Construction regulations flouted in Nha Trang

Ocean View Nha Trang Project is invested by Thien Nhan 2 Company. Only 18 out of Ocean View Nha Trang’s 69 plots of land have been approved and included in the planning.

During the regular meeting of Khanh Hoa People’s Committee, vice chairman Nguyen Da Tai said, “Violations at Ocean View Nha Trang must be dealt with or else they will set bad examples to other cases.”

On September 4, Khanh Hoa Province People’s Committee issued 13 decisions to force the investor to deal with their violations. According to the decision, from September 4 to 19, the investor must remove illegal buildings or else the authorities would apply coercive measures.

But in reality, construction still continued. On October 24, construction materials were brought to the site and workers kept on working.

Nha Trang City People’s Committee said even when they cut off power and water supply, the investors used their own generators and brought water tanks to continue the construction.

Meanwhile, over 20 projects have been approved to build on Tien Co Mountain. In late 2018, Khanh Hoa authorities ordered to suspend all projects to let foreign consultant company assess and complete the 1/2000 planning. However, the investor of the Duong De Tam Huong Villa Project ignored the order.

Khanh Hoa Department of Construction has sent an official setter to Tam Huong Company on October 24 to ask them to stop all construction activities. In May, they also fined Tam Huong Company VND35m (USD1,500) because they failed to submit the appraisal report of the construction design.

Nguyen Van Loc, chairman of Khanh Hoa Architect Association, questioned why so many projects on Co Tien Mountain were approved even though this is forestry land.

“Management responsibility must be made clear. Violations can be easily detected if we compare with the original planning,” he said.

Trương Đình Hoàng followed his coach’s advice despite a deafening crowd of more than 30,000 people who turned up to watch his World Boxing Association Asia East super middleweight title bout.

He reduced his opponent, Lee Gyu Hyun, to a human punch bag.

After 10 rounds, sweating and exhausted Hoàng, was named the winner on a judges’ decision to claim the Asia East belt, the first continental title the national champion has won.

Hoàng ‘The King’, who has now set his sights on bigger targets, did not have an easy road to become champion.

“I’ve loved martial arts since I was a little boy. I watched every programme on TV and really wanted to be as good as the masters,” said Hoàng, 29.

The then 12-year-old boy found a traditional martial arts club in his home town in Ea Phê Commune, Krông Pak District, in the Central Highlands province of Đắk Lắk and he started training to make his dream come true.

Two years later he became a member of the provincial wushu sanshou (combat) squad.

However, Hoàng, who was tall and thin at that time, was dropped by the coaches.

Six months later, Hoàng heard about a boxing team, and he signed up on the start of his journey.

He was a natural from the start, and soon caught the eye of Vũ Đức Thịnh, the head of the national boxing department, who called him up to the national junior team based in Đà Nẵng.

Hoàng was coached by former Southeast Asian Games medal holders and he developed rapidly.

Four months later, he won silver at the national youth championships.

However, he let his head get away from him, thinking he was unbeatable and looking down on his rivals until he learnt a valuable lesson.

“I thought I was that good and no one could beat me. I took that thought into fights with guys I’d beaten before. However, there was one fighter, he beat me, yes he beat me and won the fight,” Hoàng said.

“I was shocked. I was so disappointed that I left the club and returned home. After several days of thinking, I came back and started boxing again like from the beginning.”

“The loss totally changed my mindset. It was an unforgettable lesson. Since April 2009 I have not lost a domestic bout,” said Hoàng, who won his first national title in September 2009 and has dominated the national championships for 11 years.

Things seemed easy for Hoàng but he still struggled at the SEA Games.

In 2009 and 2011, Hoàng suffered defeats to Khankhokkhruera Aphisit of Thailand in the semi-finals. Two years later he was taken down by Myanmar’s Wailin Aung, also in the semis.

Failure taught him success. In 2015, he beat his arch-rival Aphisit on points and took the title.

“Finally I’ve out of his shadow and on top of the podium,” Hoàng said after receiving his gold in Singapore.

After ending his SEA Games gold drought, Hoàng made a turning point in his life, leaving the national team at the age of 26.

“I suffered a serious eye injury during an Olympic qualifying bout. The doctors said if I continued competing at a high-level my eyes would be ruined. Then I left the national team and just competed at local tournaments,” said Hoàng, adding that at that time he was running low on motivation.

It took him about three years before he returned to action with professional boxing in early 2019.

“My eyes are good. I still love to box and remembered the feeling in the ring, so I came back,” Hoàng told Việt Nam News.

“I want to be a professional boxer. It is a way to push myself and I also want to find out what my abilities are,” said Hoàng, who won his two return fights by knock-out.

There’s a big difference between amateur and professional boxing. According to Filipino coach Do Dong, professional boxing requires more technique and stamina as fighters sometimes have to go for 12 rounds. Amateur fighters need to be more explosive and throw more punches because their fights only last three rounds.

Hoàng is also targeting a global title, but his first step will be securing a second SEA Games gold.

“The recent WBA Asia East win has given me confidence ahead of the Games. I want to make the final at the very least. Then my coaches and I will decide what’s next,” he said.

“It will still be a challenge for me because in the 81kg class, the Thai and Filipino fighters are really strong. John Marvin is powerful and he has an Asian silver medal.”

According to Do Dong, Hoàng has a great right hook and left uppercut. He is also motivated and trains hard, but needs to push himself to be in top shape for the SEA Games.

“We know that guy (Marvin). He is strong too but we will find a way to beat him. It’s a big task but we will do our best to come out as winners,” Do Dong said. VNS

Vietnam works hard to combat illegal fishing

Viet Nam has taken various measures to handle illegal, unreported and unregulated (IUU) fishing since it received a “yellow card” warning from the European Commission (EC) in October 2017.

These efforts have resulted in positive changes.

In November 2017, Viet Nam finalised and passed the Fisheries Law, institutionalising EC’s recommendations on IUU fishing prevention.

Following the adoption of the law, a system of legal documents guiding its implementation was introduced.

Commenting on the outcomes of the measures taken, Deputy Minister of Agriculture and Rural Development Phung Duc Tien said that Viet Nam had strived to realise four solutions suggested by the EC, including the completion of the legal framework, the installation of monitoring systems on fishing vessels to control their operation, law enforcement and origin tracing of aquatic products.

Tien said that so far, the country’s efforts in completing the legal system had been shown in the Fisheries Law 2017 and guiding documents, noting that all localities had been equipped with monitoring systems to supervise, check and manage the operations of fishing vessels.

Management boards of fishing ports had been active in tracing the origins of seafood, he said, adding that the MARD had classified the port system into two types to facilitate the work and included relevant storage facilities and refrigeration warehouses in its planning.

Communications activities had also been prioritised to boost awareness on the 2017 Law on Fisheries and responsible fishing, the official noted.

According to the MARD, from the beginning of last year, no Vietnamese ships have been found to fish illegally in the Pacific.

Meanwhile, localities have stepped up checks of fishing vessels leaving or docking at ports in line with regulations, particularly those on safety requirements.

Some have even applied harsh punishments for violating vessels like revoking licences without further granting new ones. The patrol and inspection of major waters have also been effectively coordinated among law enforcement agencies at sea.

Between 2018 and now, the MARD has sent 18 working delegations at different levels to examine and direct anti-IUU activities at various localities.

Deputy Prime Minister Trinh Dinh Dung inspected the fight against illegal, unreported and unregulated (IUU) fishing in the southern province of Kien Giang on Wednesday, requesting ministries, sectors and localities to make stronger efforts to swiftly put an end to the problem.

At a working session with the Deputy PM, Vice Chairman of the Kien Giang People’s Committee Mai Anh Nhin said as of September this year, the province had 9,858 registered fishing boats. It recorded a total catch of 450,593 tonnes of aquatic products in the first nine months – equivalent to 76.24 per cent of this year’s target.

To fight IUU fishing, Kien Giang had issued directives and plans, including stepping up inspections, increasing communications about laws of regional countries, monitoring the installation of tracking devices, and certifying seafood origin, he noted.

However, the official admitted that local fishing boats were still committing infringements, with 52 violations in the first half of 2019, up 21 from the same period last year. Although a high percentage of boats were now equipped with tracking devices, connections with mainland stations remained limited.

Deputy PM Dung pointed out the shortcomings Kien Giang needs to address, especially the low rate of tracking devices that are turned on while boats are at sea, which is about 30 – 40 per cent. He asked the province to deal with boats that switched off their equipment while increasing human resources and upgrading infrastructure to ensure food safety in the docks.

He demanded an immediate end to IUU fishing, telling local authorities to carry out the EC’s recommendations to remove the “yellow card” and prevent local boats from fishing in foreign waters.

Most recently, replying to reporters’ questions related to the European Commission (EC)’s visit to Viet Nam to assess the country’s efforts in implementing the EC’s recommendations on fighting IUU fishing, Foreign Ministry spokesperson Le Thi Thu Hang said officials from the Directorate General for Maritime Affairs and Fisheries (DG – MARE) would work in Viet Nam from November 4-14. They were scheduled to make field trips to a number of localities to check the implementation of the warning.

Vietnamese agencies, localities and organisations had drastically implemented solutions to build a sustainable and responsible fisheries sector, and curb IUU fishing on the basis of the EC’s recommendations, she highlighted.

Viet Nam was willing to co-ordinate with the EC in combating IUU fishing, the official affirmed.

According to the Directorate of Fisheries Viet Nam’s fight against the IUU has reaped noteworthy outcomes, including the legalisation of international and regional regulations in the Fisheries Law 2017 and relevant instruction documents, and the improvement of awareness of fisheries management agencies at all levels, fishermen and enterprises about the importance of preventing IUU fishing.

The illegal fishing by vessels in the waters of countries in the Pacific has ceased. Many provinces and cities have removed or reduced the number of vessels fishing illegally in foreign waters.

The inspection and control of fishing vessels operating at sea and port inspections have made progress, while international cooperation activities in the field of fishing have been promoted. Viet Nam has been actively joining and implementing international treaties and conventions towards a modern, responsible and sustainable fishery sector. — VNS

More sets of remains of Vietnamese voluntary soldiers and advisers repatriated

The remains of the fallen soldiers were found from October 2018 to May 2019 by Search Team 584 of the provincial Military Command.

At the ceremony, the province’s leadership and local people showed deep gratitude to those who had laid down their lives for peace of Laos and friendship between the two countries.

Earlier on May 7, the Thu Thien-Hue provincial Party Committee, People’s Council, People’s Committee, and Fatherland Front Committee held a burial service at the Martyrs’ Cemetery of Hue City for 18 Vietnamese voluntary soldiers and advisors  fallen during wartime in Laos.

The sets of remains of fallen soldiers were found by Search Team 192 of the provincial Military Command during the 2018-2019 dry season. Only one of the sets of martyrs’ remains was identified as Luu Huu Tri from Liem Can commune, Ha Nam province’s Thanh Liem district.

At the ceremony, the province’s leadership acknowledged great contributions of the fallen soldiers to peace in Vietnam and Laos and praised efforts of the search team in the search and repatriation of the remains of martyrs.

On the same day, the Military Command of Laos’ Vientiane Capital and the capital’s special working committee held a ceremony in the city to hand over two sets of remains of Vietnamese volunteer soldiers and advisors  found in Laos during the 2018-2019 dry season to the Vietnamese side for repatriation.

The Vietnamese soldiers lost their lives while supporting Laos’ past struggle for national independence.

Speaking at the ceremony, Sihun Sitthiluxay, head of the special working committee of the Lao capital, expressed his deep gratitude for the support from the Vietnamese Party, State, military and people for his country during its fight for national independence in the past as well as national building and safeguarding.

