision mechanisms, and expanding proposals in adjustment schemes of business-related laws set out by ministries. 

Vietnam-Argentina business forum held in Hanoi

A Vietnam-Argentina business forum took place in Hanoi on July 31 as one of the activities during the official visit to Vietnam by Argentine Minister of Foreign Affairs and Worship Jorge Faurie.

Addressing the function, co-hosted by the Argentine Embassy in Vietnam and the Vietnamese Ministry of Industry and Trade, Minister Jorge Faurie said he is pleased with the fine bilateral relations and the growth in two-way trade.

He stressed that celebrating the 45th anniversary of bilateral diplomatic ties (October 25, 1973-2018) is an important milestone in the cooperation between the two nations. 

He expressed his hope that the Vietnam-Argentina relationship will continue to thrive in the time to come with the increase of visits and all-level delegation exchanges.

Argentina will do its best to boost and diversify trade ties and multi-faceted cooperation with Vietnam, he said, adding that Argentine businesses pay attention to collaboration in biodiversity, services, pharmaceuticals and technology with Vietnam.

Affirming Argentina as the second largest trade partner of Vietnam in the Latin American region, Doan Thi Thu Thuy, deputy head of the Ministry of Industry and Trade’s Trade Promotion Department, said Vietnam is the fifth largest import market of Argentina globally.

Two-way trade has seen encouraging growth in recent years, hitting 3 billion USD in 2017. Vietnam exports to Argentina garment materials, footwear, machinery, equipment and spare parts, while importing animal feed, materials, corn, wheat and some seafood products from the Latin American country.

These outcomes reflect the efforts made by diplomatic, economic, industrial and agricultural agencies of the two countries, Thuy said, adding that trade connection activities have been organised regularly and effectively with the active and responsible engagement of both sides’ business communities.

At the forum, representatives from Vietnamese and Argentine businesses studied bilateral trade and economic relations and investment opportunities as well as promoted connections in the fields of foodstuff, processed food, beverages, fruit, animal feed and pharmaceuticals.

Vietjet Air reports robust growth in revenue

Vietjet Air announced its business results in the second quarter of 2018 with the robust growth in core business activities, including air transport and ancillary revenue. 

Air transport revenue in the second quarter reached 8,588 billion VND (378.3 million USD) compared to 5,648 billion VND (248.8 million USD) in the same period of 2017 (an increase of 52.05 percent). Profit before tax of air transport in the second quarter reached over 950 billion VND (41.8 million USD) compared to 661 billion VND (29.1 million USD) in the same period last year (an increase of 43,7 percent). In which the proportion of ancillary revenue was up to 24 percent, approximately 16 USD per passenger, the highest ever.

Accumulated air transport revenue in the first six months of 2018 reached 16,478 billion VND (726 million USD), an increase of 52.6 percent. Air transport profit stood at 1,686 billion (74.3 million USD), an increase of 53.4 percent over the same period of 2017, equivalent to 56.2 percent of the 2018 plan.

In the second quarter of 2018, Vietjet Air carried over 5.8 million passengers, an increase of 28 percent, of whom 4.2 million were domestic passengers, up 12.7 percent, and more than 1.6 million international passengers, up 96 percent over the same period of 2017.

Thanks to the strong growth of fleet, including the modern Airbus A321 Neo and expansion of longer routes to Northeast Asia, international flights promoted the sales of meals, souvenirs, baggage etc. in flights, the ancillary revenue in the first half of 2018 reached 3,807 billion VND (167.7 million USD), a 50 percent increase over the first half of 2017.

In the first six months of 2018, Vietjet Air continued to lead the domestic passenger traffic and be the best operating flight growth airline with 59,944 flights, up nearly 22 percent. The on-time performance stood at 83 percent.

Total revenue of the first six months 2018 stood at 21,197 billion VND (933.8 million USD), an 29 percent increase year on year. Profit before tax of Vietjet Air in the first half of this year reached 2,378 billion VND (104.7 million USD), up 26 percent.

According to its plan, in 2018, Vietjet Air will receive 17 Airbus aircraft. In the first six months, Vietjet Air received 4 Airbus A321 aircraft. In the second half of the year, Vietjet Air will receive 13 aircraft. As a result, in the last six months of the year, Vietjet Air will record additional revenue from this aircraft delivery. 

In the middle of July, Vietjet Air signed agreements to purchase 100 Boeing 737MAX aircraft worth 12.7 billion USD and 50 Airbus A321 NEO worth 7 billion USD, assuring that by 2025 the company’s new fleet will be synchronized, well-equipped and fuel efficient, serve for the plan to establish aviation alliance in the region and in the international market.

Started operating new modern aircraft which could save up to 15 percent of fuel costs, efficient management program as well as international flight network expansion, Vietjet Air continued to boost the foreign currency ticket sales, increase the proportion of ancillary revenue and decrease fuel cost because the fuel price in foreign countries is lower than in domestic market by around 30 percent due to taxes, fees. 

In addition to manage flexibly the load factor of domestic routes in the low season, focus on the international routes and wet-leasing abroad, help increase efficiency, boost the foreign exchange earnings, stabilize the revenue.

Retail revenue high in first seven months

Apart from impressive growth of industrial production index, trade and service activities in the seven months of this year were fairly active as local spending grew. 

A report from the General Statistics Office showed the total retail of consumer goods and services in July was estimated at 371.5 trillion VND (16.36 billion USD), up 1.6 percent month-on-month and 13.3 percent year-on-year. 

During the month, revenue from goods retail reached 277.1 trillion VND, up 1.6 percent monthly and 14 percent annually. Meanwhile, accommodation and dining generated 45.9 trillion VND, up 2.1 percent and 6.4 percent, respectively, and tourism revenue hit 3.5 trillion VND, marking a respective increase of 2.3 percent and 9.2 percent. 

In the first seven months, the total retail of consumer goods and services amounted to 2.49 quadrillion VND (100 billion USD), up 11.1 percent annually. Of the figure, 1.87 quadrillion VND was from goods retail, accounting for 75.2 percent and up 11.7 percent year-on-year. 

Consumers mostly bought necessities such as food (up 12.6 percent), apparel (12.4 percent), household appliances (12.3 percent) and stationery (10.3 percent).

Vietnam promotes trade, investment ties with Algerian province

The Vietnamese Embassy in Algeria held a meeting to introduce potential for bilateral cooperation and trade and investment ties between the two nations in Médéa province on July 30.

The event was attended by leaders of the Médéa Chamber of Commerce and Industry and about 50 local businesses.

In his speech, Vietnamese Ambassador Pham Quoc Tru noted the countries’ long-standing friendship, stressing the potential fields they can enhance partnerships in, including agriculture, industry and tourism.

He called for stronger cooperation to boost bilateral trade as expectations of senior leaders of both nations.

Médéa entrepreneurs asked for more information about the Vietnamese market, especially investment procedures and import tariffs. They said they want to increase collaboration with the Vietnamese side to export agricultural products (grapes, apples, olive oil, wine and chicken), ceramics, animal food, apparel and footwear to the Southeast Asian nation.

Benrekia Mohamed, Chairman of the Médéa Chamber of Commerce and Industry, called on Vietnamese companies to step up investment in the province, particularly in mining, processing farm produce and sharing experience in ceramics production.

Tru said the Vietnamese Embassy will provide the best possible conditions to help the two sides’ businesses strengthen connections and bolster trade and investment.

He also invited Médéa travel firms to take part in the Vietnam-Algeria tourism cooperation forum, scheduled to be held in Algiers this November.

Also on July 30, the embassy’s officials visited ECD Foods, an agricultural product processor and exporter in Médéa, whose leaders also expressed interest in the Vietnamese market and asked for favourable conditions to promote trade ties with Vietnamese companies.

HCM City’s capital mobilisation sees 13.8-percent growth

Capital mobilisation by banks in Ho Chi Minh City exceeded 2.135 quadrillion VND (about 92 billion USD) as of early July, up 1.69  percent from the previous month and 13.83 percent year-on-year, said the municipal Department of Statistics. 

Of the amount, commercial joint stock banks accounted for 51.74 percent, up 11.04 percent from the same month last year. Saving deposits made up 46.58 percent of the total, a 6.26 percent yearly increase. 

Capital mobilisation in foreign currencies accounted for 10.72 percent of the total, up 4.77 percent compared to the same period of last year, while the mobilised capital in Vietnamese Dong witnessed a year-on-year increase of 15.02 percent. 

As of early July, total outstanding loans surpassed 1.912 quadrillion VND (over 82 billion USD), up 16.73 percent annually and 8.59 percent compared to December of 2017. Those of commercial joint stock banks accounted for more than 1.002 quadrillion VND (more than 43.1 billion USD), or 52.42 percent of the total and up 12.6 percent year-on-year. 

The department said total outstanding loans are likely to maintain high growth compared to previous years, making it easy for local enterprises to access loans, thus promoting economic development. 

In the first seven months of 2018, the city’s State budget collection was estimated at nearly 214.5 trillion VND (nearly 9.25 billion USD), reaching 56.92 percent of the target, up 7.17 percent year-on-year. 

Of the total, domestic collection reached 142.55 trillion VND (6.14 billion USD), up 10.18 percent, while tax revenues from crude oil and import-export activities were 13.82 trillion VND (595.8 million USD) and 58 trillion VND (2.5 billion USD), up 41.74 percent and down 4.86 percent year-on-year, respectively. 

The local budget collection in the period was 44.6 trillion VND (1.92 billion USD), up 1.95 percent year-on-year.-

Industrial production expands 10.9 percent in seven months

Vietnam saw strong growth in its industrial production index (IIP) in the first seven months of 2018 thanks to the expansion of many major economic sectors, especially processing and manufacturing, which recorded the highest expansion in the recent seven years.