He affirmed that the Lao people always bear in mind the contributions and sacrifices of Vietnamese voluntary soldiers and advisors and will continue educate Lao youths on the Vietnam – Lao special traditional solidarity, thus contributing to preserving and fostering the bilateral ties.

In his speech, Phan Cao Thanh, head of Ha Tinh provincial Party Committee’s Mass Mobilization Commission thanked the Lao side for its support over the past time and hoped to receive more assistance from the Lao Government, armed forces, and people nationwide in information sharing and search coordination so that more remains of fallen Vietnamese soldiers and advisors would be repatriated.

As planned, on May 8, the Vietnamese delegation, headed by Thanh, will visit Bolykhamxay to receive another five sets of remains to be reburied in Ha Tinh province.

Party chief expects French enterprises to succeed in Vietnam

Vietnam hopes French enterprises will do successful business in the Southeast Asian country in the long run, General Secretary of the Communist Party of Vietnam (CPV) Central Committee Nguyen Phu Trong said at a meeting with representatives from the Movement of the Enterprises of France (MEDEF) in Paris on March 27.

The event brought together Vietnam’s Deputy Prime Minister and Foreign Minister Pham Binh Minh and Minister of Industry and Trade Tran Tuan Anh, businesses and major groups from both countries.

President of the MEDEF Pierre Gattaz expressed his honour to welcome the Party chief and the high-ranking Vietnamese delegation, saying their presence at the meeting demonstrates the importance of the Vietnam-France relations.

He said the visit to France by Party General Secretary Nguyen Phu Trong took place when the two countries are celebrating the 45th founding anniversary of their diplomatic ties and the fifth anniversary of bilateral strategic partnership.

 The signing and enforcement of the EU-Vietnam Free Trade Agreement (EVFTA) will make significant contributions to intensifying the economic and trade links between Vietnam and the EU and France in particular, he added.

Pierre Gattaz said many French businesses participating in the event have signed a lot of big contracts with Vietnamese partners.

He said Vietnam is on the path to become a tiger of Asia with sustainable economic development thanks to the government’s policy of extensive and intensive international integration as well as endevours to reform the institutional system to make Vietnam a more attractive market to French companies, he added.

At present, more than 200 French businesses are active in Vietnam. The remarkable economic growth and the bigger number of middle class population in the Southeast Asian country have opened up enormous cooperation opportunities for overseas investors, including those from France, he said.

Party General Secretary Nguyen Phu Trong said France has always been the pioneer among western countries in boosting relations with Vietnam over the past 45 years. The bilateral political ties and cooperation and exchanges in all fields have been growing well. Vietnam and France became strategic partners five years ago. Many French firms have been operating effectively in Vietnam, he said.

However, the level of economic, trade and investment cooperation is still a far cry from the two countries’ sound political ties, their positions and potentials, he said, stating that this visit aims to seek measures to step up the bilateral collaboration in these fields.

He noted that after 30 years of reform, Vietnam has emerged as a potential market with nearly 100 million people and the golden population structure. The country’s annual economic growth was estimated at over seven percent over the past 30 years. The national trade value hit 425 billion USD in 2017.

Vietnam is forging ahead with administrative reform and improving the business environment. As a result, the country moved up five places in competitiveness index and 14 places in the business environment in 2017 according to the rankings of the World Economic Forum (WEF). The macro economy remained stable while the gross domestic product (GDP) growth reached 6.81 percent. The foreign currency reserves and the attraction of foreign direct investment (FDI) made a record high, the Party chief said.

Vietnam is also a highly open economy and a member of many bilateral and multilateral free trade agreements, including the ASEAN Free Trade Area (AFTA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). The Southeast Asian country is finalising the free trade deal with the EU, he added.

He underlined the huge cooperation potential between Vietnamese and French firms, adding that Vietnam is accelerating modernisation and industrialisation as well as restructuring the economy and changing its growth model towards focusing on quality and sustainability. 

Vietnam gives priority to and encourages the development of hi-tech industries, green technology, clean energy, biological and organic agriculture, digital economy, e-government, health care, culture, and education, he said.

Vietnam is keen to beef up cooperation with French companies and hopes they will expand collaboration with Vietnam in the coming time, the Party leader said.

Vietnam welcomes and highly values investment projects of foreign businesses, including French ones, which accord with the Southeast Asian country’s development orientations and investment attraction policies.

Vietnamese authorities from central to local levels will create the best conditions and ensure the legitimate rights and interests of foreign investors in general and French businesses in particular, he affirmed.

Speaking at the meeting, representatives of major businesses of France thanked the Vietnamese Government for supporting them to carry out investment and businesses projects. They said they hope to improve and expand investment cooperation with many new projects in Vietnam.

French investors shared the view that Vietnam has posted stable economic growth and made efforts to improve the investment and business climate, thus opening up numerous opportunities for long-term partnership. They said businesses of France want to do business effectively, contribute to local economic development and bring practical benefits to Vietnamese people.

At the meeting, representatives of the Vietnamese Government and French businesses talked concrete issues to seek effective cooperation solutions in each field.

At the headquarters of the Movement of the Enterprises of France, General Secretary Trong witnessed the exchange of some cooperation documents between the two countries’ businesses. 

Vietnamese airline Vietjet and French group Safran – CFM signed a memorandum of understanding (MoU) on comprehensive cooperation in providing engines and technical and maintenance services worth 6.5 billion USD for Vietjet airplanes.

Other cooperation documents included a contract between Vietjet and Gecas France on buying six A321 neo airplanes worth 800 million USD on hire-purchase, an MoU between FPT and Airbus on building capacity and consulting staff and developing the Skywise data platform of Airbus, an MoU between FPT and Geopost on helping to modernise the IT system and improving the operation efficiency of Geopost, and a cooperation agreement between T&T Group and Bouygues on rehabilitating Hang Day Stadium in Hanoi.-VNA

Europe Days to return to Vietnam next weekend

– The “Europe Days 2018” programme will take place at Ly Thai To Square by Hoan Kiem Lake, downtown Hanoi from May 4-6, said Ambassador Bruno Angelet, head of the Delegation of the European Union to Vietnam at a press briefing on April 26.

The highlight of the programme is “the Europe Village” to be held for the first time in Vietnam. Visitors to the Europe Village this year will be entertained with a string of various unique activities that demonstrate the diversity of European culture from art and cuisine to lifestyle.

The event will consist of about 30 activities to bring a true European atmosphere to the heart of Hanoi, including music performances, cultural and fashion shows, sports events and creative workshops for kids. Visitors will also be offered European food and drinks as well as many other products from the EU.

The EU member states will bring to the Europe Village a series of music and cultural performances, such as a unique stilt walking performance by Belgian artists at Hoan Kiem Lake, Jazz trumpet performances by Michaela Rabitsch from Austria, and Beatbox – Acapella performances by Berywam from France.

The photo book “European Cultural Heritage” will also be launched within the framework of the programme while Vietnamese readers can also enjoy books from Austria, Denmark, Germany, Finland, France, Czech Republic, Spain, Sweden, Italy and Belgium during the European Book Days in Hanoi and Ho Chi Minh City.

The “Europe Days 2018” will be co-held by the Delegation of the EU to Vietnam, 18 embassies of the EU member states and the European Cultural Institutes to mark the Europe Day on May 9.

On May 9, the European Union marks the symbolic date when Robert Schuman – the former French Minister of Foreign Affairs – put forward his ideas on a united Europe to bring lasting peace and prosperity to the continent. Seven Chinese involved in online gambling handed over to China

The Chinese nationals who were involved in the online gambling ring

Competent forces of the northern border province of Lao Cai on October 26 handed over seven Chinese involved in an online gambling ring to police of China’s Yunnan province.

The group rented a house at 611B Le Thanh street, Bac Cuong ward, Lao Cai province, to organise online gambling.

They were arrested on October 10, together with computers, Wifi modems and mobile phones.

The Chinese nationals confessed that transactions worth up to 20 million CNY (2.83 million USD) had been conducted within one month./.

‘Arts in the Forest’ exhibition opens in Vinh Phuc’s resort

The 2019 ‘Art in the Forest’ exhibition (AIF 2019) opened in Flamingo Dai Lai Resort in the northern province of Vinh Phuc on October 26.

After over three months of launching a creation campaign with the participation of 17 Vietnamese and international artists, 68 lacquer and sculpture works were introduced in the green space of Dai Lai pine forest.

In addition to familiar artists from the previous exhibitions such as Mukhai Katsumi (Japan), Dam Dang Lai, Le Lang Luong and Vu Hong Nguyen (Vietnam), this year’s programme attracted numerous famous artists from foreign countries, including Ariel Moscovici (France), Daniel Perez (Spain), Floyd Elzinga (Canada), Sha Sha Higby (the US), and Jang Jin-su (the Republic of Korea).

The artists expressed their unique ideas about human and nature with diverse styles, which showed their serious and elaborate art work.

Since it was launched in 2015, the Art in the Forest project, sponsored by Flamingo Group, has created a museum of contemporary art and an outdoor sculpture park in the pine forest of the Famingo Dai Lai Resort.

This year’s exhibition will last until November 15./.

Vietnamese students in RoK gather for 15th festival

Vietnamese Ambassador to the RoK Nguyen Vu Tu said 17,000 Vietnamese students are studying in the host country, up about 6,000 as compared with 2018.

VSAK President Tran Thien Quang said the annual festival aims to create a useful playground for Vietnamese students in the RoK and promote the image of Vietnamese students in the eyes of international friends, contributing to promoting traditional relationship, cooperation and friendship between the two countries.

The festival included cultural and artistic activities, folk games and a ceremony to honour students who have made outstanding academic achievements and contributions to social activities./.

Nearly VND10.7 trillion for construction of Ho Chi Minh City – Moc Bai highway

The Ministry of Transport, the Ho Chi Minh City People’s Committee and the Tay Ninh provincial People’s Committee held a conference in Ho Chi Minh City on October 26 to sign a coordination plan on the construction of the Ho Chi Minh City-Moc Bai highway.

The highway, which is being implemented under a public-private partnership, will connect the city with Moc Bai International Border Gate in the southern province of Tay Ninh.

It will be completed in two phases and cost nearly VND10.7 trillion (US$459.36 million).

The first phase will involve the construction of two separate sections of the highway. The first will be a 33km section from Ho Chi Minh City to Tay Ninh province’s Trang Bang district, which will have four lanes, with a maximum speed of 120km per hour for vehicles.

The second section from Trang Bang to Moc Bai will be 20.5km long and have four lanes with a designed speed of 80km per hour. After the two sections are completed, the second phase of construction will expand the expressway from six to eight lanes.

The Ho Chi Minh City – Moc Bai Highway project will meet the transport demands of the region and fit with the national highway network plan.

In particular, the highway will shorten the time it takes to travel from Ho Chi Minh City to the international border gate, and strengthen the connection between Vietnam’s key southern economic zones and the East-West economic corridor, including Myanmar, Thailand, Laos, Cambodia and Vietnam.

Construction regulations flouted in Nha Trang

Many illegally-constructed tourist villas can be found in Nha Trang Bay despite ban and fines from the authorities.

During the regular meeting of Khanh Hoa People’s Committee, vice chairman Nguyen Da Tai said, “Violations at Ocean View Nha Trang must be dealt with or else they will set bad examples to other cases.”

On September 4, Khanh Hoa Province People’s Committee issued 13 decisions to force the investor to deal with their violations. According to the decision, from September 4 to 19, the investor must remove illegal buildings or else the authorities would apply coercive measures.

But in reality, construction still continued. On October 24, construction materials were brought to the site and workers kept on working.

Nha Trang City People’s Committee said even when they cut off power and water supply, the investors used their own generators and brought water tanks to continue the construction.

Meanwhile, over 20 projects have been approved to build on Tien Co Mountain. In late 2018, Khanh Hoa authorities ordered to suspend all projects to let foreign consultant company assess and complete the 1/2000 planning. However, the investor of the Duong De Tam Huong Villa Project ignored the order.

Khanh Hoa Department of Construction has sent an official setter to Tam Huong Company on October 24 to ask them to stop all construction activities. In May, they also fined Tam Huong Company VND35m (USD1,500) because they failed to submit the appraisal report of the construction design.

Nguyen Van Loc, chairman of Khanh Hoa Architect Association, questioned why so many projects on Co Tien Mountain were approved even though this is forestry land.

“Management responsibility must be made clear. Violations can be easily detected if we compare with the original planning,” he said.

International tourists to Hanoi up 16% in October

Hanoi welcomed over 600,000 foreign visitors in October, up 16 per cent against October last year, according to the city’s Department of Tourism.

More than 5.3 million international tourists visited the capital in the first ten months of the year, a year-on-year increase of 10.8 per cent. The number of domestic visitors was 18.5 million, up 9.3 per cent, while total revenue from tourism stood at VND 88.1 trillion ($3.8 billion).

The number of visitors to Hanoi has risen by an average of 10.2 per cent in the four years since 2016, with some 2 million more coming each year, contributing over 30 per cent of all visitors to the country, according to the department.

Hanoi spent $1 million on promoting its beauty and tourism on CNN in 2017 and 2018, both of which improved awareness about the capital and attracted more visitors. Fifteen short video clips about Hanoi are being broadcast on CNN this year, presenting its different beauty to the world.

It will continue with programs and activities to promote tourism in the two last months of the year, such as applying more information technology in tourism management, welcoming European tourism delegations to survey products and services in Hanoi, Ninh Binh, and Quang Ninh in November, opening up training courses to improve professionalism and management among tour guides and officials at State-owned travel companies, building an identity logo for Hanoi’s trade villages, intensifying marketing campaigns to promote the capital’s tourism, and securing people’s votes in international awards.

Hanoi targets welcoming 28.95 million visitors this year, a year-on-year increase of 10.1 per cent, including 7 million international visitors, up 17 per cent. It expects to see overnight stays by 21.92 million domestic visitors and 4.93 million by international visitors, an increase of 8 per cent in both compared to 2018. Total revenue is targeted at VND103.807 trillion ($4.46 billion), an increase of 34 per cent against 2018.

Kien Giang’s island commune joins national grid

Residents in the island commune of Tien Hai in the Mekong Delta province of Kien Giang’s Ha Tien city, now access the national grid thanks to an electricity provision project completed on October 25.

Costing over 182 billion VND (7.8 million USD), the project installed a cross-sea 22kV line stretching over 17.5 km, three-phase medium-voltage and low-voltage lines respectively spanning 6.54 km and 6.15 km, and eight transformer stations.

It is part of the Electricity of Vietnam’s Southern Power Corporation (EVNSPC)’s several projects to connect southern rural areas with the national grid.

Previously, residents of the commune mainly used electricity generated from diesel substations in 12 hours per day, thus resulting in difficulties in local life and economic development.

Phan Van Xuan, Vice Chairman of the Ha Tien People’s Committee, said Tien Hai’s joining the national grid will contribute to developing the local tourism sector and attracting investors./.

Vinh Long’s youths join hands to protect environment

Nearly 350 young people in the Mekong Delta province of Vinh Long’s Long Ho district joined a series of green activities on October 26 to launch a local Saturday voluntary campaign that support environmental protection for a green future.

They took part in collecting plastic waste, clearing bushes, dredging sewage, and planting trees in the local Phuoc Yen market, on overpasses, and routes within the Hoa Phu industrial park.

Participating youths also presented gifts to needy students, and mounted communications activities on the prevention of dengue fever as well as on safe electricity use, among others.

The campaign aimed to promote the voluntary spirit among youths and raise public awareness on curbing the use of plastic products and packages in contribution to building a healthier and cleaner environment.

Vietnam discharges about 1.8 million tonnes of plastic every year, standing 17th among 109 countries in terms of the plastic waste volume released.

The country aims to reduce the volume of non-biodegradable plastic bags used at supermarkets and shopping malls by 65 percent by 2020 compare to 2010. By 2026, it targets zero non-biodegradable plastic bags.

Association contributes to Vietnam-Laos relations

The Vietnam-Laos Friendship Association in Vietnam’s northern mountainous province of Thai Nguyen on October 26 held its third congress, with the participation of 250 delegates representing more than 13,000 members of the association.

The congress put forth major tasks for the association for the 2019-2024 tenure, focusing on the communication work to popularise guidelines and policies of the Party and State about the Vietnam-Laos special relationship and comprehensive cooperation.

The association will also encourage its members and residents of the two countries to engage in friendship activities, and promote cooperation between Thai Nguyen and some Lao localities.

Since 2010, over 20 businesses from Thai Nguyen have invested in infrastructure, services-tourism and economic development in Laos.

The Vietnamese province also receives more than 300 Lao students each year who come to study and conduct research studies in local universities and colleges.

The congress elected a new 41-member executive board for the 2019-2024 period, headed by Nguyen Doan Kinh./.

Workshop talks opportunities to develop logistics services in Hai Phong

Opportunities to develop logistics services in the northern port city of Hai Phong were discussed at a workshop held in the city on October 25.

Organised by the Deep C Hai Phong Industrial Zones as part of activities during the Vietnam-Belgium cultural and economic exchange festival from October 25 to 27, the event drew the participation of major businesses from Belgium, which boast strengths in green development, urban land use, smart city building, and flood control.

They shared ways to use renewable energy in the logistics system, minimise logistics costs and turn Hai Phong into a logistics hub of Vietnam.

Speaking at the workshop, Vice Chairman of the municipal People’s Committee Nguyen Xuan Binh said over the past years, Vietnam and Hai Phong in particular have always attached importance to developing infrastructure, including logistics facilities.

In the future, Vietnam plans to build Hai Phong into a civilised and developed city and a modern logistics centre of the country and the region, he said, stressing that Hai Phong always welcomes investors.

Belgian Ambassador to Vietnam Paul Jansen affirmed that the Deep C Industrial Zones of Belgium has created over 10,000 jobs in Hai Phong. With a total investment of 570 million USD, the complex has made great contributions to the city’s socio-economic development, thus tightening the close relations between Vietnam and Belgium.

Stephen Wyatt, a representative of Jones Lang Lasalle Inc., Hai Phong has many advantages in transport infrastructure, including an international airport, a deep water port that is capable of accommodating large ships, and a convenient road network. These are important factors for developing logistics.

Hai Duong fair features handicrafts, OCOP products

A fair showcasing handicrafts and products under the One Commune Once Product (OCOP) Programme was held in Hai Duong city, the northern province of Hai Duong on October 26.

This year’s event, featuring 120 pavilions of 20 provinces and cities nationwide, aims to introduce the potential and strengths in agricultural and OCOP products of Hai Duong province in particular and localities nationwide in general.

It also offers a chance for businesses in and outside Hai Duong to meet, exchange and seek partnerships.

On display are agro-forestry-fisheries products, handicrafts, food and foodstuffs, fruits and beverages, with clear origin and OCOP certification, plus many unique products from traditional villages.

According to organisers, the fair is organised to promote the OCOP Programme in the 2018-2020 period, creating favourable conditions for rural sectors, traditional handicrafts and craft village tourism to develop in the process of national industrialisation and modernisation and international economic integration.

The event will run until October 31./.

Train tickets for short trips in demand

People in HCM City are complaining about difficulties in buying short-trip train tickets for the Tet Holiday.

Saigon Railway Transport JS Company announced that the firm would sell around 287,000 train tickets for the Lunar New Year holiday. However, few people in HCM City can buy tickets for the routes they want.

Nguyen Thi Lan said she couldn’t buy the desired ticket to Tuy Hoa, Phu Yen Province, on January 20. She decided to buy tickets for a longer route from HCM City to Quang Ngai, which would go past Tuy Hoa. However, even tickets for longer routes were also booked.

Nguyen Manh Linh from Binh Dinh Province was also in the same situation. He wanted to buy four tickets to Binh Dinh on January 20 but all of the tickets have been booked.

“If I want to go to Binh Dinh, I’ll have to spend an additional VND200,000 (USD8.60) per ticket for a longer route to Danang. It will cost me a total VND6m (USD258) for four tickets, not to mention the return tickets to HCM City after Tet,” he said.

Meanwhile, some brokers boasted that they have a lot of tickets for any day. Do Van Quang, director of a Saigon Railway Transport branch, warned customers against buying tickets from third-party sources because of scams. In previous years, some customers were asked to pay a deposit for the tickets then the sellers would disappear immediately.

According to Quang they have tweaked the online system so that customers will have only 48 hours instead of 72 hours to pay for their booked tickets. The police would also co-operate to deal with brokers and more cameras will be installed to monitor the station.

On the other hand, not many passengers in Hanoi start buying train tickets for Tet yet. Hanoi Railway Transport Station said the majority of ticket buyers are from the south and they often buy return tickets. Passengers in Hanoi often start buying tickets when Tet Holiday nears. Short-trip tickets to Thanh Hoa and Vinh are the most popular and special and additional tickets are only open for sale near Tet.

As of 2 pm on October 20, Hanoi Railway Transport JSC had sold a total 11,000 tickets. Tickets are being sold on three websites dsvn.vn, vetauonline.vn and vetau.com.vn.

Indian warship to dock in Da Nang for friendly visit

Destroyer INS Sahyadri will pay a friendly visit to Vietnam’s central coastal city of Da Nang from October 29 to November 1.

The ship will dock at Tien Sa, a deep-water port considered the biggest and most important port in terms of economics in central Vietnam.

The visit, part of the Indian Navy’s deployment to the Southeast Asia, will comprise professional exchanges between the two navies, friendly games, meetings between the top Indian and Vietnamese naval officers, a tour of the city for the Indian crew, and a visit to the destroyer by Vietnamese Navy and students.

The two navies will also join a training course in waters off Da Nang’s coast.

Launched in 2005, INS Sahyadri is a Shivalik-class stealth multi-role frigate built for the Indian Navy. This class features improved stealth and land attack capabilities over the preceding Talwar-class frigates.

Vietnamese and Indian navies have cooperated in many different fields including crew training, ship fixing and maintenance and logistics.

On April 2, Indian Coast Guard ship ICGS Vijit docked in Da Nang for four days as part of ongoing moves to strengthen naval ties and enhance regional security.

It was followed by a four-day visit by Indian stealth guided-missile destroyer INS Kolkata and fuel and logistics tanker INS Shakti to Vietnam’s military port of Cam Ranh in the central province of Khanh Hoa on April 13.

Vietnam and India established diplomatic relations in 1972 and their relationship has developed strongly over the past years in both economy and trade as well as national defense.

In 2016, during Prime Minister Narendra Modi’s visit to Vietnam, bilateral relations were upgraded into a “Comprehensive Strategic Partnership,” a status that Vietnam has with only two other countries, Russia and China, with defense cooperation considered a priority.

India, a staunch ally in Vietnam’s fight for independence and reunification, is also one of Vietnam’s top trading partners. Two-way trade turnover reaching $10.69 billion last year, double that of 2016, according to the Vietnam Trade Affairs Office in India.

Hanoi authorities urged to develop public transport

Hanoi authorities must boost public transport development and needs 200 bus routes if they want to actually implement a motorbike ban.

On October 25, the Hanoi Department of Transport held a conference to discuss motorbike restrictions and ban based on the infrastructure and service capacity of the public transport system and a congestion charge.

Regarding the proposed motorbike ban by 2030, the Institute of Transportation Strategy and Development said the motorbike ban could only be applied when the public transport system was able to meet 60.5% of travel demand. The city should open eight urban railway sections, 200 bus routes, have 35,000 taxis and 50,000 contract cars.