According to the General Statistics Office, the IIP in July grew 14.3 percent over the same period last year, pushing total growth in the first seven months to 10.9 percent, higher than 7.1 percent in the same time last year.

Particularly, the processing and manufacturing industry maintained high growth at 13.1 percent, contributing 9.9 percentage points to total expansion. It was followed by power manufacturing and production which increased 10.7 percent.

Some sectors in the secondary industry (dominated by the manufacturing of finished products) also saw high growth, such as refined oil production (up 64.1 percent), mineral mining support services (up 25.2 percent) and electronics, computers and optical products (up 16.4 percent).

Many primary products rose substantially against the same period last year, including crude steel (up 41.1 percent), passenger cars (32.9 percent), liquefied petroleum gas (up 32.7 percent), synthetic fibres (up 19.1 percent), refined sugar (up 18.9 percent), seafood feed (up 18.5 percent) and televisions (up 14 percent).

However, some products saw declines in production due to lower demand, such as crude oil (down 11.3 percent), mobile phones (down 0.9 percent) and urea fertiliser (down 3.5 percent).

All 63 cities and provinces posted higher growth in industrial production against 2017’s corresponding period, of which Ha Tinh led with growth of 149.3 percent, thanks to the steel manufacturing by Formosa Ha Tinh Steel Corporation, followed by Thanh Hoa (where Nghi Son Refining and Petrochemical LLC started operations). 

The GSO reported that as of July 1, 2018, the number of labourers working in the industrial sector increased 3 percent from the same period last year, with a 0.3 percent rise in the State-owned sector, 3.6 percent in the non-State-owned sector and 3.1 percent in the foreign direct investment sector.

In the first seven months of 2018, processing and manufacturing was the most attractive sector for investors, luring more than 13.6 billion USD of foreign direct investment.

The GSO predicted that in the rest of the year, the IIP may slow down, reflecting the increasing importance of sustainable development. 

The office recommended strengthening connectivity among businesses and the enhancement of their capacity to join supply chains, thus making industry grow more sustainably.

Along with promptly implementing targets stated in Resolution 23-NQ/TU of the Party Central Committee on building industrial policies, it is necessary to continue reducing business conditions, simplifying administrative procedures, enhancing the quality of online public services and using advanced technology to boost the growth of industry.

The office also stressed the need to handle stagnant and ineffective projects by the end of 2018, thus giving more resources to the development of industry.

Growth in VN-Argentina trade     

Argentina is the second largest trade partner of Viet Nam in Latin America and Viet Nam is the fifth largest import market for Argentina globally, experts said at a Viet Nam – Argentina business forum in Ha Noi on Tuesday.

Addressing the meeting, Minister Jorge Faurie said he was pleased with bilateral relations and the growth in two-way trade. He stressed that celebrating the 45th anniversary of bilateral diplomatic ties (October 25, 1973-2018) is an important milestone in the co-operation between the two nations.

He expressed his hope that the Viet Nam-Argentina relationship will continue to thrive with the increase of visits and all-level delegation exchanges.

Argentina would do its best to boost and diversify trade ties and multi-faceted co-operation with Viet Nam, he said, adding that Argentine businesses paid attention to collaboration in biodiversity, services, pharmaceuticals and technology with Viet Nam. 

VN, Japan firms seek connection in agro-fishery, food trade

A business networking programme for Vietnamese and Japanese businesses in agro-fishery and food sectors took place in Hanoi on August 2.

Organised by the Japan External Trade Organisation (JETRO), the event attracted 32 Japanese firms which produce seafood (oyster and fish), children’s food, and supplement products, among others. The Japanese companies aimed to expand their presence in a dynamic market with high demand for the quantity and quality of food products like Vietnam.

The event featured the display of Japanese products to help Vietnamese buyers get more information, thus facilitating trade of goods. 

A JETRO representative said the programme consists of a connection area for new importers and distributors seeking partnerships and an expansion area for veteran firms wanting to expand their business network. 

Last year, a similar programme drew the participation of more than 300 Vietnamese buyers, with many contracts signed. 

According to JETRO, Vietnam is a potential destination for Japanese food products. Vietnamese consumers’ increasing awareness of food safety has increased their demand for Japanese products which hold good reputation for quality and food safety standards.

Diplomacy makes worthy contribution to national development: Deputy PM

Deputy PM and FM Pham Binh Minh speaks at the conference 

The diplomatic sector has efficiently served the national revolutionary cause and made worthy contribution to the country’s strong rise from the ruin of war to become a symbol of peace, stability, unity and harmony, renovation and development, according to the country’s top diplomat Pham Binh Minh. 

Deputy Prime Minister and Foreign Minister Pham Binh Minh has reviewed the work and achievements of the diplomatic sector over the past years in the context of a world full of constant changes, and outlined the main tasks for the sector in the time ahead in an article on the occasion of the 30th Diplomatic Conference and 19th External Affair Conference from August 12-17 in Hanoi. 

The Deputy PM underlined that over the past two years, the international and regional situation is witnessing rapid, complex and unforeseeable changes, posing many challenges to the country’s strategic environment and creating direct impacts on the country’s security and development interests. 

He noted that despite the recovery of the global economy, global financial risks, protectionism and trade wars are having negative effects on economic development of the world and Vietnam.  

The rise of the industrial revolution 4.0 and science-technology as an important production force also creates unprecedented challenges for Vietnam, he said, adding that the risk of lagging behind is real if the country cannot capitalize on the trend.   

Meanwhile, the political–security situation in the world is full of fluctuations such as policy adjustments of countries and the rise of nationalism, which make the regional security increasingly insecure. Interest differences among G7, G20 and EU members affect the role of multi-lateral mechanisms. Complicated developments in the East Sea, especially large-scale reclamation and militarization activities are threatening peace, security and stability in the region as well as the legitimate rights and interests of many countries including Vietnam. 

Deputy PM and FM Minh affirmed that following the external relation guideline of the 12th Party Congress, the diplomatic sector has persistently upheld its principles, firmly pursued targets and exercised proactiveness and flexibility in implementing assigned tasks, thus achieving many important outcomes, contributing to protecting national sovereignty and maintaining a peaceful and stable environment for national development, integration while enhancing the country’s position. 

The head of the diplomatic sector underlined that the sector has paid special attention to building institutions in the field. Over the past two years, the sector has submitted to the Party and the Government many proposals on foreign policies, including those dealing with international economic integration and promotion of multilateral external relations.

Accordingly, Vietnam has actively deepening relations with neighbouring countries, the Association of Southeast Asian Nations (ASEAN), major powers, strategic partners, comprehensive partners and traditional friendly countries. So far, Vietnam has established diplomatic relationships with 188 countries, and strategic and comprehensive partnerships with 27 partners, which include all five permanent members of the UN Security Council. The wide network of relations not only helps enhance Vietnam’s status but also provides an important foundation of and contributes directly to national defence and construction.  

Deputy PM Minh stressed that through creating the foundation of political trust, the diplomatic sector performed well its role in promoting international economic integration and expanding markets for the country. Vietnam has set up free trade frameworks with nearly 60 countries, which in combination account for 59 percent of world population, 61 percent of world GDP and 68 percent of world trade, through 16 free trade agreements (FTAs), including new-generation ones such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the EU-Vietnam Free Trade Agreement (EVFTA). Vietnam’s localities have also inked 420 international agreements since 2016 covering cooperation in all aspects. 

At the same time, the country has optimized multilateral mechanisms to protect national rights and interests, while engaging in joint efforts to address common challenges facing the international community, the Deputy PM said. 

According to Minh, the country has shifted from “actively participating in” to “taking initiative in contributing to and bulding multilateral institutions.” As the host of the Asia-Pacific Economic Cooperation (APEC) Year in 2017, Vietnam selected the theme and priorities for the year that suited the common concern and reconciled differences, thus helping define the orientation for a new period of development in the region in the APEC post-2020 vision. In the context of strong rise of nationalism and protectionism, APEC 2017 was able to not only maintain the impetus but also push forward linkage, connectivity and free trade in the region. 

Besides, Vietnam also demonstrated its high sense of responsibility as member of ASEAN, the UN, the Asia-Europe Meeting (ASEM), the UN Security Council, the UN Economic and Social Council (ECOSOC), the UN Educational, Scientific and Cultural Organisation (UNESCO) and Mekong mechanisms, among others. 

A top and regular task of the diplomatic sector is to protect national sovereignty and territorial integrity. Deputy PM and FM Minh said the sector has maintained close coordination with other ministries, agencies and local administrations while cooperating with relevant countries to build borderlines of peace, friendship, stability and cooperation for development. 

In the East Sea issue, facing new and complicated developments with potential unforeseeable risks, Vietnam has persistently and firmly deployed many measures to defend national sovereignty and sovereign and jurisdiction rights over waters, continental shelf and islands in line with international law, including the 1982 UN Convention on the Law of the Sea. 

The Deputy PM said Vietnam, together with the ASEAN and China, is pushing negotiations on a legally-binding and effective Code of Conduct on the East Sea. At the same time, the country is actively expanding marine cooperation with countries inside and outside the region, and holding talks to narrow differences and build trust. 

Protecting the interests of Vietnamese citizens and Vietnamese nationals overseas is another task of special importance for the diplomatic sector, according to Minh. Since 2016, the sector has protected more than 16,000 citizens and more than 5,000 fishermen. Guidelines and policies on support of overseas Vietnamese have been carried out synchronously, helping consolidate the national unity bloc and optimize the resource from 4.5 million overseas Vietnamese for national development. 

Cultural diplomacy has also received attention with a view to preserving the national cultural identity during international integration and enhancing the nation’s position and “soft” strength. A project on honouring President Ho Chi Minh as a hero of national liberation and an outstanding man of culture has been carried out effectively. 