Nguyen Thi Vinh, former secretary of the Association of Cities of Vietnam, said numerous urban areas had been built in Ha Dong District in the past year. As a result, a huge number of people were commuting from Ha Dong to the city centre, causing severe congestion on Nguyen Trai and To Huu-Nguyen Van Luong routes. He claimed it was reasonable that the authorities pilot a motorbike ban on those routes.

However, to make public transport more attractive, the authorities must set up parking lots and bus stations to make the journey more convenient for the commuters.

“People are used to be able to travel from door to door with their motorbikes so they do not want to walk more than 1 km to get to a station. The authorities should open more routes for minibus and even use three-wheelers like in Tokyo or Kyoto,” Vinh said.

Tu Sy Sua from the University of Communications and Transport said even though Hanoi authorities were focused on developing public passenger transportation with large capacity, at the current rate Hanoi would only have one bus rapid transit route while two urban railway routes will not be completed.

At the moment, public buses are able to only meet 10% of demand. In order to increase the rate to 15%, the authorities will need 2,400 buses and 3,300 buses if they want the rate increase to 30%. But allowing more vehicles to operate is extremely difficult due to Hanoi’s infrastructure.

Sua agreed that they need to be consistent with the policy of developing public passenger transport because this was the solution to congestion. Public buses would still be the main form of public transport until 2030.

Dalat Flower Festival 2019 expected to lure 300,000 visitors

Dalat Flower Festival this year is scheduled to take place in December, hoping to attract up to 300,000 visitors.

According to Ton Thien San, chairman of Dalat City People’s Committee, the event scheduled to be held on December 20-24, is aimed to Dalat-branded flowers in the Central Highlands province of Lam Dong.

Various activities will be organised during the festival, including the display of flower spaces around Xuan Huong Lake and some major streets; a South Korea Vietnam music exchange programme; an international flower and bonsai tree exhibition; a programme to honour Dalat heritage; Bao Loc silk display among several others.

San added that Dalat is now home to 1,859 guesthouses and hotels with a total number of 23,400 rooms which can accommodate up to 70,000 people per day.

The provincial Department of Culture, Sports and Tourism has worked with the facilities to ensure infrastructure condition for the festival.

Local authorities are trying to call for private sector investment into many of the event’s activities.

The Thai Tourism Association and some South Korean localities will also join the festival.

Vietnam’s tourism promoted in Canada

Famous tourist sites in Vietnam were introduced at the 31st International Tourism and Travel Show in Montreal, Canada, from October 25-27.

Nguyen Thi Kim Phuong, President of the Vietnamese Cultural Centre in Montreal, said through the event, her centre wants to promote the Vietnamese language, history and culture to Canadian tourists.

Nancy Lavoie, marketing director of Voyages Traditours, said the company has operated tours to Vietnam, and more and more tourists want to explore the culture of the Southeast Asian nation.

She pointed out language barrier and long travel time as difficulties facing the travel company while operating tours to Vietnam.

Given the geographical distance, Voyages Traditours has organised long trips so that holiday-makers have more time to explore the land, people, culture and cuisine of Vietnam, she said.

The show brought together representatives from 100 countries worldwide. Within the framework of the event, there were about 400 workshops with the participation of 100 leading experts in the tourism sector./.

Hai Duong officially becomes first-tier city

A ceremony was held on October 26 to announce the Prime Minister’s decision to recognise Hai Duong city in the province of the same name as a first-tier city.

Attending the event were National Assembly Chairwoman Nguyen Thi Kim Ngan, Minister of Public Security General To Lam, and Deputy Prime Minister Trinh Dinh Dung, among others.

Speaking at the ceremony, Deputy PM Dung praised Hai Duong province and its city for making great achievements over the past few years.

He urged the city and the province to continue making efforts to fulfill all their set socio-economic development targets, especially speeding up economic restructuring, improving urban infrastructure, and boosting administrative reform.

Becoming a first-tier city is an important milestone for Hai Duong city, Dung said, stressing that the city must try its best to become a smart, modern and cultural urban area and a livable city.

Hai Duong city was established in 1998 and recognised as a second-tier city in 2009. Its economy has continuously grown year on year, reaching 13-15 percent on average. The city posted an annual export expansion of 15 percent, higher than the province’s average.

After the ceremony, the traditional Eastern Land Cultural Festival took place, featuring stage and street art performances and parades along several streets in Hai Duong city./.

PM orders investigation into overseas trafficking of Vietnamese citizens

PM Nguyen Xuan Phuc has ordered a probe into the trafficking of Vietnamese citizens amid public concerns that many of the 39 people found dead in a refrigerated truck in the U.K. are Vietnamese.

Phuc asked the Ministry of Public Security, Foreign Ministry and two central provinces of Nghe An and Ha Tinh on Saturday to probe the tragedy in the U.K.

“[You] must investigate and find out cases of Vietnamese citizens being brought illegally to foreign countries and strictly handle the violations,” the PM said in a Government Office release.

The premier also asked the Foreign Ministry to direct the Vietnamese Embassy in the U.K. to closely monitor the situation and coordinate with the British authorities to verify the victims’ identities. The embassy should also take protective measures in case there are Vietnamese citizens involved.

Concerned agencies must report to the PM no later than November 5, the release added.

On October 23, U.K. emergency services discovered the bodies of 38 adults and one teenager, suspected immigrants, after being alerted that there were people in a refrigerated container truck at the Waterglade Industrial Park in Grays, Essex County, east of London.

Three people, including the truck driver, were arrested on suspicion of conspiracy to traffic people and manslaughter, the British police said Friday, in the first indication from officials that the deaths were linked to human smuggling.

Police initially said they believed the dead were Chinese but Beijing said Saturday the nationalities had not yet been confirmed.

Chinese and Vietnamese officials are now both working closely with the British police, their respective embassies said.

13 Vietnamese families in central Vietnam have reported that their children have been missing in the U.K. since Wednesday, October 23.

Pham Van Thin, a resident of Nghen Town, Can Loc District, Ha Tinh Province, had sent a letter to the local authorities Friday, saying his daughter Pham Thi Tra My was likely one of the 39 people found dead in the container truck in the U.K.

In Pham Thi Tra My’s last text message to her mother, which was released by her family, My wrote that she was struggling to breathe and apologised.

“I’m sorry Dad and Mom. The way I went overseas was not successful,” the 26-year-old wrote. “Mom, I love Dad and you so much. I’m dying because I can’t breathe.”

A screenshot shows that the message, translated into English by a family acquaintance, was received at 4.28 a.m. on October 23 in Vietnam. This would have been 10.28 p.m. UK time, about four hours before the ambulance was called and the bodies were discovered.

The Vietnamese ambassador to the U.K. on Friday had a call with the British Interior Minister about the case. The embassy’s representative in London also had a meeting with the U.K.’s National Crime Agency and Essex County Police about the 39 deaths, Vietnam’s Foreign Ministry said in a press release Saturday.

On Saturday morning, the Vietnamese ambassador and some embassy officials also came to the tragic scene to work with local authorities.

In 2000, 58 Chinese migrants were found dead in a refrigerated truck in Dover, Britain’s busiest port. The authorities said they had asphyxiated in the container, in which cooling and ventilation were switched off.

“Mountain Star Charity” brings art to disadvantaged children

Mountain Star Charity is a project that teaches children in mountainous, disadvantaged areas to paint.

It was initiated in 2014 by Taiwanese researcher Kuo Yen Wei, Vietnamese artist Nguyen Truong Linh and a group of Vietnamese contemporary artists after a visit to Ha Giang province.

The Mountain Star Charity project was initiated and funded by Taiwanese researcher Kuo Yen Wei during his time studying and practicing fine art application in Vietnam. His group has organised field trips together to teach drawing to local children. After each trip, about half of the money earned from selling paintings is added to the fund to continue to replicate such projects in other regions and to provide poor children with books, school supplies, clothes and cakes.

At first, only 15 painters, mainly lecturers and students from the Faculty of Fine Arts at the Hanoi College of Arts, participated in the project. Now the project has 30 official members and more than 50 unofficial members.

Painter Nguyen Truong Linh, who has been with the project since the beginning, said all the regions they have visited have a lot of difficulties. The first destinations of the project were primary schools in Ha Giang province.

Painter Tran Tuan Long, a project member, said “When the children are on their summer holiday, we go to remote mountains and islands to teach them fine arts. We give them painting materials, books, and pencils. They draw on locally woven linen using natural pigments.”

The children in Hanoi, who were once timid, have now shown their confidence by their brush strokes. Many have become excellent students. The project has been extended to other remote regions such as the Central Highlands, CoTo Island and Vung Tau.

Than Thanh Huong, a student from the Hanoi College of Arts, visited the “Six Perfection” exhibition, commemorating six years since the project began in Hanoi: “I’m impressed by the children’s paintings which are both innocent and expressive. I think that they can sense what the painters wanted to teach them.”

The 6th exhibition displayed more than 50 works by more than 20 young contemporary Vietnamese painters and disadvantaged children in Ba Ria – Vung Tau and Ha Giang province. In addition to paintings, the exhibition also showcased art installations . Over recent years, together with teaching drawing, the project has organised many exhibitions in Vietnam and abroad.

Painter Nguyen Xuan Luc said “Mountain children are special. They live in deserted areas and they have a strong instinct for survival. It inspires me and enriches my life, providing material for my own work.”

The artists plan to organise an international exhibition in Kien Giang Province in 2021 with the participation of artists from the Republic of Korea, Japan, China and Thailand, along with a competition on painting.

As planned the Vietnamese squad will start with a friendly fixture against a team representing the US Embassy with the Young Football Players Training Center in Hanoi set to host the game on October 26.

This will then be followed by matches against India during their training camp in Hanoi on both November 3 and November 6.

Following these warm-up games, the squad will fly to Japan for a 10-day training camp where they will compete in three more friendly matches.

During the SEA Games 30, the Vietnamese women’s football team will play games in Group B, along with Thailand and Indonesia. The teams in Group A contain the Philippines, Myanmar, and Malaysia.

Chien and Nai suffer elimination from Carom Billiard 3-Cushion World Cup

Talented Vietnamese cueists Quyet Chien and Dinh Nai have bowed out of the final qualifying round of the ongoing Carom Billiard 3-Cushion World Cup in the Netherlands on October 25.

Placed in Group G of the competition, Quyet Chien faced matches against Jeremy Bury of France, Antonio Montes of Spain, and Roland Forthomme of Belgium.

The Vietnamese player suffered a 28/40 defeat to Montes before enjoying two victories against Forthomme and Bury. Despite the victories, Chien finished in third position in the group rankings due to his average being lower than that of Montes and Bury.

Elsewhere, Dinh Nai also suffered elimination from the tournament after failing to make second place in the Group F due to his low average.

The other Vietnamese players taking part in the event, Nguyen Duc Anh Chien and Nguyen Quoc Nguyen, earned a place in the knock-out rounds of the competition after successfully beating strong opponents in their respective groups.

Anh Chien will face Semih Sayginer of Turkey, whilst Duc Nguyen will take on Dick Jaspers of the Netherlands.

Nguyen Tien Minh, Vietnam’s leading badminton player, has suffered elimination from the Caffino Indonesia International Challenger, while his wife, Vu Thi Trang, has made it into the semi-finals of the tournament.

During the quarter-final stage of the men’s singles event on October 25, Minh, world No.58, enjoyed a strong start by ending the first set with a score of 21/9. Despite the positive start, his rival Rumbay, world No.101, representing host nation Indonesia, came back to beat Minh 21/15 and 21/19. With three sets played the match concluded with a final score of 2-1 in favour of Rumbay.

Elsewhere, in the women’s singles event, Vu Thi Trang, world No.57, enjoyed a comfortable 2-0 win over Kim Na Yeong of the Republic of Korea, world No.373, to progress to the competition’s semi-finals.