Furthermore, since 2016 Vietnam has had eight more heritage items recognised by UNESCO, bringing the total number of UNESCO-recognised heritage titles in the country to 38. The recognition has greatly helped promote the image and tourism of localities home to the heritage.  

Deputy PM and FM Minh said the achievements recorded by the diplomatic sector have contributed to the national cause of construction and defence, but many opportunities remain untapped. Besides, international integration and scientific-technological development have brought about many challenges that require the diplomatic sector to make greater efforts, be more innovative in thinking, adopt modern approaches and pay more attention to efficiency in order to successfully implement the Party’s guidelines and resolutions. This is the main theme of the 30th Diplomatic Conference. 

He said the conference will review the implementation of the Resolution of the 12th Party Congress on external affairs and map out measures to continue reaping good outcomes in the work. 

 The conference will also make assessment and forecast of the world and regional situation in the next 3-5 years with a vision for 10-15 years beyond with a view to identifying opportunities and challenges facing the country. 

Measures and methods to improve the efficiency of the country’s integration process will be discussed, with an emphasis on multilateral diplomatic activities in the time ahead. 

The Diplomatic Conference was first organized in 1957 and has since become a traditional event of the diplomatic sector.

Vietnam-Australia defence consultation expected to boost cooperation

The 12th Vietnam – Australia defence cooperation consultation, which will cover a wide range of issues, is expected to boost ties between the two defence ministries, said Deputy Defence Minister Nguyen Chi Vinh. 

The Deputy Minister made his comment at a reception in Hanoi on August 14 for the Australian delegation to the consultation, led by Stephen Moore, Assistant Secretary Global Interests at the Australian Department of Defence.

Vinh said the consultation will also help the two sides optimise the role of their consultation and dialogue mechanisms at different levels, first of all the diplomatic-defence strategic dialogue and defence policy dialogue to be held in October this year. 

The official noted that the Vietnam Ministry of Defence considers Australia a key partner, which has supported the country in building its peacekeeping training centre.  

Vinh thanked Australia for its commitment to sponsor equipment for and transport of Vietnam’s level-2 field hospital to the UN Mission in South Sudan.

For his part, Moore said topics suggested by his host, including collaboration between military corps, peacekeeping mission, cyber security, and alleviation of war aftermath in Vietnam, will be discussed at the defence cooperation consultation.

He stated Australia values ties with Vietnam and is working with Vietnam to identify suitable areas for bilateral defence cooperation.

Youths urged to contribute further to Vietnam-China friendship

Hoang Binh Quan, head of the Communist Party of Vietnam (CPV) Central Committee’s Commission for External Relations, on August 14 expressed his belief that young people in Vietnam and China should be aware of their mission to continue cultivating the friendship between the two countries. 

He made the statement while receiving Secretary of the Secretariat of the Central Committee of the Communist Youth League of China (CYLC) Fu Zhenbang, who is currently visiting Vietnam to attend the 18th Vietnam-China youth friendship meeting which takes place from August 13-19.

Quan said the meeting is significant as it contributes to enhancing cooperation, trust, and mutual understanding between the young people of the two countries, as well as their broader populations. 

The official urged the Central Committees of the CYLC and the Ho Chi Minh Communist Youth Union of Vietnam to reinforce their in-depth collaboration; step up ideological education for youths; and promote roles for youngsters in emerging areas such as digital, online technologies and the Fourth Industrial Revolution, and in efforts against the “colour” revolution. 

For his part, Fu stressed that the Central Committee of the CYLC aims to intensify its friendship with China’s neighbouring countries, such as Vietnam.

The CYLC will enhance exchanges with its Vietnamese counterpart, thus contributing further to the traditional friendship and comprehensive cooperation between the two countries, he said. 

Military English language training conference opens in Hanoi

The Military Regional English Language Schools (RELS) Conference, held by Vietnam’s Ministry of Defence (MoD) and the Australian Department of Defence, opened in Hanoi on August 14.

The biennial event, which runs until August 17, is being attended by senior military and education officers from the defence forces of Vietnam, Australia, Cambodia, Laos, Indonesia, Malaysia, Thailand, Timor Leste and Tonga.

Addressing the conference, Major General Le Duc Manh, deputy head of the MoD’s department for personnel work, said this is an important forum for military and education officers to exchange knowledge and experience in English language training.

It also offers opportunities for officers from participating countries to build friendship, he added.

Affirming the role of foreign language training in international cooperation, Assistant Secretary Global Interests at the Australian Defence Department Stephen Moore noted that this year’s the conference will deliver English lessons for the various nations’ peacekeeping forces. 

This is the third time that Vietnam has hosted the RELS Conference.

President lauds contributions of chief representatives abroad

President Tran Dai Quang attributed the achievements Vietnam has recorded in external affairs and international integration to the contributions made by heads of Vietnamese representative agencies abroad, during talks on the sidelines of the 30th Diplomatic Conference on August 14. 

He asked the diplomatic sector and the chief representatives in particular to focus on implementing orientations and tasks set at the 30th Diplomatic Conference which took place in Hanoi from 13-17. 

Accordingly, it is a necessity to continue reforming thoughts in both diplomacy and national development amidst current changes in the global situation as well as the Fourth Industrial Revolution, he said. 

The President tasked the diplomats with affirming the Party and State’s consistent policy of being a friend, trustworthy partner, and responsible member of the international community. 

He also highlighted the role of diplomats in protecting national interests, urging them to heed raising the quality of economic and cultural diplomacy while continuously improving their capacity for research and strategic forecast. 

The diplomats should raise initiatives at multilateral, regional, and international forums in order to spotlight Vietnam as a responsible member and demonstrate its position, the State leader said. 

One of the key tasks for the chief representatives this year lies with overseas Vietnamese affairs and citizen protection work, the President noted. 

Apart from personnel training, they need to pay attention to Party building; preventing degradation in political ideology, morality, and lifestyle, as well as the phenomena of “self-evolution” and “self-transformation,” he said. 

President Quang asked the Ministry of Foreign Affairs to continue its coordination with relevant ministries and agencies to propose specific solutions to the Party and the State to build or restore overseas Vietnamese representative offices. 

The Diplomatic Conference, which was initiated in 1957, convenes every two years to provide a venue for the diplomatic sector to reach a consensus on awareness, resolve, and action to effectively implement the Party and State’s foreign policy. 

Get-together marks 130th birthday of President Ton Duc Thang

The Standing Board of the Vietnam Fatherland Front (VFF) Central Committee held a get-together in Hanoi on August 14 to mark the 130th birthday of late President Ton Duc Thang.

The event aimed to honour the great contributions of the late leader to the revolutionary cause of the Party as well as the building of great national unity bloc.

Ton Duc Thang was born on August 20, 1888 into a peasant family in the Mekong Delta province of An Giang. He was one of the first leaders of the Vietnamese workers’ movement in the early 20th century.

During his life, he always held the Party’s ideology in high regard and overcame difficulties despite his detainment in prison and the atrocities of war in order to achieve national liberation.

Speaking at the get-together, President of the VFF Central Committee Tran Thanh Man affirmed that President Ton Duc Thang was a loyal communist who devoted all his life to the revolution and the nation.

“He was an eminent leader of the Party, State and the VFF and an example for us and next generations to follow,” Man stressed.

From President Thang’s example, the VFF committees at all levels will continue stepping up emulation movements in study and production, as well as regularly take care of policy beneficiary families, poor households and those affected by natural disasters.

They will also actively engage in combating corruption and wastefulness, building the pure and strong Party and administration, increasing social consensus, and joining Party and State efforts to fulfill socio-economic development targets and ensure social security, the VFF leader said.

Embassies enhance Vietnam’s economic links with other nations

Efforts by Vietnam’s overseas representative agencies over recent years have helped to strengthen the country’s trade and investment ties with partners around the globe, senior diplomats have said.

On the sidelines of the ongoing 30th Diplomatic Conference in Hanoi, Vietnamese Ambassador to India Ton Sinh Thanh explained that his embassy has not only continued to organise events to promote trade, investment, tourism, and aviation, but also directly helped to remove obstacles blocking trading activities between the two countries. It has encouraged Indian firms to invest in Vietnam and assisted them in addressing any difficulties they may face, he added.

As a result, Indian investment in Vietnam over the last three years has grown at a faster pace than in the previous period. As of April 2018, there had been 182 valid Indian investment projects, worth a total of 816 million USD and placing the country 28th amongst those countries and territories investing in Vietnam.

Connectivity plays a central role in economic exchange, he stressed, adding that it will initially bring direct benefits to tourism. India’s outbound tourists have increased sharply recently, at about 22 million people each year at present – a figure hoped to reach 50 million in the near future.

In 2017, more than 3.5 million Indian tourists visited Southeast Asia, including 110,000 to Vietnam – a rise from 85,000 in 2016. The number of Indian arrivals in Vietnam is expected to hit 150,000 this year. If further direct air routes are opened, this figure may hit 300,000 annually, he noted.

In recent years, the embassy has made efforts to improve the two countries’ connectivity, particularly in terms of transport by air – including meetings with Indian airline firms and encouraging Vietnamese carriers to open direct flights to India. As a result, Vietjet Air announced that it will open a direct route from Ho Chi Minh City to New Delhi this October. Meanwhile, Indian carrier IndiGo also plans to launch a direct air route to Vietnam next year, Thanh said.

In South Africa, the Vietnamese Embassy has worked hard to promote economic diplomacy – one of the three pillars of diplomacy, according Ambassador Vu Van Dung. He noted that they have supported market expansion in order to help maintain bilateral trade at over 1 billion USD in the context of local and global economic slowdown.