Trang is scheduled to take on Takahashi Asuka of Japan, world No.100, in her next match.

British Ambassador Gareth Ward to participate in Charity Fun Run

The UK Ambassador to Vietnam Gareth Ward is set to take part in the fifth version of the annual Charity Fun Run, scheduled to take place at the BUV Campus Ecopark in Hung Yen province on November 3.

Information about Ambassador Ward’s participation was released during a press conference held by the British Business Group Vietnam (BBGV) on October 25.

The annual event aims to encourage a spirit of fair play in sports, strengthen bonds between participants, in addition to raising funds for charity projects throughout Vietnam. Some of the charitable causes that runners sponsor cover many areas, including education, health care, and disaster relief.

Participants can either walk or run the five km race, whilst having the chance to enjoy a number of activities, such as music performances, flash-mobs, a cuisine market, and a picnic in scenic Ecopark.

Entrants will be able to attend a Lucky Draw that features an array of attractive prizes, such as a Yamaha Janus Premium, two Vietnam Airlines plane tickets to any destination in the world, vouchers with a value of VND20 million from ECCO, and a three days and two nights stay at any Vinpearl Resort combined with tickets from Vietnam Airlines for two people.

The BBGV Charity Fun Run is an annual event that has been held in both Hanoi and Ho Chi Minh City over the last 19 years. During its history, the fun run has attracted over 100,000 participants and raised over VND10 billion or US$427,200, for charitable activities nationwide.

Last year’s event saw over 6,000 people turn out and raised approximately VND650 million through donations.

International tourists to Hanoi up 16% in October

Hanoi welcomed over 600,000 foreign visitors in October, up 16 per cent against October last year, according to the city’s Department of Tourism.

More than 5.3 million international tourists visited the capital in the first ten months of the year, a year-on-year increase of 10.8 per cent. The number of domestic visitors was 18.5 million, up 9.3 per cent, while total revenue from tourism stood at VND 88.1 trillion ($3.8 billion).


The number of visitors to Hanoi has risen by an average of 10.2 per cent in the four years since 2016, with some 2 million more coming each year, contributing over 30 per cent of all visitors to the country, according to the department.

Hanoi spent $1 million on promoting its beauty and tourism on CNN in 2017 and 2018, both of which improved awareness about the capital and attracted more visitors. Fifteen short video clips about Hanoi are being broadcast on CNN this year, presenting its different beauty to the world.

It will continue with programs and activities to promote tourism in the two last months of the year, such as applying more information technology in tourism management, welcoming European tourism delegations to survey products and services in Hanoi, Ninh Binh, and Quang Ninh in November, opening up training courses to improve professionalism and management among tour guides and officials at State-owned travel companies, building an identity logo for Hanoi’s trade villages, intensifying marketing campaigns to promote the capital’s tourism, and securing people’s votes in international awards.

Hanoi targets welcoming 28.95 million visitors this year, a year-on-year increase of 10.1 per cent, including 7 million international visitors, up 17 per cent. It expects to see overnight stays by 21.92 million domestic visitors and 4.93 million by international visitors, an increase of 8 per cent in both compared to 2018. Total revenue is targeted at VND103.807 trillion ($4.46 billion), an increase of 34 per cent against 2018.

Vietnam urged to reduce coal-fired energy generation

Hanoi (VNA) – Vietnam has been urged to reduce its use of coal-fired energy and develop renewable energy to proactively respond to climate change and ensure energy security, heard a panel discussion of the Vietnam Economic Forum 2019 in Hanoi on January 17.

John Kerry, former US Secretary of State, said climate change is a very big problem in the world, not only in Vietnam, and it always has a close connection with the energy sector. With a relatively fast growth rate, Vietnam needs to carry out effective solutions to cope with climate change.

Many countries have gradually been switching from traditional energy sources to new and renewable ones. This is a common trend to sustainably develop energy and mitigate climate change impacts, he said.

Asia-Pacific is consuming the most coal in the world and faces the impact of greenhouse gas (GHG) emissions, he noted, adding that even when new technologies are applied, coal-fired power generation still emits the most GHG.

Kerry called for countries to use clean energy as soon as possible, saying coal-fired power generation is not cheaper than new and clean energy sources.

It is unnecessary to depend on coal-fired energy generation, and Vietnam, with clean energy potential like hydro, solar and wind power advantages, should tap into sustainable renewable energy sources and reduce GHG emissions, he added.

[Challenges facing solar power development in Vietnam]

Welcoming the Vietnamese Government’s efforts, Ambassador Bruno Angelet, head of the EU Delegation to Vietnam, said the Southeast Asian nation is one of the countries most vulnerable to climate change.

It is not accidental that the EU has implemented the biggest energy programme in a non-EU country in Vietnam, with non-refundable aid of about 270 million EUR, he said. This programme aims to facilitate remote and low-income residents’ access to electricity and help the Government design a more comprehensive energy transition strategy.

He suggested developing rooftop solar systems on residential and industrial buildings.

In energy transition, the country needs to take into consideration the fact that local power demand will increase threefold by 2030. Therefore, renewable energy should play an important role in the energy structure, Angelet said, adding that the transition from polluting energy sources to clean ones needs to be carried out step by step and comprehensively.

At the discussion, participants looked into the risks that climate change may pose to Vietnam’s sustainable development and energy security. They also talked ways to diversify energy sources, improve efficient energy use and develop renewable energy.-VNA

At the meeting with the acting US Secretary of Defense Shanahan, the two sides agreed that the Vietnam-US cooperation over the past time has achieved practical results, in accordance with the comprehensive partnership between the two countries, and contributed to maintaining peace and stability in the region and the world.

Vietnamese Defense Minister Ngo Xuan Lich applauded and asked the US side to continue with the Vietnamese side to soon complete the project to deal with dioxin pollution in Bien Hoa airport, as well as to support Vietnam to deploy its level 2 field hospital No.2 and a military engineering company to UN peacekeeping missions on request.

The two defense officials agreed to step up the implementation of the cooperation deals signed by the two sides, and that the two sides should prioritize cooperation in overcoming the war’s consequences including unexploded ordinance (UXOs) in Vietnam, training military personnel, and maintaining dialogue mechanisms and exchanges of high-level delegations.

* At the meeting with Mongolian Defense Minister Enkhbold Nyamaa, the two defense ministers recognized that on the basis of the Memorandum of Understanding on bilateral defense cooperation signed in 2013, the bilateral cooperation between the two countries has brought practical outcomes. To expand the defense cooperation on a par with the potentials and close bilateral relations of the two countries, the two ministers agreed to promote cooperation in exchange delegations, personnel training, improvement of armed forces’ capacity, and UN Peacekeeping Operations while actively implementing cooperation under the framework of the Memorandum of 2013. Cinema department head demoted for oversight on ‘Abominable’ nine-dash line

A decision to this effect was taken Monday by the Ministry of Culture, Sports and Tourism. It came three weeks after alert viewers spotted the internationally rejected nine-dash line on the East Sea included in the Hollywood-produced animation movie “Abominable.”

Ha was held responsible for granting the permit for screening the movie at local theaters without censoring the offensive map feature that violates Vietnamese sovereignty.

She had accepted responsibility for the oversight and worked with the distributor to stop the film’s screening.

“We will be more alert and cautious in future movie reviews,” she had said.

Ha will now function as deputy director of the Cinema Department under the culture ministry.

CGV, Vietnam’s largest cinema chain that bought the movie rights, was also fined VND170 million ($7,332) for importing a movie with images violating the Vietnamese law.

“Abominable” was released in Vietnamese theaters on October 4. The movie follows a Chinese girl named Yi and two friends who end up meeting Yeti, the Abominable Snowman and help the creature reunite with his family on Mount Everest.

After the film was released, a scene with a map in Yi’s house showing the nine-dash line caught the attention of one viewer, Le Van Hiep, who shared it on social media.

The line is a demarcation that claims 90 percent of the 3.5-million-square-kilometer East Sea, known internationally as South China Sea, and it has been met with strong opposition from the international community. It also overlaps with claims by Brunei, Malaysia, the Philippines and Taiwan, apart from violating Vietnam’s sovereignty.

The image appears several times in the film, which has also been banned in Malaysia and the Philippines.

Following the discovery, CGV said they were no longer selling tickets to show the film. Information about the movie, including its trailer, synopsis and show times was taken down by CGV and other distributors on their homepages and media channels.

The movie is produced by American animation studio DreamWorks Animation and Chinese company Pearl Studio.

The removal of the movie from Vietnamese cinemas follows a similar incident last year, when Chinese film “Operation Red Sea” was banned from being shown in Vietnam.

PM receives heads of delegations to ASEANAPOL 39

He said the Vietnamese Party, State and Government pay attention to expanding collaboration with international friends in diverse areas.

As Vietnam was elected as a non-permanent member of the United Nations Security Council for the 2020 – 2021 tenure, and the country will be ASEAN Chair in 2020, the Vietnamese Government encourages the Vietnamese Ministry of Public Security and public security force in particular to boost cooperation with police of foreign countries, especially with those from ASEAN, dialogue partners and international legal enforcement agencies concerned in the fight against trans-national crimes, he said.

According to the PM, ASEANAPOL has been playing an active role in international cooperation in fighting trans-national crimes and maintaining peace in the region over the past nearly four decades.

He asked ASEANAPOL member countries to enhance their joint work on investigating and uncovering trans-national crime cases, share professional expertise with high sense of responsibility and mutual trust for the sake of a united and prosperous bloc.

The leader wished that ASEANAPOL 39 would give feasible solutions to improve the efficiency of cooperation among ASEAN police in the near future.

The Vietnamese government and public security force will make utmost efforts to ensure the best business environment, contributing to security, progress and prosperity in the region and the world, he said.

Vietnam welcomes over 1.6 million foreign visitors in October

According to the General Statistics Office, October was the first month that the number of international visitors to Vietnam reached over 1.6 million, bringing the total number of international visitors to Vietnam in the first ten months of 2019 to 14.5 million people.

Accordingly, international visitors to Vietnam in October were estimated at over 1.6 million, up 3.7% over the previous month, of which arrivals by air increased by 1.8%, by road up by 11.3% and by sea increased by 32.9%.

Compared to the same period last year, international visitors to Vietnam in October increased sharply by 34%, of which arrivals from Asia made up 41.2%, from Europe 7.3%, from the Americas 10.2%, from Oceania 1.5% and from Africa 19.4%.

In the first ten months of 2019, international visitors to Vietnam were estimated to reach nearly 14.5 million, increasing by 13% over the same period last year, of which arrivals by air reached more than 11.5 million, accounting for 79.4% of international visitors to Vietnam, an increase of more than 11%; by road the number reached more than 2.7 million, up 22.3%; and by sea reached more than 213,000, up 6.6%.

Meanwhile, Asian visitors to Vietnam reached 11.5 million, accounting for 79.5% of total international visitors, up 15.2% over the same period last year, of which Chinese visitors reached more than 4.5 million, up 9.4%; from the Republic of Korea reached more than 3.5 million people, up 22%.

CPI in October shows three-year high rise

– The Consumer Price Index (CPI) in October picked up 0.59 percent from September, the biggest increase for the same month during the past three years, the General Statistics Office (GSO) announced on October 29.

The GSO said the high increase is attributable to declining supply of pork due to the African swine fever disease,

rising world petrol price

, and upward adjustment of education fees.

The average CPI for the first 10 months of the year went up 2.48 percent on a yearly basis, the lowest increase for the period in the recent three years.

Among the 11 groups of commodities and services in the

price basket

, 10 groups posted increases, with the highest rise of 1.04 percent seen in restaurants and catering services prices. Transport prices rose 0.99 percent, housing and construction materials 0.53 percent, and education 0.19 percent.