He elaborated that over the past few years, the embassy has also actively coordinated with local agencies to organise and take part in an array of events – including the Southern African International Trade Exhibition (SAITEX), the trade and investment promotion workshop of Vinh Phuc province, and the ASEAN-Africa Business Expo – in big South African economic hubs like Johannesburg and Cape Town, solidifying the connection between the two business circles.

In terms of the Vietnam-Malaysia relations, bilateral cooperation and friendship have been consolidated along many different dimensions, including culture, economy, politics and diplomacy, and defence and security, according to Ambassador Le Quy Quynh.

Quynh said his embassy has worked hard to step up multifaceted ties and is pleased with the Malaysia-Vietnam Chamber of Commerce’s establishment in January 2017 and its official debut in November the same year to help connect Malaysian enterprises with Vietnamese partners.

Meanwhile, Vietnam is one of the main ASEAN trade partners of Spain, Ambassador Ngo Tien Dung noted, adding that the Vietnamese community and embassy there have acted as a bridge, helping to develop bilateral connections.

He said that two-way trade has risen by some 15 percent each year over the last decade to surpass 3 billion USD in 2017. Both sides expect this figure to reach 5 billion USD by 2020. The European nation is also looking to create further business opportunities in the Asia-Pacific region with other countries. 

Vietnam and Spain will celebrate 10 years of their strategic partnership in 2019. Therefore, pushing ahead with meetings and mutual visits at all levels and between businesses is a practical measure to tap into enormous cooperation chances and potential, thus contributing to the development and common interests of both countries, the diplomat said.

Ho Chi Minh City official receives Lao delegation

Permanent Vice Chairman of the Ho Chi Minh City People’s Committee Le Thanh Liem welcomed a Lao delegation led by Deputy Minister of Science and Technology Sundara Sourioudong during a reception in the city on August 14. 

Liem said Ho Chi Minh City is one of the leading localities nationwide in terms of joint work with Laos, making positive contributions to consolidating bilateral ties. 

He extended his condolences to Lao victims over severe damage caused by the recent hydropower dam collapse in Attapeu province. 

Liem expressed his hope that via the visit, both sides will continue working closely together in science-technology for the sake of prosperity and common development in the region. 

The Lao Deputy Minister Sundara Sourioudong, for his part, said the visit aims to learn from the city’s experience in developing science-technology and intellectual property because it is one of the leading Vietnamese localities in the field. 

He wished to receive further support from the city in development areas, especially in science-technology. 

Both sides discussed the city’s incentives for science-technology for the 2016 – 2020 period, and the State management in intellectual property.

HCM City marks India’s 72nd Independence Day

A get-together was held in Ho Chi Minh City on August 14 to celebrate the 72nd Independence Day of India, showing the friendship and solidarity between the people of Ho Chi Minh City and India.

Addressing the event, Huynh Thanh Lap, President of the Vietnam-India Friendship Association (VIFA) of Ho Chi Minh City said that the date of August 15, 1947 marked the birth of the independent state of India, opening up the way for developing India into a prosperous and modern country with big influence and most dynamic development in the region and the world.

Lap said that amidst the sound relationship between Vietnam and India, the VIFA and the Ho Chi Minh City Union of Friendship Organisations (HUFO) carried out various activities in the Vietnam-India Friendship Year 2017, along with diplomatic and cultural exchange activities, thus contributing to foster the solidarity and friendship between the people of the city and India.

For his part, Srikar Reddy, Indian Consul General in Ho Chi Minh City, affirmed that the India-Vietnam relationship, nurtured and developed by generations of Indian and Vietnamese leaders, have flourished on the foundation of mutual trust and understanding as well as similarity in viewpoints on various regional and international issues.

He noted that the India-Vietnam partnership has seen positive progress in all fields such as politics, trade, investment, tourism, culture and education, thereby benefiting the people of both countries.

On this occasion, Reddy expressed hope to continue receiving cooperation and support from HUFO and VIFA in implementing cooperation activities in the coming time, including a ceremony commemorating the 150th birthday of Indian leader Mahatma Gandhi, as well as in popularising Yoga, and organising exchanges among students of universities of Ho Chi Minh City and India and among businesses of the two nations.

Currently, India ranks 27th among 126 countries and territories investing in Vietnam with nearly 200 projects worth about 875 million USD. Last year, two-way trade reached 7.63 billion USD and the figure is expected to hit 15 billion USD in 2020.

Ambassadors emphasise importance of Overseas Vietnamese affairs

Issues related to Overseas Vietnamese (OV) are an important part of the regular tasks of Vietnamese representative agencies abroad, said many Vietnamese Ambassadors to foreign countries, who are attending the 30th Diplomatic Conference in Hanoi.

Vu Dang Dung, Ambassador to Poland, said the OV community in Poland is among the biggest communities of Vietnamese in Europe. Therefore, the Vietnamese Embassy in the country has always supported the OV community’s activities in preserving the traditional cultural values.

According to the Ambassador, one of the important tools to keep the traditional culture is the teaching of the Vietnamese language to younger OV generations. The OV community in Poland has set up a Vietnamese language school in Warsaw. The community also hold various cultural exchange activities every year.