Only the prices of post and telecommunication declined, by 0.06 percent.

According to Do Thi Ngoc, director of the GSO’s Pricing Statistics, besides the factors that pushed up the CPI, the decreases in the prices of live poultry and eggs, fruits, and train tickets helped curbed the CPI.

— The Vietnamese government has proposed that the lawmaking National Assembly approve a pilot scheme where Hanoi will streamline its apparatus by erasing the People’s Councils in 177 urban wards, while Ho Chi Minh City wants to keep only its city-level People’s Council in a separate proposal.

— A leader of the General Department of Vietnam Customs told Tuoi Tre (Youth) newspaper on Tuesday the agency is considering “tough, appropriate” measures to handle a Volkswagen Touareg car which was displayed at a recent motor show in Ho Chi Minh City with the default navigation app containing an illicit ‘nine-dash line’ map, including destroying the vehicle as punishment for the violation.

— The Ho Chi Minh City taxman has announced the nullification of invoices by the Nha Hang Mon Hue Ltd., which operates the Mon Hue restaurant chain in Vietnam that closed en masse last week, and asked that the municipal Department of Planning and Investment also withdraw the firm’s business license.

— Twelve Vietnamese students, aged 14-16, were shortlisted from nearly 300 applicants to be awarded the ASEAN Scholarships on Tuesday. They will study at selected schools in Singapore for four years starting from 2020.

Two-way benefits through EU deal

Gabriella Marchioni Bocca, president of Italy’s National Association of Manufacturers of Footwear, Leather Goods, and Tanning Technologies (Assomac), said that Italian companies are paying special attention to Vietnam as a promising business destination, especially in the footwear sector.

Last week, a delegation of 32 Italian firms ­participated in the Shoes & Leather Vietnam 2019 event in Ho Chi Minh City to explore market ­opportunities in the field. At least two ­Assomac members, which have a large customer base in ­Vietnam, are mulling over the idea of establishing factories here.

According to Bocca, Vietnam is now the world’s second-largest footwear exporter by volume, thanks to huge investment capital inflows into the sector. A slew of footwear and leather producers are looking to invest in the country, so Assomac’s members hope to boost their sales of equipment and machinery, in order to help Vietnam meet the rising demand.

She also noted that her company, Lamebo, has been supplying the leather industry with splitting band knives for nearly 15 years. Over the past years, the firm has recorded a growth in sales, but is still performing below their potential. Bocca expected that the signing of the EU-Vietnam Free Trade Agreement (EVFTA) will help her company achieve better results in the future.

Meanwhile, Paolo Lemma, director of the Italian Trade Commission (ITC) in Vietnam, said that Italian multinational companies are relocating their businesses to Vietnam amid the ongoing trade war between the US and China, which will create additional demand for advanced technology and machinery from Italy.

Italy is Vietnam’s second-largest supplier of machinery and equipment for the footwear and leather sector, behind China. The value of Italian machinery ­exports has climbed nearly 10 times over the past five years, from €3.4 million ($3.8 million) in 2013 to €31.7 million ($35.7 million) in 2018.

In addition to footwear, European companies are keen on the pharmaceutical field. Peter Harasimowicz, manager of the Polish Investment and Trade Agency, told VIR that pharmaceuticals will be one of the most enticing sectors for foreign investment from Polish companies. Specifically, through the EVFTA, almost half of EU pharmaceutical products will be exempt from customs duties upon the agreement’s entry into force. The remaining duties will be gradually eliminated over a period of seven years. Currently, the duty rate sits at 8 per cent.

Poland produces over $3 billion in pharmaceutical products annually and is the largest pharmaceutical manufacturer in Central Europe, sixth in the EU, and 22nd in the world. More than 8 per cent of Poland’s total exports to Vietnam are pharmaceuticals. In fact, Poland’s largest investment in Vietnam comes from pharmaceutical company Adamed Group.

Meanwhile, the EVFTA also opens the door to new opportunities for agricultural producers in both countries. Vietnam and Poland are both major producers and exporters in the agricultural sector, and related products are a key marker in bilateral trade between the two. In 2018, Vietnam exported $226 ­million worth of agricultural products to Poland, ­accounting for 12 per cent of total ­exports. Meanwhile, the EU member nation exported $132 million to Vietnam, accounting for nearly 50 per cent of total ­Polish exports to this country.

Vietnam is focusing on improving its agricultural technology, by investing in specialised agriculture fertilisers and machinery. Poland imports many products produced in Vietnam such as rice, citrus fruits, bananas, and coconut oil. Dairy products are also one of the largest export product groups from Poland to Vietnam.

Harasimowicz said that trade and investment ­between the two has been ­developing well in recent years. Poland’s projects in Vietnam are mainly 100 per cent Polish-owned, focusing on real estate business, manufacturing, the processing ­industry, and IT. This trend is expected to grow in the future, following the signing of the EVFTA on June 30, 2019.

Ultimately, the agreement assumes the elimination of over 99 per cent of duties on commercial goods. When the agreement comes into effect, Vietnam will abolish 65 ­per cent of its import duties on goods from the EU. The ­remaining duties will be gradually eliminated over a period of 10 years.

The provisions of the agreement are expected to boost European investment in Vietnam. Swedish packaging company Tetra Pak recently opened its first factory for carbon packaging materials in the southern province of Binh Duong.

Covering a total area of 100,000 square metres, the project has a total investment capital of €120 million ($135.3 million). The new factory will put Vietnam on Tetra Pak’s global supply chain map, and it will not only serve food and beverage producers within the country, but also across Southeast Asia and Oceania.

Meanwhile, German technology firm Bosch Vietnam announced its plan to invest €86 million ($100 million) to expand its factory in Vietnam within the next five years. According to Guru Mallikarjuna, managing director of Bosch Vietnam, the country is a growing automotive market for the group.

In 2018, the firm established a regional hub for its two-wheeler and power sports division in Vietnam, to address the fast-growing market in Southeast Asia.

According to the Vietnamese Ministry of Planning and Investment, investors from 23 out of 28 EU member states have registered more than $24 billion into nearly 2,200 projects over the course of the past 28 years. An increasing number of European companies are establishing in Vietnam to set up a hub to serve the Mekong region.

In the ASEAN, Vietnam is the second country after Singapore to have signed a trade agreement of such size and stature with the EU. Thus, Vietnam is likely to surpass other regional peers in the race to attract FDI from European companies.

As reported by the Bangkok Post, Pimchanok Vonkorpon, director general of the Thailand Trade Policy and Strategy Office, warned that automotive suppliers in Thailand should prepare for many car makers to relocate manufacturing facilities to Vietnam.

Meanwhile, production of computers, related components, and electric circuits also faces relocation to ­Vietnam because the country is now competitive enough to develop its own electronics industry. Other sectors that could see a positive impact include garments and textiles, jewellery and accessories, rice, and processed seafood.

Vietnam, Russia agree on measures to boost bilateral ties

Government officials and businesses of Vietnam and Russia attended a high-level dialogue forum held in Hanoi on October 29 by the Vietnam Chamber of Commerce and Industry (VCCI) and the office of the Russian Presidential Commissioner for Entrepreneurs’ Rights.

Addressing the forum, which was occasioned by a working trip to Vietnam by Russian Deputy Prime Minister Maxim Akimov and a business delegation, Deputy Prime Minister Trinh Dinh Dung said the event is a good initiative to enhance the effectiveness of Vietnam-Russia cooperation in many fields.

He expressed the hope that the time-tested relations between the two countries will continue to advance further, and affirmed that the Vietnamese Government will always be a reliable strategic partner of Russia.

Vietnam is committed to creating the best possible conditions for Russian businesses to invest in Vietnam, the Deputy PM said.

On the Russian part, Deputy PM Akimov noted that the business communities of the two countries have cooperated with each other for years, reaping positive outcomes.

He said he is certain that Russian businesses will make a greater presence in Vietnam. At the same time, the Russian Government pledges to create favourable conditions for Vietnamese firms to invest in Russia.

Besides the traditional cooperative areas of oil and gas and energy, Russia plans to expand ties with Vietnam in high technology, telecoms and electronics, and digital technology, the Deputy PM said, stressing that e-Government, information security and smart city will be the three focuses of bilateral cooperation in the time to come.

The Presidential Commissioner for Entrepreneurs’ Rights Boris Titov said Russia has realized that the two countries have not made full use of their potential and opportunities in economic cooperation. Therefore, Vietnam and Russia should promote their partnership, and specific measures are needed to address issues of mutual concern, he said.

On behalf of the Vietnamese business circle, VCCI Chairman Vu Tien Loc reported that trade between Vietnam and Russia has developed strongly with an average growth of 30 percent a year after the signing of the Vietnam-Eurasian Economic Union.

Two-way trade turnover rose by 28.6 percent year-on-year to reach nearly 4.6 billion USD in 2018, with Russia’s exports valued at 2.44 billion USD.

At present, Russia is the 24th largest foreign investors in Vietnam with 123 projects and 932 million USD in registered capital.

Meanwhile, Vietnam has 22 investment projects in Russia with total capital of nearly 3 billion USD.

Loc highlighted the dairy cow farming and milk processing projects invested by TH True Milk in Moscow and Kaluga as the bright examples in Vietnam-Russia relations.

Vietnam is currently the 23rd biggest trade partner of Russia globally, the largest in the Association of Southeast Asian Nations (ASEAN) and the sixth in APEC, Loc said, stressing that those figures demonstrated that bilateral ties have been growing strongly based on not only traditional advantages but also new opportunities./.

10th Vietnam Int’l Retailtech & Franchise Show underway

Following its success in previous years, the Vietnam International Retail Tech and Franchise Show will see its 11th edition organised in Ho Chi Minh City this week.

CPI in October shows three-year high rise

The Consumer Price Index (CPI) in October picked up 0.59 percent from September, the biggest increase for the same month during the past three years, the General Statistics Office (GSO) announced on October 29.

The GSO said the high increase is attributable to declining supply of pork due to the African swine fever disease, rising world petrol price, and upward adjustment of education fees.

The average CPI for the first 10 months of the year went up 2.48 percent on a yearly basis, the lowest increase for the period in the recent three years.

Among the 11 groups of commodities and services in the price basket, 10 groups posted increases, with the highest rise of 1.04 percent seen in restaurants and catering services prices. Transport prices rose 0.99 percent, housing and construction materials 0.53 percent, and education 0.19 percent.

Only the prices of post and telecommunication declined, by 0.06 percent.

According to Do Thi Ngoc, director of the GSO’s Pricing Statistics, besides the factors that pushed up the CPI, the decreases in the prices of live poultry and eggs, fruits, and train tickets helped curbed the CPI.

The core CPI in October (excluding foodstuff, fresh food, energy and State-controlled commodities which are health care and educational services) grew 0.15 percent month-on-month and 1.99 percent year-on-year. The average core CPI for the January-October period rose 1.92 percent from the same period last year./.

Japanese firms seek investment opportunities in Can Tho

Can Tho city attracted the largest number of Japanese businesses who came to the Japan External Trade Organisation (JETRO) in Ho Chi Minh City to learn about the investment environment in Vietnam’s southern provinces and cities, a JETRO official has said.

Chief Representative of JETRO HCM City Hirai Shinji told Can Tho’s leaders during a working session on October 29 that the Japanese firms wanted to study the city’s infrastructure and incentives for investors, as well as local businesses and customers.

Statistics unveiled that in 2018, nearly 3,100 Japanese businesses came to JETRO HCM City to get information about the investment climate in southern cities and provinces, he said.

Truong Quang Hoai Nam, Vice Chairman of the municipal People’s Committee, said the city is calling for investment in projects on building industrial parks and smart urban areas, and constructing and operating logistics centres, as well as others on education, health care and personnel training.