Dung said there are a large number of Vietnamese organisations in Poland, but their leaders are mostly in their old age. The question is how to get young people involved in those organisations, which is a task for both the OV community and the embassy, he said.

The view on the importance of OV affairs was shared by Doan Xuan Hung, the Vietnamese Ambassador to Germany, a country with a 170,000-strong Vietnamese community.

Hung said besides assisting the OV community in fostering the Vietnamese cultural identity, the embassy also coordinates with the Foreign Ministry and the Ministry of Culture, Sport and Tourism to organise cultural events. Prominent among them were three exhibitions on Vietnam’s archaeological treasures since October 2016, which attracted large numbers of visitors.

In addition, the embassy has held workshops and talks on Vietnam’s situation, especially the struggle to protect national sovereignty at sea. It has arranged annual visits to Vietnam’s Truong Sa (Spratly) archipelago for representatives of the OV community.

According to the ambassador, the OV community in Germany has set up the Truong Sa Club to spread information on the homeland’s seas and islands.

Overseas Vietnamese contribute to national socio-economic development

Overseas Vietnamese (OV) affairs have proved effective and contributed to the country’s socio-economic development.

The statement was made by Luong Thanh Nghi, deputy head of the State Committee for Overseas Vietnamese Affairs, on the sidelines of the 30th Diplomatic Conference on August 14.

Nghi recalled the Overseas Vietnamese Conference held in Ho Chi Minh City in 2016, which attracted the participation of around 500 Vietnamese expats from around the world. Participating OVs made about 50 proposals related to different issues and serving the development of Ho Chi Minh City in particular and Vietnam in general. 

To date, several proposals have been carried out, including Ho Chi Minh City’s smart city project, measures to address traffic congestion and develop high technology in agriculture.

The State Committee for Overseas Vietnamese Affairs has connected with young Vietnamese scientists and intellectuals from such organisations as the Association of Vietnamese Scientists and Experts, the Vietnam Initiative and the Vietnam Challenge in the US. Many of them have contributed ideas to Vietnam’s lawmaking process, especially in the fields of digital economy, sustainable development, clean energy, and block chain.

The committee also coordinated with Ho Chi Minh City to hold a start-up forum to connect Vietnamese young people inside and outside the country in San Francisco late 2017 and a similar event in the Vietnamese city in June 2018.

These forums have helped domestic offices and localities to build an effective start-up ecosystem that can attract young Vietnamese people living abroad, Nghi stated.

According to Nghi, more and more OVs are keen on coming back home to do business. They have so far poured nearly 4 billion USD into around 3,000 projects in 45 provinces and cities, which have produce huge economic profits, created jobs for locals and contributed to the nation’s socio-economic development.

The remittance inflows are on uptrend as well. Statistics from the World Bank showed that remittance to Vietnam was valued at 25 billion USD in 2016-2017, 60 percent of which was invested in production and business.

Nghi shared that one of the state committee’s main tasks is to attract more contributions from young OVs. 

There are around 130,000 Vietnamese students learning abroad, who are expected to important contributors to the country’s development in future, he added.

Training course provides updated knowledge for CPVCC members

General Secretary of the Communist Party of Vietnam Central Committee (CPVCC) Nguyen Phu Trong on August 14 attended and delivered a speech at the opening ceremony of a training course providing updated knowledge for CPVCC members.

The event also saw the attendance of President Tran Dai Quang, Prime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan, members of the CPVCC’s Political Bureau and Secretariat, and 94 CPVCC members who were elected to the CPVCC for the first time.

Chairman of the CPVCC’s Organisation Commission Pham Minh Chinh said the course aims to update the participants on the Party’s policies and guidelines as well as the State’s laws and policies in the fields of Party building, socio-economic development, defence-security and foreign affairs.

It will also provide the participants with new knowledge, and theoretical and practical issues, which will practically serve the leadership and direction of the CPVCC members, he added. 

As scheduled, from August 14-18, the CPVCC members will hear nine reports presented by senior leaders of the Party and the State, and Politburo members. 

Prime Minister Nguyen Xuan Phuc will present a report related to the building of an upright, serviceable and action-oriented government to promote the country’s socio-economic development in the current context. 

Meanwhile, NA Chairwoman Nguyen Thi Kim Ngan will introduce issues regarding the building of a law-governed socialist State in the new situation.

The participants also have a chance to get an insight into the renovation and rearrangement of the organizational structure of the political system, and the personnel training and management in the new situation, which will be clarified by Chairman of the CPVCC’s Organisation Commission Pham Minh Chinh. 

Other issues to be introduced during the course include the Party’s ideological work; the promotion of the strength of the national unity, implementation of social democracy and ensuring people’s right to mastery; strategies on Fatherland safeguarding, national defence and security, military affairs and diplomacy; the completion of socialist-oriented market economic institutions; and the development of the State and private economic sectors.