Can Tho has considered Japan its strategic partner, he said, adding that apart from common support for foreign investors, those from Japan will be provided with cleared land and infrastructure connectivity.

Nam informed his guests that the city has continuously improved administrative services while investing in infrastructure to meet the demand for housing, entertainment, health care and transport of Japanese businesspeople and experts in the locality.

He cited the launching of direct flights from Can Tho to Japan in 2020 and the upcoming operation of Vinmec international hospital in the city, along with other projects like an international golf course and the approved project on Can Tho – HCM City high-speed railway.

For his part, Shinji said JETRO HCM City will provide information about Vietnamese localities for Japanese firms in the most rapid and accurate way, and help to introduce more Japanese investors to Can Tho./.

Vietnam Airlines launches direct route to China’s Hainan province

National flag carrier Vietnam Airlines officially has opened a new direct route connecting Ho Chi Minh City and Haikou city in China’s southern province of Hainan.

Its first flight coded VN688 on the route landed at Meilan international airport in Haikou city on October 28.

Hainan authorities said this is the 7th international air route of the Meilan international airport put into operation this year.

Vietnam Airlines would operate four flights on the route per week, using Airbus A321 aircraft.

Flights depart from HCM City at 22.45pm on Thursdays and Sundays, and from Haikou at 2.45 pm (local time) on Mondays and Fridays.

According to Chinese media, HCM City is the largest city of Vietnam and is considered as “Paris of the Orient”.

The opening of the direct flight between Haikou and HCM City will create favourable conditions for passengers from both countries to travel between China and Vietnam.

Reportedly, more flights from the Meilan international airport to Busan city of the Republic of Korea and Hanoi of Vietnam are scheduled to be opened in 2019, towards building Hainan into an airport connecting the Pacific Ocean and Indian Ocean./.

Hau Giang’s waste-to-energy plant expected to be operational in 2020

The first 6MW turbine of a new waste-to-energy (WTE) plant in the Mekong Delta province of Hau Giang will start generating commercial electricity in December, 2020, according to Greenity Hau Giang Company.

The second 6MW turbine is scheduled to be put into operation four years later, doubling the plant’s capacity, said Greenity Hau Giang Deputy Director Ha Nhu Y at a meeting with the provincial People’s Committee on October 28.

The company has so far completed environmental impact assessment and electricity metering, Y said, adding that the firm is waiting for the provincial authority to approve the 1/500 detailed plan for changing the project from the initial waste treatment factory to WTE plant and grant permit for the construction of the WTE plant.

According to the provincial Department of Investment and Planning, the WTE plant covers an area of 23 hectares in Hoa An commune, Phung Hiep district. It is designed to use about 200 tonnes of waste per day for power generation. The project has a total investment of nearly 270 billion VND (11.6 million USD).

However, Greenity Hau Giang has failed to keep the project’s progress on schedule and been warned that the project would be suspended if the progress is not improved./.

First Vietnam Economic Forum held in Seoul

The Republic of Korea (RoK)’s Newsis news agency held the first Vietnam Economic Forum in Seoul on October 29 to popularise business opportunities.

The event drew over 400 Korean delegates, including leaders of government agencies, parliament, leading groups and financial institutions.

Speaking at the event, Deputy Minister of Planning and Investment Vu Dai Thang said the RoK is now the largest investor, the second largest tourism and bilateral development cooperation partner, and the third largest trade partner of Vietnam.

With over 66 billion USD worth of total registered capital, Korean firms are playing an active role in key economic sectors in Vietnam such as apparel, electronics, infrastructure, energy, automobiles, aerospace, finance-banking, and logistics, the official said.

He noted that the Vietnamese Government will prioritise projects using advanced and clean technology, giving high added values and linking with the global supply chain.

On the occasion, Thang chaired a dialogue with representatives from more than 20 Korean enterprises interested in doing business in Vietnam and responded to their suggestions in the fields of energy, transportation, infrastructure and processing industry.

While in the RoK from October 28 – 29, Thang held a working session with Chairman of the Korea Federation of Small and Medium Enterprises (KBIZ) Kim Ki-mun.

Both sides discussed orientations to foreign investment attraction and agreed to build a cooperation mechanism between the Ministry of Planning and Investment and the KBIZ.

The Vietnamese official also held working sessions with Chairman of the Korea Agricultural Machinery Industry Cooperative Kim Sil-gil and leaders of Hanwha and LG groups to talk opportunities in energy, agricultural machinery, aerospace, among others./.

Agro-forestry-fishery exports generate over 33 billion USD

The agro-forestry-fishery sector raked in 3.6 billion USD from exports in October, raising the total export revenue in 10 months to 33.18 billion, rising 1.6 percent from the same time last year.

According to the Ministry of Agriculture and Rural Development (MARD), forestry products were the best performers in the period as they brought home 9.04 billion USD, up 18.8 percent year on year and accounting for 27.2 percent of the total volume shipped abroad.

Strong growth was seen in the export of rubber (up 5.6 percent), tea (14.3 percent), cinnamon (32 percent), and rattan (40.6 percent).

In stark contrast, shipments of key agricultural products dwindled 7.4 percent to 15.25 billion USD, and those of seafood dropped 2.4 percent to 7.06 billion USD.

The ministry said a strong decrease in export price of several agricultural products like cashew, pepper, rice and coffee was the main factor leading to the fall in the revenue in the period.

Vietnam sold 2.3 billion USD worth of fruits and vegetables in the 10-month period, decreasing 1.3 percent from the same time last year. Most of the exports were destined to China where authorities have tightened regulations on chemical residue, food safety, and package material requirements.

China remained the largest importer of Vietnamese agricultural products as it made up 26.8 percent of the market share, followed by the US (21.7 percent), the EU (11.9 percent) and ASEAN (10.3 percent).

The MARD has forecast shipments of farm produce will face tough seas in the coming time, sparked by global trade slowdown and increasing trade barriers from the Chinese market.

The ministry will keep close watch on market development, and give detailed evaluation on Chinese policies on official exports and temporary imports for re-export at border gates.

Besides working with competent ministries and sectors to accelerate negotiations so as to stabilise traditional markets while seeking potential ones, the ministry will support local businesses to take full advantage of the signed free trade deals./.

Diverged deposit rates in Vietnam’s banking system to persist in next 6 months

The Hanoitimes – The issue was due to pressure from the State Bank of Vietnam (SBV) looking to upgrade the whole banking system’s safety level under the circumstance of downward risk on global economic growth.

Diverged deposit rates in Vietnam’s banking system are predicted to persist at least in the next six months, particularly with wide-spread gap of the discriminated advantages of large-cap and small-cap banks as the latter conventionally deal with the liquidity issue, according to Viet Dragon Securities Company (VDSC).

Mid- and small-cap commercial banks have been setting higher long-term deposit rates applied to normal deposits or certificates of deposit for the last twelve months. There are familiar names, including Sai Gon Bank, VietCapital Bank, NamABank, CBBank, VietABank, among others, in the extended list. In general, most of them are small-cap and pressured to raise long-term deposits to fulfill the requirement of SBV.

The issue is popular in economies like Vietnam and China where there is a significant government intervention, stated VDSC.

In China, there has been interventions from the People Bank of China (PBOC) in Baoshang, Junzhou and Hengfeng banks in the first eight months of 2019. Investors questioned the creditworthiness of such weak and small bank. Immediately, the interbank funding markets became strained and the spread between the funding costs of weak and strong banks widened from an average of 16 basic points to 90 basic points. According to the International Monetary Fund (IMF), these events underscore several vulnerabilities in Chinese financial system.

Firstly, liquidity, funding and solvency risk. Regional small-cap banks relied on wholesale funding and held a large share of risky assets. A low capital and weak profitability make such banks more vulnerable when the economy slowdown.

Secondly, interlinkages between banks, nonbank financial institutions, and investment vehicles. Banks that rely on funding through certificates of deposit are also investors of investment vehicles or certificate holders of other issuers. They introduce circularity and interconnectedness that amplify the transmission of shocks.

Thirdly, maturity mismatches. Commercial banks issue and rely in short-term and less diversified funding sources while investing in long-term projects, including credit to government’s projects.

In the 8th meeting of the 14th National Assembly, the SBV’s Governor Le Minh Hung said that the bank was actively looking for local and foreign strategic partners to restructure these loss making credit institutions.

Currently, South Korean financial institutions are leading players in Vietnam’s M&A market as their money is poured into most of sectors, including banking, securities and insurance. Therefore, it is not surprising to see that South Korean institutions acquire Vietnamese struggled banks’ stakes.

However, before the success of the deals, the SBV is in charge of handling these banks and stabilizing the financial system. The current policy rate cut, dragging interbank rates down, has positively supported the short-term liquidity and make the borrowing/lending rates stay calm on average. But, it is a temporary solution and the divergence of deposit rates is still on the way for at least next six months.

Vietnam’s solid economic fundamentals continue to attract overseas investors: Baker McKenzie

Vietnam recorded 58 M&A deals in 2019 worth US$2.6 billion, lower than the number of deals in 2018 but with higher value (122 transactions worth US$1.9 billion).

Vietnam’s solid economic fundamentals continue to attract overseas investors, while cross-border acquisitions will dominate M&A deals in coming years, according to Baker McKenzie’s latest report “Global Transactions Forecast 2020”.

However, the country’s average GDP growth in the 2019 – 2022 period, projected at 6.2%, remains higher than the global average at 2.8%.

“Vietnam remains active in M&A right now, due to positive market factors and confidence that help create business opportunities as well as multilateral agreements that continue to prompt regulatory reform,” Seck Yee Chung, who heads Baker McKenzie’s M&A practice in Vietnam, said in the report.

In 2019, the largest M&A deal was US$1-billion investment from South Korea’s SK Group in Vietnam’s major privately-run conglomerate Vingroup, followed by a 15% stake acquisition in state-run Bank for Investment and Development of Vietnam (BIDV) by South Korea’s Hana Bank worth US$850 million.

Overall, Vietnam recorded 58 M&A deals in 2019 worth US$2.6 billion, including 17 domestic deals and 41 involving foreign investors.

In 2020, the number of deals is expected to reach 55 with total transactions of US$1.7 billion, and the number of cross-border deals continue to dominate the Vietnam’s M&A market with 36 or 65% of the total number.

By 2021, the M&A transactions could rise to US$2.8 billion and US$3.4 billion by 2022, in which the number of deals to increase to 98 and 119 in the 2021 – 2022.

Baker McKenzie pointed to 10 transaction attractiveness indicators of Vietnam, in which the openness level of the economy ranked as best performer at 10 out of 10 maximum score. Other indicators such as government effectiveness, money supply and ease of doing business were in range of six to eight points, while the lowest point was given to GDP per capita.

Export turnover of Vietnamese farm produce to South Korea remains low

Every year, South Korea imports lots of agricultural products, however, Vietnamese farm produce merely accounts for 6 percent as the prices of Vietnamese products are still fairly high while the quality is uneven. In order to increase exports, Vietnamese enterprises need to cooperate with South Korean ones to together resolve entanglements in regulations.

According to the Ministry of Agriculture and Rural Development, total agricultural imports in 2018 of South Korea was US$35.2 billion, of which, Vietnamese agro-foresty-aquatic products merely accounted for nearly 6 percent. Bilateral trade between Vietnam and South Korea from 1992 to 2018 was 132 times higher, from $500 million to more than $66 billion, and is aiming for $100 billion in 2020. However, Vietnam has always seen trade deficit as the country had trade deficit of nearly $32 billion from South Korea last year; in the first half of this year, Vietnam exported $9.1 billion to South Korea and imported $22.5 billion, trade deficit of more than $13 billion.

Korean people favor agricultural and aquatic products of Vietnam. It is the condition to promote export of agricultural products to South Korea in order to reduce trade deficit. After the Vietnam-Korea Free Trade Agreement was signed, several agricultural products have received tariff reduction, such as seafood and agro-forestry products and market has been opened for garlic, ginger, honey and sweet potato. Besides five kinds of fruits, consisting of coconut, pineapple, banana, mango and dragon fruit that are allowed to import by South Korea, Vietnam need to promote export of potential products, including coffee, chili, garlic, rice, shrimp, frozen fish, cabbage, German turnip and tomato.

Why do the volume of Vietnamese farm produce imported into South Korea remain at modest level? Mr. Hong Sun, vice chairman of the Association of South Korean Enterprises in Vietnam, said that it is difficult for South Korean enterprises to look for Vietnamese partners who have the capacity to produce products that meet standards set by importers.

Especially, quality and price are the main issues. The volume of Vietnamese products imported into South Korea is not high as their prices fail to compete with those of other countries, including the Philippines, Thailand, Indonesia and Mexico. According to Mr. Hong Sun, Vietnamese Government should give support in building brand names for agricultural products.

As one of the enterprises which are investing in raw material areas in Vietnam to export to South Korea, Mr Son Sung Hoon, CEO of CJ Vietnam, said that enterprises need to build stable sources of raw material with quality meeting standards of South Korea at first as if initial raw materials fail to meet standards, finished products will not be able to be exported. In order to do that, enterprises must constantly cooperate with farmers to timely tackle weakness in technique, quality as well as production. In addition, two government must both adjust tariffs so as to increase competitive edge against other countries.

In Vietnam, raw material areas currently are fragmented. The Government need to have more policies to build large-scale raw material areas in order to ensure material sources, creating an agriculture that meets standards for export. With such farming method, the cost prices of Vietnamese products might be able to compete with other countries. Especially, enterprises should improve capacity and awareness in understanding regulations of the market and supervise every stage in the whole production chain.

In order to increase export turnover, deputy minister Tran Thanh Nam of the Ministry of Agriculture and Rural Development said that it is necessary to establish regular market information channel for enterprises and head to establish the association of Vietnam-South Korea agricultural enterprises in order to build raw material areas that qualify export standards. The Agricultural Products Processing and Market Development Department will collaborate with the Association of Korean Enterprises in Vietnam to organize training courses, increase trade promotion, build raw material areas and establish cooperation mechanism between authorities, enterprises and farmers to ensure the entire supply chain. At the same time, quality control agencies should always update and popularize regulations of South Korea on food safety control and guide farmers to build safe foundation in accordance with regulations of Vietnam and South Korea.

On average, Korean people consume 200 kilogram of vegetables per person per year and 60 kilogram of fruits per person per year. Mr. Le Thanh Hoa, deputy head of the Agricultural Products Processing and Market Development Department, said that there is still room for agricultural exports of Vietnam. In 2018 alone, South Korea imported 8,446 tons of vegetables and fruits but only 304 tons of vegetables and fruits were from Vietnam; 5,045 tons of seafood but only 647 tons of seafood were from Vietnam; and 3,825 tons of forestry products but 795 tons were from Vietnam.

Number of visitors to Mekong Delta provinces sharply increases

The People’s Committee of Kien Giang Province said that since the beginning of this year the province has held several events to advertise tourism, promote investment and carry out tourism projects in order to attract more tourists to the province.

Up to now, the province has welcomed more than 6.86 million local and foreign visitors, meeting 82.7 percent of this year’s plan, an increase of 12.5 percent over the same period last year, with total revenue of more than VND6.2 trillion, up more than 35 percent. Of which, Phu Quoc Island alone has received more than 3.9 million visitors with total revenue of VND5.7 trillion.

Meanwhile, Mr. Nguyen Khanh Hiep, director of the Department of Culture, Sports and Tourism of An Giang Province, said that in the first nine months of this year, tourism spots in the province have been visited by nearly 8.4 million tourists, an increase of nearly 4 percent over the same period last year. Total revenue from tourism activities was estimated at VND4.7 trillion, up 17 percent. Ba Chua Xu Temple on Sam Mountain, Cam Mountain, Tra Su Cajuput Forest, President Ton Duc Thang Memorial Zone and Sap Mountain in Thoai Son District are the places that attracted visitors most.

In Can Tho City, in the first nine months of this year, tourism industry also greeted more than 7 million visitors, up 4.2 percent over the same period last year, with total revenue of more than VND3.39 trillion, up 15 percent over the same period last year.

Mr. Ngo Quang Tuyen, deputy head of the Department of Culture, Sports and Tourism of Dong Thap Province, excitedly shared that since the beginning of this year, the province welcomed more than 2.8 million tourists, up 12 percent. Of which, foreign visitors were 70,000 people, an increase of 49 percent. Total revenue from tourism activities was more than VND700 billion.

At the present, authorities in Dong Thap Province along with travel agencies and business households have been zealously preparing activities in order to attract more tourists to the province in the last days of this year and during the upcoming lunar New Year. The province planned to welcome around 3.9 million visitors this year with total revenue of more than VND1 trillion.

According to Mr. Ly Thanh Sang, director of Cam Mountain Cable Car Tourism Zone, the company has been promptly upgrading and expanding the tourism zone so as to timely put it into operation at the beginning of next year to serve entertainment demand during the upcoming festive season.

Protecting brand names to keep export market share

According to the Ministry of Industry and Trade, the US currently is the largest export market of Vietnam. Up to now, export turnover to the US market has exceeded US$45 billion, an increase of more than 28 percent over the same period last year.

Vietnam is also among top ten largest exporters to this market. However, on the contrary to being one of largest exporters to the US market, the number of Vietnamese goods with brand names having been registered and protected by the United States Patent and Trademark Office (USPTO) is limited. At the present, only 1,938 Vietnamese brand names have been registered with the USPTO, of which, 1,090 brand names are existing.

Meanwhile, other countries are behind Vietnam in terms of export turnover to the US market but their number of registered brand names is much higher than that of Vietnam. For instance, Taiwan has 33,820 registered brand names; Singapore has 10,811; and Malaysia has 2,690.

This shows that raw material export of Vietnamese goods to the US market remains quite popular. On the other hand, Vietnamese enterprises have not paid much attention to building brand names as well as registering for brand name ownership protection.

The Vietnamese commercial counsellor in the US said that by not focusing on investing in Vietnamese brand names will lead to the risk that Vietnamese exporters lose their brand names in the US market. In fact, many famous brand names of Vietnam were registered by enterprises of other countries in the US market. If export enterprises want to get back brand names, it will cost them lots of time, effort and expenses. There were cases in which enterprises must spend lots of money to buy back their own brand names at high prices or to sue to get back their brand names. Or they even have to use another brand name in the US market.

Obviously, trade mark is considered to be an important asset of enterprise, attaching to market. Losing trade mark means that enterprises lose that market. Therefore, it is crucial to protect brand names not only in domestic market but also at any market that enterprises have exported goods or intend to export goods to. Registering for intellectual ownership protection in general and for brand name protection in particular will help enterprises to safely approach market as well as avoid unhealthy competition so as to protect their brand names and market shares.

Mon Hue fails to pay debts

Mon Hue Restaurant Co., Ltd, has failed to pay its debts to its suppliers by October 28 as committed, with some suppliers claiming to have received only half or a quarter of the committed amounts, while others have yet to receive any payments.

Mon Hue had earlier promised to pay VND200 million out of a total debt of VND3 billion to a supplier between October 25 and 28, but it has transferred only VND100 million.

Another supplier has received only VND50 million though Mon Hue had committed to paying it VND100 million.

Most suppliers were anxious as they could not contact the managers of the restaurant chain. They wanted representatives of Mon Hue to meet with them and take responsibility for paying off the debts.

Regarding the news that a supplier wanted to acquire the chain and cooperate with other suppliers to resume the restaurant chain’s operations, some suppliers said they were willing to cooperate with the new owners if they have plans to settle existing debts.

The supplier actively seeking to acquire Mon Hue eateries told Nguoi Lao Dong newspaper that she needs to work with Huy Vietnam Group Limited, the parent company of Mon Hue Restaurant Co., Ltd, and other investors first.

Over the next 10 days, if she is unable to contact Huy Vietnam, she will seek the advice of attorneys.

Huy Vietnam has closed a series of Mon Hue eateries, a major Vietnamese restaurant chain with some 100 outlets nationwide, over the course of a month due to being heavily steeped in debt.

As of October 27, Mon Hue was indebted to 60 investors in HCMC, Hue and Hanoi by nearly VND40 billion.

These investors are completing procedures to sue Mon Hue Restaurant Co., Ltd. They noted they would sue Huy Nhat and his partners, including Ngo Thi My Hanh, managing director of the restaurant chain, for alleged irregularities in transactions and possible fraud.

New perspective for Danang’s real estate

When investors are concerned about their return in real estate, developers who offer less-riskier properties with a prime location, international quality design, and a prestigious management brand can win widest confidence.

Earlier this month, PPC An Thinh Danang JSC (PPCAT) signed a deal with the nation’s leading real estate sales agents, who are confident in selling the 1,186 apartments of Nimbus tower, the second phrase of Wyndham Soleil Danang.

Vietnam’s coastal locations are a magnet for international tourists thanks to a tropical climate and 3,000 kilometre-long beautiful coastline. Among them, Danang is the red-hot property market because of its proximity to famous World Heritage sites such as Hoi An, Hue, and My Son Holy Land.

In addition, Danang is home to one of the six most beautiful beaches in the world, My Khe Beach. In the first nine months of 2019, the city hosted around 7,173,500 visitors, an increase of 18.4 per cent, of which nearly 2,811,800 of them were from outside the country.

Economic expert Dinh The Hien explained that investors from the North had outnumbered those from the South because northerners had a more-diversified investment portfolio.

“They are eager to invest in areas in the South which are far from their hometowns. Especially, they are more interested in famous tourist destinations where they can find luxury tourism property projects developed by prestigious developers and high potential for long-term return,” said Hien, adding that northern investors avail themselves of every investment opportunity. Meanwhile, southern investors are more intent to closeout following inspiration.

Despite the different attitudes, they both acknowledge real estate is the most profitable channel to invest in Vietnam. “Over past years, investment in property has been more profitable for investors than investing in other channels,” Hien said. “But nowadays, many of them are changing investment strategies, shifting from high-profit but risky products to long-term return and safe products.”

Instead of investing in big cities like Hanoi and Ho Chi Minh City, where real estate prices are cooling down, affluent investors have begun to pour money into second-home serviced apartments or villas in so-called newer cities where the markets are more young and fresh. The second home can help to generate a stable investment return and become the sweet escape for them to enjoy a luxury lifestyle away from a life swamped with work.

“This is a trend in many developed countries. Therefore, second-home properties in well-known tourist destinations are being hunted by wealthy investors,” said Hien.

Hien said investing in condotels could generate high return but also make investors suffer huge losses if they failed to choose the right development. Therefore, he advises investors to place attention on risk reduction before making any investment decision, by accessing advantages of hotel-apartment projects including location, market demand, and the reputation of the developer and operation.

“In my perspective on investment, I prefer a less-risky project. This means the return may be low, but the risk of loss is minimum. Therefore, I will choose to invest in a project with clear legal status and high liquidity,” said Hien, adding that Wyndham Soleil Danang is a wise option.

US companies seeking investment opportunities in Hanoi

The Ministry of Planning and Investment’s (MPI) Foreign Investment Agency and US-based strategy and capital advisory group The Asia Group have led a delegation of over a dozen senior executives from US corporations to Hanoi to explore investment opportunities.

They inlude Morgan Stanley, Acorn International, General Dynamics, Nue Capital LLC, BlackRock’s Asian Credit, Lockheed Martin International, Smart City Works, Google, Columbia University, and USTelecom.
